BE IT ENACTED BY THE SEVENTEENTH NORTHERN MARIANAS COMMOI'\'WEALTH LEGISLATURE: Section 1. Findings and Purpose. The Legislature finds that the House of Taga Park on the island of Tinian contains invaluable historical artifacts and remnants of ancient Chamorro culture. Among other historically significant artifacts, the Tinian Taga Park contains ancient latte stones and skeletal remains of indigenous Chamorro people. The Legislature further finds that the park should be preserved and maintained in a manner that will recognize and protect thcse valuable ancestral resources and allow the site to be managed in such a way that adds value to its cultural significance. Therefore, it is the purpose of this Act to designate the House of Taga park on Tinian as a Commonwealth Historical Site that shall fall under the supervision and management of 1 the Historic Preservation Office. Section 2. Designation as Commonwealth Historic Site. The Secretary of the 1 Department of Public Lands shall designate the House of Taga park on the island of Tinian 1 as a Commonwealth Historical Site under the administration of the Historic Preservation 1 Office. The park shall be co-managed and maintained by the Historic Preservation Office 1 and the Division of Parks and Recreation. The Tinian Division of Parks and Recreation shall 1 continue to maintain the park site. The Historic Preservation Office shall assume management and administration of the House of Taga Park Historical Site. Public Law No. 17-18 SENATE BILL NO.17-Z8 Section 3. Renaming of the Tinian Health Center. The Lucia Villagomez "Chiang" Arizapa Health Center shall be renamed the Lucia Villagomez Arizapa Health Center. Section 4. Severability. If any provision of this Act or the application of any such provision to any person or circumstance should be held invalid by a court of competent jurisdiction, the remainder of this Act or the application of its provisions to persons or circumstances other than those to which it is held invalid shall not be affected thereby. Section 5. Savings Clause. This Act and any repealer contained herein shall not be construed as affecting any existing right acquired under contract or acquircd under statutes I repealed or under any rule, regUlation, or order adopted under the statutes. Repealers 1 contained in this Act shall not affect any proceeding instituted under or pursuant to prior law. The enactment of the Act shall not have the effect of terminating, or in any way 1 modifying, any liability, civil or criminal, which shall already be in existence on the date 1 this Act becomes effective. Section 6. Effective Date. This Act shall take effect upon its approval by the 1 Governor or becoming law without such approval.
