To facilitate such sharing, BJS and SEARCH Group have, since 1980, collaborated on producing three editions of the Directory of Automated Criminal Justice Information Systems, a project initi ated by the Law Enforcement Assistance Administration in 1972. The Directories provide information about particular information systems and the level of automation among justice agencies. They are designed with the specific intent offacilitating the exchange of information and the transfer or adaptation of exemplary systems. Our latest, and fourth such collaboration, the 1990 edition of the Directory ofAutomated Criminal Justice Information Systems, is comprised of five separate volumes, one for each of the principal criminal justice disciplines: Corrections, Courts, Law Enforce ment, Probation and Parole, and Prosecution. Taken together, the Directories are a valuable resource for criminal justice agencies in the process of selecting an automated information management system that will meet their individual needs. Update/Correction Notific21tion Form vii Introduction In 1976 SEARCH Group created the National Clearinghouse for Criminal Justice Infonnation Systems to promote and facilitate the transfer of automated, public domain infonnation management systems. The role of the Clearinghouse has grown to include the collection and dissemination of infonnation about proprietary information systems as well. In support of this function, the Clearinghouse maintains the Automated Index of Criminal Justice Infonnation Systems - a database containing infonnation on automated systems and the hundreds of agencies using those systems. Since 1980 the Clearinghouse, with support from the Bureau of Justice Statistics, has published three editions of the Directory of Automated Criminal Justice Information Systems based on infonnation generated from the Index's database. The Directory has served as a valuable resource for criminal justice practitioners who needed guidance in selecting an appropriate automated records system and it has also helped to minimize duplicate system development efforts. Methodology The SEARCH Automated Index of Criminal Justice Infonnation Systems, the database for the printed Directory, was completely redesigned in 1989 and this Corrections Directory reflects that revision. The redesign of the Automated Index altered the struc ture of the database and required modifications to the survey instrument used to collect the data. (See Appendix 3, Sample Survey: Correctional Agency and Appendix 4, Sample Survey: Software Developer for samples of the survey instrument.) Sur veys were mailed to all agencies and software developers listed in the 1986 Directory of Automated Criminal Justice Information Systems, In addition, SEARCH requested state planning agencies, statistical analysis centers, state Attorneys General, and the direc tors of state and national criminal justice associations to identify automated criminal justice agencies and justice infonnation sys tems that would be appropriate to include in the 1990 series of Directon'es, SEARCH then mailed surveys to the agencies and the ix system developers/vendors. Ifa vendor identified agencies where the vendor'S product was installed, a survey was also mailed to those agencies. Organization and Use The Directory has traditionally been published at three-year inter vals as a single, large volume. In this 1990 edition, five separate volumes were published - one Directory for each of the principal criminal justice disciplines: Corrections (Volume 1); Courts (Volume II); Law Enforcement (Volwne llI); Probation and Parole (Volume IV); and Prosecution (Volume V). Separate, discipline-specific volumes significantly reduced the publication size, making it easier for users to quickly locate the information they need. Together, the Directories contain profIles on 130 automated systems and over 700 criminal justice agencies. Each Directory is divided into four parts: Part I, Agency Descrip tion Records; Part II, System Description Records; Part m, Indi ces; and Part IV, Appendices. The Agency Description Records are based on information provided by individual agencies that responded to SEARCH's national survey of criminal justice agen cies, and the System Description Records reflect survey responses from the system developers and vendors. A primary difference between past editions of the Directory and the 1990 edition is the manner in which information is presented. Previously, an automated system that was operating in several different agencies was independently described in the Directory by each installation, causing a great deal of duplication and some inaccuracies in the publication. Now, in the 1990 edition, the system information is listed only once, and agencies using that particular system are cross-referenced. Part I: Agency Description Records Agency Description Records for correctional agencies are divided into four sections. The fl1St section at the top of the page provides the name, address and telephone number of the agency, the name and title of a contact person I and indicates the type of agency/ x facility, the population served. the number of beds, the total admissions for 1988 and the average daily population. The second section, "Computer Equipment," contains information on the agency's