PART 2 - SPORTS BY-LAWS Revised: January 31, 2018

ARTICLE 1 BASEBALL-

By Laws are in effect for current year and may not be changed until approved by principals for next year! 1.1 All games shall be played at 3:30 p.m. JV and Frosh will travel together. Varsity at opposite site.

1.2 All Southwestern League baseball games shall be seven innings in length. If a game is called due to darkness, rain, or smog after five full innings or after four-and-a-half if the host school is ahead, then the results shall constitute a full game. Anything less is considered no contest. There will be a 2-½ hour limit on freshmen and JV games.

1.3 Each team, beginning with the host team, shall have ten minutes of infield practice. The host team must vacate the field at least fifteen minutes before game time.

1.4 There shall be one home plate umpire and one base umpire for varsity games, and one home plate umpire for junior varsity games. It is recommended that league schools consider using one home plate umpire and one base umpire for junior varsity contest.

1.5 As per CIF-SS Playoff Rules. Teams will not be permitted to take batting practice on game days. Batting practice will be construed as ANY type of pitching motion with ANY type of , excluding whiffle balls, from in front of the batter (including pitching machines and overhand throwing). THE ONLY ACCEPTABLE BATTING WARM UP WILL BE SIDE SOFT TOSS, BATTING TEE WORK, PEPPER, AND OVERHAND WHIFFLE BALL THROWING. FRONT TOSS WITH A BASEBALL IS NOT ACCEPTABLE.

a. For side soft toss, the guidelines are as follows: The tosser should be on a knee, to the side of the batter and the ball should be lifted, not pitched, to the batter. b. For pepper, the guidelines are as follows: The maximum distance between the pitchers/fielders and the hitter is 40 feet and batted balls are to be directed toward the pitcher/fielders. c. “Tracking,” the idea that hitters will stand in a batter’s position, while pitchers throw overhand to a catcher, and “track” pitches as they come toward the plate, is not considered batting practice by definition and is allowable prior to the contest. Batters who swing, or attempt to swing or bunt in any fashion, will be in violation of this rule. Coaches should be very careful to monitor any and all pre- game activities. The penalty for batting practice with softballs, baseballs, etc. may be forfeiture of the game and suspension of the head coach.

1.6 All-League Selection:

The League Champion shall host the meeting. 11 players shall be selected to the first team and 12 to the second team based on the chart below. One additional player will be voted onto the 1st team by coach nomination making a total of 12 on the first team. A MVP will be selected from the nominations by each school and shall be separate from the All-League teams. Coaches may not vote for their own athlete for MVP. One MVP will be allowed per league rules (refer to Article 23.7 of the SWL Constitution).

When deciding all league players, if there is a tie between 2 or more teams, the CIF seeding will be used to break ties.

1.7 It is required that each member school have a pitching mound, pitchers rubber, and home plate available for the visiting team.

1.8 It is recommended that each school provide a scorekeeper for varsity games.

1.9 Rain outs are to be played on the next available date, or by mutual agreement of the Athletic Directors from each school.

1.10 Southwestern League Coaches will not give films or any information that gives a non-league opponent a competitive advantage during the playoffs.

1.11 The following are the pitch count rules for baseball, as adopted by CIF.

A. A pitcher may finish the current batter if the Maximum Contest Pitch Limit is reached during that at- bat. B. Pitches thrown and appearances made in a no game (i.e., rainout, power failure, etc.) shall count toward the totals. C. At the end of each inning, the home team will provide a visible pitch count confirming the pitchers’ cumulative pitch count. In the case of a discrepancy, the home book is considered the official book. D. Each school must keep a record of all pitches thrown by each of their players in each game and make this available to their respective Section Office upon request. E. Any violation constitutes a forfeit of the contest.

ARTICLE 2 BASKETBALL-

2.1 In Southwestern League competition, district faculty members or competent adults shall be timekeepers and clock operators, and a competent student may be the official scorekeeper.

2.2 Two officials will work all games scheduled, if available.

2.3 Games will be played as follows:

There will be eight (8) minute half times for all lower level basketball games. The official timer will place thirteen (13) minutes on the clock, immediately following the end of game, to begin warm-up/pre-game before start of next game.

