At the January session, 1853, of the General Assembly of the State of Rhode Island, a Resolution was passed directing the Secretary of State to make, or cause to be made, a complete alphabetical Index of all the volumes of the Schedules or Acts of Assembly which were destitute of such Index. On examination it was found that the printed Acts of the Assembly in the Secre- tary's Office, commenced in the year 1758, and that they were destitute of Indices to the year 1828. From that period an Index accompanied the Acts of each session ; but, as these Indices had not been made according to any partic- ular system, it was found to be exceedingly difficult, in many cases, to find the acts or resolutions sought for. To obviate this difficulty, and make the Index as complete as possible, the General Assembly at its session in January, 1856, passed the following : RESOLUTION* directing the Secretary of State to complete the Alphabetical In- dex to the Schedules and to print and distribute the same. Resolved, That the Secretary of State be directed to complete, or cause to be completed, the Alphabetical Index to the Schedules from the year 1828 to the year 1850 inclusive, in the same manner as the Index to the volumes of the preceding years has been made; and that when completed, there shall be printed under his direction, two hundred and fifty copies of the same, the expense to be paid out of the General Treasury upon the order of the Gov- ernor. Resolved, That when printed, the Index shall be, by the Secretary, distributed as follows, viz : 1 copy to each State and Territory of the United States. 1 copy each to the Library of Congress, Secretary of State, Secretary of the Interior, and the Smithsonian Institution. 1 copy each to the Town Clerks of each town in the State. 1 copy each to the Chief Justice and the associate Justices. 1 copy each to the General Treasurer and Attorney General. 1 copy each to the Clerks of the Courts as appendages to their several offices. 1 copy each to Brown University. Providence Athenaeum, Mechanics' Lib- rary, Redwood Library, Newport, Providence Bar Library, Carrington Lib- rary, Woonsocket, Newport Historical Society, the State Prison. 1 copy to each town in the State, for its principal Library. 50 copies to Historical Societies and Colleges at the discretion of the Secre- tary. 20 copies for the R. I. Historical Society. The balance to remain in the office of the Secretary of State for future distribution by order of the Governor. iv. PREFACE. "When the present Secretary entered upon the duties of his office in May, 1855, his predecessor, W. E. "Watson, Esq., had commenced this Index. It was afterwards continued by him to the year 1797. From that time to the close of the year 1850, the labor on it has been wholly performed by the present Secretary. The Index covers a period of 93 years, embracing 454 sessions of the General Assembly, and contains upwards of 20,000 references. A glance at the work will show its plan. Beginning with the earliest year, 1758, each act, resolution, petition, report, or other matter before the Assem- bly, is alphabetically arranged in chronological order, with the year and session when they were were passed, presented, acted on, or referred to. The subject, or prominent actor in every case is made the leading word in the Index, and when two words are equally prominent they are both entered. Other important matters before the Assembly, and acts of importance, having double references, such as Banks, Insurance Companies, Turnpikes, etc., will generally be found entered in two places for convenience of reference. There have also been prefixed to the Index the following tables : The Banks in Rhode Island, their location, time when chartered, with the date of the several amendments and acts relating thereto. Institutions for Savings, their location, when chartered, with subsequent acts relating thereto. Insurance Companies, with similar references. Railroad Companies, with similar references. Persons in search of historical facts, or legislative action, connected with any particular subject, should refer to the period when the events occurred, under different letters of the alphabet. Thus the Acts of the Colonial Assembly during the old French War will be found at the commencement of each letter of the Index. The War of the Revolution from 1774 to 1783. The War of 1812 with Great Britain, or the Insurrection of 1842-43, in their respective places. PREFACE. vii.