computer hardware. The record describes the agency's access to a computer (whether it has exclusive use, shares with another agency or division, or relies on a central data process ing bureau for computer services); the numberofFull-timeEquiva lent data processing employees; and the hardware configurations used (type. manufacturer and model, operating system. quantity and the type of Local Area Network). The third section, "Automated Functions," lists the agency's general functions that are automated, such as accounting, elec tronic mail, spreadsheets and word processing. This sp.,ction also lists any automated functions that are specific to corrections, such as gang intelligence, inmate accounting, inmate classification, institutional infractions and menu planning. (See Appendix I, Automated Functions: Discipline-Specific. for a complete listing of the choice of automated functions for each discipline.) The fmal section of the Agency Description Record is "Criminal Justice Software Applications," which lists the name and acronym ofany criminal justice or corrections-specific software application currently used by the agency. If the software package has a corresponding System Description Record entry containing sys tem information supplied by the developer/vendor, then the page on which that record appears is also listed. This cross-reference enables the reader to learn about the functions, features and operational requirements of the system. Part II: System Description Records Corrections System Description Records are divided into five sections. The first section lists the product name and acronym (if there is one), as well as the developer's name, address, telephone number and the name and title of a contact person. The record indicates whether the product is proprietary or in the public domain, whether the software can be modified and whether the xi source code is available. It also identifies the programming language the system is written in, and lists the vendor support services offered and any special product features. Section two, "Computer Equipment," lists the hardware configu rations upon which the system runs, indicating the type (main frame, minicomputerormicrocomputer),manufacrurer and model, operating system, and if it runs on a Local Area Network. Section three, "Automated Functions," lists any automated func tions of the system that are specific to corrections, such as good! bad time calcwation, inmate classification, medical history and trust fund accounting. (See Appendix 1, Automated Functions: Discipline-Specific, for a complete listing of the choice of auto mated functions for each discipline.) The fourth section is the "Narrative" in which the vendor provides a general description of the system, and often includes the price of the product. The fifth, and fmaI, section of the System DesCription Record, "System Users," lists up to three agencies that have obtained the named product If the specified agency has a corresponding Agency Description Record entry containing operational informa tion supplied by the correctional agency, then the page on which that record appears is also listed. This cross-reference enables the reader to learn about the agency in which the system is operating. Part ill: Indices The Corrections Directory has two major types of Indices which enable readers to search the Directory quickly and easily for information on agencies and systems: Agency Indices and System Indices. Index A, Agency Indices, includes five Indices of the agencies described in Part 1: Agency DeSl;ri ption Records: xli ------~. 1. Agency Index by Agency Name - alphabetically lists agen cies by name, and includes each agency's city and state; 2. Agency Index by Average Daily Population - numerically ranks, from the smallest to the largest, the average daily population of each agency, ana. bcludes the agency name, city and state; 3. Agency Index by Computer Equipment - alphabetically lists hardware manufacturer and model number of the computer equipment used by each agency; 4. AgencyIndexbyAutomatedFunctions-organizestheagen des by t.ype of corrections-related automated function, and alphabetically lists each agency by name; 5. Agency Index by Criminal Justice Software - alphabetically lists the criminal justice software applications that each agency has indicated it uses. Index B, System Indices, includes five Indices of the systems described in Part II: System Description Records: 1. System Index by System Name - alphabetically lists systems by name, and includes each system's acronym, iHb.ere is one; 2. System Index: Mainframes and Minicomputers - alphabeti cally lists hardware manufacturer and model number of the mainframe or microcomputer that runs the listed software system; 3. System Index: Microcomputers - alphabetically lists the microcomputer's operating system that is required to run the listed software system; 4. System Index by Automated Functions - organizes systems by type of corrections-related automated function, and alpha betically lists each agency by name; and xiii 5. System Index of Public Domain Systems - alphabetically lists those systems that are in the public domain. PartIV: Appendices This Corrections Directory has the following five Appendices: 1. Automated Functions: Discipline-Specific - A list of the