2.4 The host school shall provide the game ball, which must be the CIF-SS approved ball.

2.5 Only pep squad members in uniform and six stat/managers may accompany the visiting team.

2.6 Half-Time Rules: a) At the end of the first half of varsity games, the competing teams shall clear the floor and remain off the court for the first 5 minutes. Should it so desire, the floor is then available to the host school for half-time activities. The second 5 minutes shall be made available to the teams for warm-up activities. b) If the host school wishes to extend the half time for special events such as Homecoming, it shall make a request for permission to the visiting school at least one week in advance of the activity. Such extension shall not exceed 5 minutes nor shall it interfere with the 5-minute warm-up period. It shall be the host school’s duty to inform the game officials if the request is granted.

2.7 Basketball Crowd Control The intent of this section is to recognize the fact that there is a potential problem regarding crowd control at basketball games that deserves attention. The administrative staffs from both the host and visiting schools will work jointly to implement and enforce the following items. a) It is recommended that an administrator be on duty at all games no later then half time of the Junior Varsity game. b) Every effort will be made to deny admittance to students who attempt to enter the gym dressed in unusual or bizarre costumes or who have employed “face paint” as a mask for their identity. c) All students are to be kept in their appropriate stands, that is to say, kept off the playing floor. The intent here is to eliminate students taking part in any planned demonstration or activity on the gym floor. d) A strict control of signs is recommended. Only signs that are positive in nature are to be allowed. Signs that are considered inflammatory or derogatory are not to be permitted or are to be removed once they are detected. Signs are not to mention the opposing school or its mascot in any way. e) The host school will designate specific area for signs to be posted in gym by visiting team. f) Administrators are to be acutely aware of foul or derogatory language coming from student cheering sections. It is recommended that the administration removes from the game selected individuals who may be responsible for obscenities coming from the student sections.

g) Student pep groups and/or individual fans from opposing schools will be well-supervised and MAY NOT sit behind the opposing team bench.

2.8 At the conclusion of a contest, teams will exchange handshakes and then members of the coaching staff must escort the visiting team from the field of play. Post game celebrations or activity are not to take place on or in the facility. At the conclusion of an athletic event (10 minute maximum) the visiting coach is to gather his/her team and leave on buses/vans in a timely and expedient manner. All team meetings or gatherings shall be conducted on the bus trip home or back at the school site.

2.9 All-League Selection Process A) Each coach will nominate one player from his/her team for MVP. B) Coaches vote for the best player on the board, not voting for his/her own player. Voting will be written ballot. C) The player receiving the most votes will be the MVP. One MVP will be allowed as per league rules (refer to Article 23.7 of SWL Constitution). D) The team whose player was selected will replace the name with another player from the team. E) Coaches will once again vote for the best player on the board. F) This process will continue until all spots on the first and second team are filled. G) The Southwestern All-League Team will consist of 5 1st team players and 5 2nd team players.

ARTICLE 3 CROSS COUNTRY- By Laws are in effect for current year and may not be changed until approved by principals for next year!

3.1 Schedule a) League contests shall preferably scheduled on Wednesdays and Thursdays. b) Meet times shall be at 4pm. League Finals will begin at 2pm. In case of smoggy and/or hot days, an alternate date, alternate start time, or delay must get approval by all schools. The host school must contact all the opponents by 1pm. c) All Southwestern League teams will meet at a different course three times during the cross country season. Hosting will be done according to the attached 12-year schedule in order to equalize hosting duties and also allow for one Temecula course and one Murrieta course each year. d) The first two meetings will count equally with the third meeting counting double as the Southwestern League Championships (League Finals). League Finals will be used for tiebreakers to determine teams advancing to CIF and for determining individual SWL All- League runners. In the event of a tie in points after league finals, the team with the higher finish at league finals will be considered the higher place for CIF placement. 3.2 Meets a) A school must field a full of seven runners before entering a junior varsity team. A school should enter its seven best runners in the varsity competition. b) Varsity teams are allowed a maximum of seven entries. Junior varsity races are unlimited. c) Order of events: Novice (Coed) Girls’ Junior Varsity Boys’ Junior Varsity Girls’ Varsity Boys’ Varsity

3.3 Course a) Host schools will provide maps of the course, directions to the course, and any other instructions at least one week prior to the meet. b) The host school must provide restroom facilities. c) The host school will provide a warm-up area and will allow the visiting coaches, their staff, and runners access to the course. d) In all meets the host school will provide an adult finish judge.

