BE IT ENACTED BY THE SEVENTEENTH NORTHERN MARIANAS COMMOI'\'WEALTH LEGISLATURE: Section 1. Findings and Purpose. The Legislature finds that the House of Taga Park on the island of Tinian contains invaluable historical artifacts and remnants of ancient Chamorro culture. Among other historically significant artifacts, the Tinian Taga Park contains ancient latte stones and skeletal remains of indigenous Chamorro people. The Legislature further finds that the park should be preserved and maintained in a manner that will recognize and protect thcse valuable ancestral resources and allow the site to be managed in such a way that adds value to its cultural significance. Therefore, it is the purpose of this Act to designate the House of Taga park on Tinian as a Commonwealth Historical Site that shall fall under the supervision and management of 1 the Historic Preservation Office. Section 2. Designation as Commonwealth Historic Site. The Secretary of the 1 Department of Public Lands shall designate the House of Taga park on the island of Tinian 1 as a Commonwealth Historical Site under the administration of the Historic Preservation 1 Office. The park shall be co-managed and maintained by the Historic Preservation Office 1 and the Division of Parks and Recreation. The Tinian Division of Parks and Recreation shall 1 continue to maintain the park site. The Historic Preservation Office shall assume management and administration of the House of Taga Park Historical Site. Public Law No. 17-18 SENATE BILL NO.17-Z8 Section 3. Renaming of the Tinian Health Center. The Lucia Villagomez "Chiang" Arizapa Health Center shall be renamed the Lucia Villagomez Arizapa Health Center. Section 4. Severability. If any provision of this Act or the application of any such provision to any person or circumstance should be held invalid by a court of competent jurisdiction, the remainder of this Act or the application of its provisions to persons or circumstances other than those to which it is held invalid shall not be affected thereby. Section 5. Savings Clause. This Act and any repealer contained herein shall not be construed as affecting any existing right acquired under contract or acquircd under statutes I repealed or under any rule, regUlation, or order adopted under the statutes. Repealers 1 contained in this Act shall not affect any proceeding instituted under or pursuant to prior law. The enactment of the Act shall not have the effect of terminating, or in any way 1 modifying, any liability, civil or criminal, which shall already be in existence on the date 1 this Act becomes effective. Section 6. Effective Date. This Act shall take effect upon its approval by the 1 Governor or becoming law without such approval.     Super Typhoon Yutu Relief & Recovery Update #4 POST-DECLARATION DAMAGE ASSESSMENT COMPLETED; RELIEF MANPOWER ON-ISLAND READY TO SUPPORT; FEEDER 1, PARTIAL 1 & 2 BACK ONLINE Release Date: October 29, 2018 On Sunday, October 28, 2018, CNMI Leadership and the Federal Emergency Management Agency (FEMA) conducted a Post-Declaration Damage Assessment. Saipan, Tinian and Rota experienced very heavy rainfall and extremely high winds which caused damages to homes, businesses and critical infrastructure. Utility infrastructure on all three islands has been visibly severely impacted to include downed power lines, transformers and poles. Driving conditions remain hazardous as debris removal operations are still underway. At the request of Governor Ralph DLG. Torres, representatives from FEMA Individual Assistance (IA) and the US Small Business Administration (SBA) joined the CNMI on an Aerial Preliminary Damage Assessment of Saipan, Tinian and Rota.     CJMT EIS/OEIS Chapter 3, Affected Environment April 2015 Draft Recreation 3.8 RECREATION 3.8.1 Definition Section 3.8 describes the existing recreational resources on Tinian and Pagan. Recreation is defined as any type of activity in which area residents or visitors, including military personnel on liberty, may participate in for enjoyment during leisure time. Recreational resources are primarily assets of the physical geography of each island; from the mountains to the ocean, and the terrain in between. There are also man-made recreational resources, including parks, monuments, points of interest, National Historic Landmarks, sports fields, and events (e.g., competitions, cultural festivals, food fairs). National Historic Landmarks are places that possess exceptional value or quality in illustrating and interpreting the heritage of the U.S. The region of influence for recreation includes the islands of Tinian and Pagan, and their surrounding waters. Recreational resources for this EIS/OEIS are organized into the following five categories: (1) historic and cultural sites, (2) beaches and parks, (3) ocean-based resources, (4) scenic points, and (5) annual events. The description of resources in this chapter follows these categories. Although each resource is organized under one category, there may be multiple recreational opportunities from a single resource. For example, a resource described under historic sites may offer scenic views. Therefore, a description of each resource is provided to supplement its categorization. 3.8.2 Regulatory Framework The following entities are responsible for the management and maintenance of tourist sites and recreational areas on Tinian and Pagan: National Park Service – The National Park Service is a federal agency that has one office on Guam, one office on Saipan, but does not currently have an office presence on Tinian.

PETERSON Micronesian Area Research Center, University of Guam, Mangilao, GU 96923 USA Abstract—The functions of latte structures in Guam and the Marianas have been treated in two significant perspectives that deserve examination relative to their monumental character. The classic ethnographic and ethnohistoric perspective interpreted latte structures as part of village complexes with both residential and communal functions. Materialistic interpretations have characterized latte structures as chiefly houses with size possibly denoting relative power or rank among villagers and villages in the Marianas. However, examination of paleoenvironmental data, recent migration models depicting dispersal of matrilineal clans from the eastern Caroline Islands westward throughout what is now Micronesia, along with data from site surveys, excavations, and linguistic and ethnographic sources demonstrate that latte period settlement and architecture of the second millennium A.D. shares architectural styles, material culture, and lifeways with Micronesian islands to the east in what may have been a second and diffuse migrational movement through the region. In this model latte architecture expresses shared inter-village identities and mechanisms for conflict resolution rather than competition, warfare, and socio-economic ranking. RECREATIONAL RESOURCES 9.1 AFFECTED ENVIRONMENT 9.1.1 Definition of Resource Recreational uses of an area for the purposes of this Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) may include any type of outdoor activity in which area residents, visitors, or tourists may participate. Typically (though not exclusively) focused on weekends or vacation periods, such activities may include hiking, fishing, beachcombing, spelunking, and boating. Recreational opportunities and resources can be a very important component of an area‘s economy and the lifestyle of its residents. Recreational resources as discussed in this chapter are primarily assets pertaining to the physical geography of the Island of Tinian, from the mountains to the oceans, and terrains in between; there are various man-made resources in urban and semi-rural settings as well. Recreational resources have been organized into the following categories with similar uses grouped in parentheses: trails (pedestrian hikes, mountain bike trails, ―boonie stomping‖, or hiking through ―boonies‖ of large areas of undeveloped jungle and beaches); historic and cultural attractions (historic monuments, parks, and cultural sites); scenic points (vistas, lookouts, and overlooks); dive spots (snorkeling, self contained underwater breathing apparatus, or SCUBA diving, and free diving); beaches and parks (also including conservation areas, preserves, and refuges); spelunking, or cave exploration; fishing; and other. The categories employed throughout the chapter are for the purpose of data organization only; this point is emphasized to acknowledge multi-recreational opportunities from a particular resource. For instance, a resource organized under trail may offer hiking as well as swimming, snorkeling, and picnicking at the trail terminus.