discipline~specific, automated system functions included 00 the survey instrument. This listing includes the automated functions for each of the five disciplines: Corrections, Courts, Law Enforcement, Probation and Parole, and Prosecution; 2. Manufacturer Abbreviations - An alphabetica1list of the abbreviations used 10 describe hardwal,'e manufacturers throughout the Directory, and the corresponding full com panyname; 3. Sample Survey: Co"ectional Agency - A sample of the survey form mailed to correctional agencies; 4. Sample Survey: Software Developer - A sample of the survey form mailed to software developers and vendors; and 5. UpdatelCorrectiortNotificationForm-A form to be used to inform SEARCH of any agency or system record additions, updates, omissions or corrections. LImitations Although the compilers of this Corrections Directory have sought to create a useful and comprehensive resource document, readers need to be aware of and understand its limitations. It is not an exhaustive list of all automated criminal justice agencies or of all criminal justice information management systems. The publica tion is based on information voluntarily provided by criminal justice practitioners and system developers and vendors who responded to our survey. Itwas not possible to verify all submitted infonnation and thus the data were accepted and used as reported. xiv If, for example, a survey was incomplete or an answer was unclear, the Directory will show a blank for that particular response. Whenever possible, systems li3ted under "Criminal Justice Soft ware Applications" in an Agency Description Record will be cross-referenced with a System Description Record. Likewise, if a developer describes a system in a System DescriptionRecord and indicates that the system is opemtional in a particular agency, every attempt was made to create a corresponding Agency De scription Record. As mentioned above, however, records were only created.if the developer and the agency submitted a complete survey form. This Corrections Directory can provide an excellent overview of an agency's size and level of automation, as well as a representa tive sketch of a system's functions and features. Systems are frequently updated, however, and just as frequently are replaced. Personnel turnover and organizational changes may also cause some of the information contained in the Directory to be out of date. We suggest that readers interested in a particular system contact the developer or the agency that is using the system to verify the Directory's information and to learn fIrst-hand of the system's capabilities. ReMers are strongly encouraged to review the other four volumes in the Directory series when searching for an appropriate system or a compamble agency. For example, itis possible that a sheriff s offIce, classified as a law enforcement agency, would have an Agency Description Record in Law Enforcement (Volume III), yet is using an automated jail management system that has a System Description Record in Corrections (Volume 1). Conversely, a community corrections facility using a probation software appli cation may list the name of the software on its Agency Description Record in Corrections (Volume 1) but there would not be a page number cross-referencing that system in the same volume; the probation system would be reported in a System Description Record in Probation and Parole (Volume IV). xv When reviewing the contents of the Directories, readers should also bear in mind that two different systems may have the exact same name. By checking the information in the System Descrip tion Record, readers can determine if identically-named systems are, in fact, produced by the same developer. Finally. it is important that any omissions or errors be corrected and new information added to the Automated Index of Criminal JusticeInformationSystems. ReadersareaskedtousetheUpdatel Correction Notification Fonn (See Appendix 5) to keep SEARCH informed of agency and system changes. This form may also be used to request a survey for the purpose of adding new Agency Description Records or System Description Records. AIl submit ted forms will be used to amend and expand future editions of the Directory and the Automated Index of Criminal Justice Informa tion Systems. Computerized Access to DIrectory Infonnatlon As noted earlier, the Automated Index of Criminal Justice Infor mation Systems is the database for the printed Directories. The Automated Index is continuously updated and revised as SEARCH receives new information on systems and automated agencies. Practitioners may access the Automated Index through the SEARCH-BBS, an electronic bulletin board that is available free ofcharge to the criminaljustice community. Users may search the Automated Index for systems that meet specific functional, hard ware, or software needs. They may also identify agencies which meet certain criteria and then review the criminal justice informa tion systems in use by those agencies. Both of these approaches utilize a user-friendly, menu-driven system. To access the Auto mated Index through the SEARCH-BBS, users need a microcom puter, a modem and a communications package. Users are regis tered on-line by dialing 800-448-8257. (please set your commu nication package to 8 data bits, 1 stop bit, no parity).