3.4 Results a) Host schools will provide scores of each race and detailed results of each meet to the visiting coaches two days after the meet.

3.5 Scoring a) The first 5 finishers of each team shall score. Any runner after number seven is not included in scoring. b) In case of a tie the highest finishing 6th runner in either the league contest or at the League Finals meet will break the tie. In case either team does not have a 6th runner, then the highest finishing 5th runner will break the tie.

3.6 League Finals a) The League Championship meet will count as part of the overall League Championship. b) In case of a tie at the end of both the dual meets and the League meet, the higher finisher in the League Championship meet will take precedence for CIF representation.

3.7 Determining League Champion

a) The League Champion will be determined by a combined point total of 2 league contests and league finals. b) Scoring for League contests will be as follows: 1st=1 point, 2nd=2 points, 3rd=3 points, 4th=4 points, 5th=5 points. Scoring for League Finals will be as follows: 1st=2 points, 2nd=4 points, 3rd=6 points, 4th=8 points, 5th=10 points.

3.8 Awards a) Ten All-League award patches will be presented to the first 10 place finishers in boys and girls varsity divisions at league finals. b) Ten 2nd team All-League certificates will be presented to the 11th through 20th place finishers in boys and girls varsity divisions at league finals.

3.9 Southwestern League Coaches will not give films or any information that gives a non-league opponent a competitive advantage during the playoffs.

4.1 Team roster must be submitted no later than the Friday prior to the first league game. Each A.D. is responsible for this. The roster will include name, number, position, weight, indicate , and year in school.

4.2 (No longer exists. Deleted at SWL Principals’ meeting on April 24, 2012).

4.3 All varsity games will be played at 7:00 pm, Junior Varsity games will be played the day before, at opposite site, at 4 pm, unless a change is mutually agreed upon. Freshmen games will be played at same site as varsity game the day before at 4 pm.

4.31 Varsity & JV will play 12 minute quarters. Freshmen will play 10 minute quarters.

4.4 The coin toss will be 5 minutes prior to varsity game time, if permitted by the game officials.

4.5 A 30-minute warm up period must be provided for varsity game.

4.6 All changes must be done in writing and agreed upon by both schools

4.7 Both teams will leave the playing field 10 minutes prior to kick off.

4.8 At the completion of the first half of varsity games, the field shall be cleared and the teams remain off the playing field for the first 10 minutes of each half. The field shall be available to the home school for the half time activities. After 10 minutes have elapsed, an area of the field shall be cleared and made available to the teams for warm up activities.

4.9 If the home school wishes to extend the half time period, the home school shall notify the visiting school of such extension prior to the scheduled event. Such extensions shall not exceed five minutes in length, nor shall they interfere with the 3 minutes allowed for warm up for the teams. The home team is to notify the game officials if such extension has been made.

4.10 Timers must be adults.

4.11 The for varsity games must be adults.

4.12 The home school is obligated to permit the visiting school to have an adult on the chain crew.

4.13 The chain and markers are to be operated on the opposite side of the field from timer and scoreboard.

4.14 3 officials are recommended to be assigned for lower level games.

4.15 5 officials are recommended to be assigned for varsity games.

4.16 The home team will wear dark jerseys and the visiting team will wear light jerseys. In case of conflict, A.D.’s may make other arrangements prior to the game.

4.17 CIF tiebreaker rule will be utilized when ties occur for all levels.

4.18 Football coaches will exchange two films on Saturday by 9:00 am. All prior film will be available. Any irregularities in the game film, such as incomplete, poor angles, low light, etc. must be made known prior to the exchange.

