Mission To facilitate the development of the Transport, Communications and ‘Meteorology System in Zambia for sustained development Goals The Goals of the Ministry are “to lower the cost of Transport and Communication, to provide connectivity and integrate all modes of Transport and Communications, to enhance Transport Safety, to promote ICT to create a knowledge based society, to provide reliable and accurate meteorology services 1 MTC Annual Report 2018 Minister’s Statement The Year 2018 was interesting for the Ministry to continue its quest and focus of developing Transport, Communications and Meteorological services in accordance with the Seventh National Development Plan. During the year, the Revised National Transport Policy was approved by Cabinet and the new National Transport Master Plan was finalised. The Ministry also undertook legal reforms through presenting four (4) bills to Cabinet and all of them were approved. The Zambia Information Communications Technology Association Act was legislated. Part of the reforms, in the transport sector this time, also included the transfer of 30% bulk and heavy cargo from road to rail. Further, progress was recorded in installation of ICT infrastructure nationwide through the Communication Towers Project Phase II. With the upgrading of the Kenneth Kaunda International Airport (KKIA) quite advanced at 77%, the construction of the Copperbelt International Airport (CIA) commenced and the Ministry transferred ten (10) Provincial and Strategic Airports to Zambia Airports Corporation Limited (ZACL) in order to ensure better management of these assets in readiness for the launch of the National Airline.

Disaster Management Training Centre, Mulungushi University, Kabwe, Zambia ABSTRACT This study was carried out during the period 2016 – 2017 to determine factors characterizing the underperformance of locally registered airlines. The objectives of the study were to establish; i) operational length of each airline, ii) local and international routes operated, iii) major operational cost areas, and iv) influence of policy on operations. Questionnaire survey, personal interview with key staff and intensive review of literature were used to primary and secondary collect data. Results obtained showed that change in government policy and government interference in the operations of the national airline was the main factor influencing the liquidation of Zambia Airways in 1994, while fuel costs was the main factor in the general operational costs of other locally registered airlines. It was concluded that a thorough study of the industry is required by government or the private sector before registering an airline. Since fuel was found to be the major factor in operational costs, purchasing or leasing fuel efficient aircrafts was encouraged. Formulation of policy to incentivise locally operated airlines would buttress costs and promote the development of tourism. Further research is required to determine the socio-economic benefits of re- establishing a national airline including multiplier effects such as food caterers, aircraft cleaning services, fuelling services, travel agencies, hotels, car rentals, and other businesses in the travel and tourism industry.
