This authority, which was due to expire on June 30, 1959, was recently extended by the Con­ gress until June 30, 1963. Pages 1 to 7 of this bulletin were reprinted from the Monthly Labor Review for August 1959. The Bureau of Labor Statistics has made several studies of this nature; the previous edition was Bulletin 1166, Military Manpower Requirements and Supply, 1955-59. The study was undertaken at the request of the Office of Civil and Defense Mobilization. This bulletin was prepared by Stuart H. Garfinkle of the Division of Manpower and Employment Statistics. Most of the statistical estimates were prepared by the Department of Defense and were included, in summary form, in testimony before the House Armed Services Committee on January 26, 1959.     Class of 1959 History By C. Darrell Lane, M.D. Franklin College founded in 1787 having united with Marshall College to form Franklin and Marshall College in the late summer of 1955 was 168 years old. In early September more than 360 first year students from multiple states and dissimilar backgrounds and representing more than 225 high schools converged on the F&M campus in Lancaster, bought books and supplies, received dormitory assignments, met new roommates, and paid the single semester $325.00 tuition. Total tuition listed in the college catalogue for the two semester 1955‐56 academic year amounted to the staggering sum of $1,310.00. The entire class assembled for the first time in Hensel Hall for welcoming remarks by President William W. Hall, Dean of the College James M. Darlington and Dean of Students Richard H. Winters. We were informed about a variety of conduct guidelines, academic performance expectations and procedural regulations. The freshman uniform of the day consisted of dinks and rolled‐up pants legs. Physical in‐hand possession of the college Blue Book was a required necessity. The mandated Hartman Hall dining room dinner dress code was jacket and tie. No mention was ever made apropos the laundering frequency of blue button down shirts or khaki trousers. At least from a distance we appeared respectfully civilized. Everyone carried an average of 16‐17 credit hours. We may have considered ourselves ill‐ used by compulsory chapel attendance on Tuesday morning, but, this obligation could be easily met by attending only six of ten possible choices, although September 15th and October 5th chapels were specifically designated for the Class of ’59.

The correspondence of two commissioners of the Department of Finance and Administration is represented in this collection. The commissioners were Edward J. Boling and Harlan Mathews. Edward J. Boling served from February, 1959 through August, 1961. Harlan Mathews was appointed commissioner in September of 1961. These records reflect the various activities connected with the administration of financial and budgetary matters of the Executive branch. Original order was maintained during processing. These records were transferred to the archives in good condition in 1983. The original size of the collection was about eight cubic feet but was reduced to seven cubic feet by the elimination of duplicate copies and extraneous material. The collection was microfilmed and all documents were destroyed. There are no restrictions to access. SCOPE AND CONTENT Record Group 272, Department of Finance and Administration, Correspondence, spans the period 1959 through 1962, although the bulk of the collection is concentrated within the period 1959 through 1961. The collection consists of seven cubic feet of material that has been microfilmed and the originals were destroyed. The original order of this collection was maintained during processing.