4.20 Visiting schools must provide their own phones.

4.21 All teams will dress at home unless arrangements are made with the home team.

4.23 The first round of the playoffs, coaches will email and All-League selections from their own team, ranking in order and stating the players position. 1-12 players.

4.24 All-League Football meeting prior to Tuesday of the CIF Championship week. Coaches will present an All Opponent Ballot to the League Champion A.D. The coaches will vote for a Most Outstanding Player, 1 Offensive MVP and 1 Defensive MVP and will vote how to distribute two patches between the positions of punter, kicker and utility at the start of the meeting. One MVP for offense and defense will be allowed as per league rules (refer to Article 23.7 of the SWL Constitution).

4.25 Each All Opponent ballot will be tabulated by the A.D. in charge. Any ties will be voted off during the meeting by secret ballot. All CIF nominations will follow CIF guidelines: a) If there is a tie, the player with the most first place votes will be listed first. b) If a tie remains, the player whose team went further in the playoffs will be listed first. c) If a tie remains, the player whose team finished higher in the league standings (based on CIF entries) shall be listed first. d) SWL CIF Rep to be nominated and voted on each year.

4.26 All-League ballot (2 pages following)

4.27 Home Team shall provide power to the away team sideline. Should away side lose power, home team must turn off theirs until power is restored.

4.28 HUDL Film Bank- All Southwestern League Teams will place all game film into the Southwestern League Film Bank. Payment of this film bank will be by the Southwestern football programs.

ARTICLE 5 GOLF-

5.1 U.S.G.A. rules, along with written local ground rules, will govern all play.

5.2 All matches will include six (6) players from each school. The low five scores from each team will count in the team medal play too. However, it is permissible to play with 5.

5.3 Southwestern League golf matches shall be scheduled at 3:00 p.m. The match may begin prior to 3:00 p.m. if both coaches concur. Coaches are not to be considered spectators.

5.4 League matches will consist of nine holes of play. The host team will incur all green fee expenses for a match. a. During the Fall Season, if dual match play is stopped for inclement weather or some other reason, the match will be considered complete if the last group finishes the 7th . This will be considered a “complete” match and all 6 individual scores will be totaled to determine the winner of the match. “Incomplete” matches will be rescheduled at the earliest agreeable date.

5.5 Medal score will determine the winner of league matches. Teams will consist of six players. The total of the low five scores will be the team total. Use 6th score to break ties.

5.6 Each player must putt out on every hole.

5.7 Every player is to sign his/her opponent’s card at the completion of the round. The host team will retain official score cards through CIF-SS play.

5.8 The Southwestern League Champion will be determined on the basis of dual match wins. Championship tie will result in co-champs. League finals are for CIF seeding purposes only. In case of ties see 5.10a below.

5.9 The Southwestern League entries into CIF individuals will be the number of finishers as allotted to the league by CIF. If an injury or some other emergency situation arises resulting in a qualifier not being able to participate, then the next highest qualifier (alternate) will be the replacement player so that the Southwestern League has all entries allotted by CIF. If there is a “tie” for any league entry there will be a sudden victory play-off. This will also be used to determine the leagues #1 alternate. (Note: For CIF Qualifiers, as defined by the playoff bulletin, from the Southwestern League, the top finishers at league finals will be the entries to CIF individuals.)

5.10 League Tournament

a) The Southwestern League will conduct a League Tournament over two days to determine entry into the CIF-SS playoffs. This meet will be held on a neutral course if available. Each school may enter a maximum of six players. Coaches will email “Team entries” sheet to host school (at least 24 hours) prior to coaches meeting. Host Tournament Director will assign Tee times using attached “Tee Time Sheet”. All #1s 1st to 4th place team play in the same foursome and so on to the last foursome. No more than 2 players from the same school to be paired together in the finals. Individual League awards will be presented to the first 8 place finishers based on low score. Eighteen holes will be played the first day to break any existing team ties. The top sixteen (16) individuals and ties will advance to play eighteen holes on the second day to determine the individual League Champion. Individual scores will be based on 36 hole totals.

SWL MVP will be voted on by coaches from finals day CIF qualifiers.

b) In case of ties for individual league finals competition, there will be a sudden victory play-off until a winner is declared. If play can’t continue, the best score on the number one handicap hole will be used, etc.

c) In case of ties for CIF qualification or all league status, there will be a sudden death play-off.

d) During League Pre-lims and Finals, the host school’s Tournament Director shall appoint golf coaches or designee as “Marshalls” to holes on the golf course. Due to the layout of most courses, marshall appointments to holes will be done on advice of head pro and tournament director. Some holes might have more than one marshall assigned.

Only student athletes will play league pre-lims and finals.

5.11 Each school shall provide one coach to supervise. Coaches assigned to supervise shall not play. For all league matches with spectators, the CIF “Advice Rule” will be in effect – refer to CIF team play-off bulletin for specifics.

a) If a course permits spectators/parents, then parents and spectators are advised that they are confined to the cart paths. They should be well clear of the competitors and observe the rules of etiquette when applauding or cheering stroke play. Parents should not have any communication with players and not be involved in the match, per the advice rule.

5.12 Girls Scoring – To speed up play, the “double-par” scoring will be used. Example: on a par 3, once the player is lying 5 and not in the hole, she must pick up and score a 6; a par 4, pick up after 7 and score a 8; on a par 5, pick up after 9 and score 10. Excluding league finals.

5.13 Southwestern League Coaches will not give films or other information that gives a non-league opponent a competitive advantage during the playoffs.

5.14 Electronic devices, including cell phones will NOT be allowed on the course as per CIF rules. First offense will result in a 2 stroke penalty and a second offense in the same match will result in disqualification.

ARTICLE 6 SOCCER-

By Laws are in effect for current year and may not be changed until approved by principals for next year!

6.1 There shall be competition at the Varsity and Junior Varsity level.

6.2 All league games will be played as follows: Boys and Girls at opposite sites. Junior Varsity contests @ 3:15 and Varsity contests @ 5:00.

6.3 Postponed games must be re-scheduled for the following Monday or a date mutually agreed upon by the Athletic Director within the following seven school days. Chronological sequence shall determine the order of scheduling make-up games.

6.4 All-League Selection

The All-League meeting will take place the week following the last league contest. The League Champion shall host the meeting. Fourteen players shall be selected to the first team and twelve to the second team. One additional player will be voted onto the 1st team by coach nomination. A MVP- Offensive and MVP-Defensive player will be selected from the nominations by each school and shall be separate from the All-League teams. Coaches may not vote for their own athlete for MVP. One MVP on offense and one MVP on defense will be allowed per league rules (refer to Article 23.7 of the SWL Constitution). When deciding all league players, if there is a tie, the tie break system found in the SWL Constitution will be used.

6.5 League Standings A point system shall be used to determine standings in League. Three points will be awarded for a win and one point for a tie. Zero points will be awarded for a loss. The league champion will be determined on the basis of total points.

6.6 Basic Policy a) Soccer games will be conducted under National Federation Rules b) Games ending in a tie will remain tied.

6.7 Southwestern League Coaches will not give films or any other information that gives a non-league opponent a competitive advantage during the playoffs.

6.8 Each home site/school will provide 3 referee’s for Varsity contests.

ARTICLE 7 SOFTBALL-

By Laws are in effect for current year and may not be changed until approved by principals for next year!

7.1 The Southwestern League will schedule games as directed by the CIF Officials liaison at 3:30p.m. Varsity and Freshmen at the same site.

7.2 All games will be governed by National Federation and CIF-SS rules.

7.3 Each school will field a varsity, junior varsity and a freshmen team. If only one team is fielded; it shall be designated as the varsity team.

7.4 A CIF approved softball will be used in all Southwestern League games.

7.5 The ten-run rule shall be in effect for ALL games. A two-hour time limit will be in effect for all JV/Frosh games. The ten-run rule will apply once games have reached a minimum of five innings (4 1/2 innings for home teams). If a game is tied at the end of seven innings (and the two-hour time limit has not expired, JV /Frosh Only), then the game shall continue until a team has won. If the game is called and the score is tied, the game will count as ½ win and ½ loss for each team (per CIF Blue Book).

7.6 The host team will provide two officials for varsity games and one official for lower level games. It is recommended that two (2) officials be used on the lower level when possible.

7.7 It is recommended that an adult scorekeeper is provided by each school for varsity games and both scorekeepers should sit together. Use CIF Scorekeepers guidelines.

7.8 Each team, starting with the visiting team shall have 10 minutes of infield practice. The visiting team must vacate the field no later then 3:00 for 3:15 games, 3:15 for 3:30 games. In the event the visiting team does not arrive more than 30 minutes to game time, the home team shall take infield first.

7.9 There shall be no batting practice on the day of the game by either team at either school. Batting practice is described as using a pitching machine. Pitcher or live pitching with whiffle balls is allowed. Bunting would be allowed with regulation softballs. Failure to observe this rule will result in forfeit by the team doing so.

7.10 All League Selection process: Coaches will submit their league stats at the end of the season 2 days prior to the All-League meeting. These stats are to be faxed to each head coach. Each coach will list in priority order the All-League players at each position. A) Each head coach will nominate his own player for All-League consideration. B) Each head coach may then vote only for opponent players. C) A minimum of 2 pitchers and 10 position players. D) Each head coach may nominate and vote for his own players for the MVP award which is to be independent of the above process. One MVP will be allowed as per league rules (refer to Article 23.7 of the SWL Constitution).

7.10 Southwestern League Coaches will not give films or other information that gives a non-league opponent a competitive advantage during the playoffs.

ARTICLE 8 SWIMMING-

By Laws are in effect for current year and may not be changed until approved by principals for next year!

8.1 Southwestern League swimming meets shall be held on either Wednesday or Thursday at 3:15 p.m.

8.2 The Southwestern League Champion shall be determined on the basis of a combination of dual meet record and SWL Meet results. The formula for determining the SWL Champion is as follows: a) Dual Meets – One Victory = One point ( 5-0 = 5 points) b) League Meet - Score six (6) team places. - One point for every team that you beat in League Finals. c) Add points from dual meet and league finals to determine the league champion

8.3 Scoring shall be awarded in accordance with National Federation Swimming rules for all dual meets.

8.4 Southwestern League meets shall be run in accordance with all National Federation and CIF-SS rules. A team roster will be turned into the scorer’s table prior to the start of the first event.

8.5 The order of events shall be the same as that found in the National Federation Rules for both boys’ and girls’ teams.

8.6 It is the responsibility of the home team to furnish the visitors with a copy of the meet results with times for league verification at the end of the meet.

8.7 The Southwestern League Championship Finals shall be held at 4:30pm, One week prior to the CIF-SS Preliminaries. The League Meet shall be restricted to varsity boys’ and girls’ competition only. The league championship meet will be scored to 12 individual places. Each school may enter no more then four entries in each individual event and one team in each relay event. All coaches shall meet at the host school the Monday prior to League Finals in order to seed the entries according to times and classifications. In the event a coach does not attend; his/her entries shall be seeded according to the meet manager. All coaches shall submit a gross entry sheet and use clubassistant.com or similar program to complete all gross entry sheets no later than one hour prior to the post season meeting. The SWL will pay the annual current fee (10 cents per splash) for the program.

8.8 All entrants will be seeded for League Finals in accordance with National Federation Swimming rules with no less than 3 entrants per heat. Sufficient heats necessary to accommodate all entrants shall be swum. The fastest three times from each event will be the first, second and third place league finishers.

8.9 Host schools in dual meets shall furnish timers, watches, and one scorekeeper to work the score table. Each team will provide completed event cards for each entrant and relay. The starter/referee shall pick all places as per National Federation rules.

8.10 The visiting school shall have pick of lanes in a dual meet.

8.11 In League Finals the host school shall provide the needed officials as starter/referee and a stroke/turn judge. The league shall pay for the League Championship meet officials.

8.12 League records may be set only at the League Pre-lims or League Finals.

8.13 It shall be the host school’s responsibility to furnish all member schools with the results of the Finals, and provide the league with updated SWL records.

8.14 Individual league awards will be presented to the top three finishers for varsity swimmers. First place will receive All League patches, second and third place will receive medals.

8.15 The Southwestern league will hold CIF qualifying diving finals at TVHS (because TVHS has both 1 meter & 3 meter boards) on the day prior to the swimming league finals. For the diving competition, there will be no points awarded to the dual meet total. There will be a minimum of fifteen minutes between the 50-yard free and 100-yard fly in any League dual meet when diving is not held.

8.16 In the event that the teams from the Southwestern League join another league or conference, the league rules of the league will apply.

8.17 Southwestern League Coaches will not give films or any other information that gives a non-league opponent a competitive advantage during the playoffs. SWL coaches will not give line ups or times that give a non-league opponent a competitive advantage during playoffs.

8.18 Southwestern League Dual Meets: Schools must fill at least two of the three spots allocated for each varsity event. In the event that a school chooses not to meet this requirement, they will forfeit all JV points in that respective event and no additional JV heats will be run in that event.

8.19 There shall be no changing on the pool deck. As stated in the NFHS and CIF-SS rules, boys shall wear trunks that cover the buttocks and girls shall wear suits that cover the buttocks and breasts. Violations in regard to these issues will result in the swimmer being disqualified from the swim meet. The process of disqualification will be: a. participant’s coach will warn the swimmer. b. noncompliance will result in the coach reporting the incident for the meet official for disqualification.

ARTICLE 9 TENNIS- By Laws are in effect for current year and may not be changed until approved by principals for next year!

9.1 Game Time: Girls’ matches will begin at 3:15 pm. Boys’ matches will begin at 3:15pm.

9.2 League Uniforms All Varsity and J.V. team players shall have a school uniform consisting of matching shirts.

9.3 League Champion League champion will be determined on the basis of dual match wins. Teams with the same dual match win/loss record shall be deemed co-champions of the league.

9.4 CIF SS Team Playoffs Representatives If a tie results at the end of a league play, the sets won between/among the tied schools shall be totaled and CIF representatives will be declared. If a tie still exists, the games won by each school shall be totaled and the CIF representatives will be declared. If a tie still remains, refer to by-law Article 13, section 13.3, and if a tie still exists, a coin flip will be held.

9.5 League Team Competition League team competition shall conform to CIF-SS team playoff procedures with regard to team size and scoring, team line-up, substitutions, ball, continuous play rules, and coaching in the “CIF-SS Tennis Preview”.

9.51 In the event of line call disputes, two judges (one from each school) will be used for future disputes. If the judges disagree, then the player’s call will stand.

9.6 CIF Qualifying and Individual League Championships The League shall conduct a tournament following the close of the dual meet season for the selection of the League’s representative to the CIF-SS (non-team) individual tennis tournament. No player may enter both singles and doubles competition.

Each team will enter the following number of singles and doubles, according to league final standings: 6-Team 1ST = 3 2ND = 3 3RD = 3 4TH = 3 5TH = 2 6TH = 2

a) No player shall play more than two matches in one day in the League Tournament. CIF SS rest rules shall apply to League tournament play and a 15-minute default period will be allowed unless previous arrangements have been made. . b) All Semi-Finals and finals in the League shall be conducted on the second day. c) All rounds will be 2 out of 3 sets with regular scoring. d) A coaching seeding/constitutional meeting will be held by host school, no later than 48 hours prior to tournament. The number one through four seeds will be decided by a coach’s ballot. Players without a minimum of one half league matches played will not be seeded as

#1 in both singles and doubles. The #1 and #2 players from each school will not be placed in the same bracket. Once the above seeding procedures have been completed, the league coaches may not vote to change the draw. e) If an injury occurs to a player between conclusion of the seeding meeting and the beginning of league tournament, a coach can substitute another player for the injured entry. The substitute player will enter the draw in the same spot as the “defaulted” player.

9.7 Tennis Balls a. Each varsity/JV match shall have at least one can of tennis balls for three sets. b. For league finals, each singles and doubles entry will bring one can of balls to the seeding meeting.

9.8 Both coaches will enforce U.S.T.A. “Code of Conduct” and “Point-Penalty System”.

9.9 Varsity and JV matches will consist of three (3) singles and three (3) doubles. a) Varsity and JV Southwestern League matches are played using CIF Round Robin system with CIF scoring. However, if mutually agreed upon by both coaches during the exchange of line-ups, scoring may be “no add”. b) Players will use a 12-point tiebreaker when varsity or junior varsity matches are tied at six games each. c) A player may only compete as a singles or a doubles team in each dual match, not both. d) Coaches may place their players in any order they desire for the team matches. Line-ups must be exchanged between coaches prior to play. Changes in the line-ups must be made by a mutual consent of both coaches. e) Visiting team will remain on the same court while the home team rotates. Rotation will be to “move up”, #1 to #3, #3 to #2, #2 to #1 f) Each varsity match will count one (1) point toward a possible total of 18-team point. g) The CIF substitution rule shall be in effect.

9.10 Visiting teams will have one half of the playing court used during the match for warm-ups. After players have been assigned their court, they will have a ten-minute warm-up on their first set, and a five-minute on each subsequent set.

9.11 MVP and All League MVP and All League will be determined by coach’s ballot using the following procedures:

1) Coaches, in turn, nominate their own player(s) for consideration with names & records written on the board for all coaches to see. Players nominated must have played in at least half of the league matches. 2) Once all players are nominated and placed on the board, coaches will have a chance to talk about their players qualities. 3) Coaches can then vote for up to nine (9) players on a secret, written ballot. 4) Votes will be tallied on the board and the top nine (9) players are named ‘”All League”. If there is a tie in votes for the last spot(s), the players who are tied will be placed on the board and a new vote between these players will be taken. Coaches will have as many votes as there are spots to be filled. 5) From the list of nine (9), the coaches will vote on an MVP singles player and an MVP doubles team. In order to have an MVP doubles team, both players must be listed in the top nine (9) and must have played doubles in at least half of the league matches, or there will be no doubles team selected.

9.12 Spectators will stay in designated area. Players will be allowed to spectate from a minimum of one half a court away from the court being played on. Match play only is allowed during a match unless agreed upon by mutual consent of both coaches.

9.13 Inclement Weather – rainouts are to be played on the next available date, or by mutual agreement of the Athletic Directors.

ARTICLE 10 TRACK-

10.2 The Southwestern League Championship for Varsity levels will be determined based upon a combination of dual meet record, and SWL Meet results. The formula for determining SWL Champion is as follows:

a) Dual Meets – One Victory = One point ( 5-0 = 5 points) b) League Meet - Score six (6) places. 10-8-6-4-2-1 (per National Federation) - One point for every team that you beat in League Finals.

c) Add points from dual meet and league finals to determine the league champion. For the JV levels, league standings will be determined based upon dual meet record.

There will be a post season League Meeting which will coincide with League meet seeding meeting.

10.3 Dual Meet Entries: a) At dual meets there will be no more than one heat per event per level, unless both coaches agree. Order of events for dual meets will reflect the CIF order. b) The home team will have first choice of lanes for the 400-m relay with lanes alternating thereafter.

10.4 Starting Time: 3:15pm for meets.

10.5 The home meet school is required to report meet results to the local media the day of the meet.

10.6 Contestants and Spectators a) All contestants from competing schools shall remain in designated areas when not competing. b) Violation of this may result in disqualifying runners of the school from the event being held. c) Crowd control is the responsibility of host school. Please keep all spectators away from the finish line. No heckling and hazing from the stands by non-participants will be permitted. d) Radios are not to be allowed at any Southwestern League meets unless earphones are being used.

10.7 Entry Sheets

a) Field event cards must be filled out before the start of the event. No addition after the event starts. Four (4) attempts for the shot put, discus, long jump and triple jump will be allowed for Varsity. JV will have 4 attempts, although only 3 will be required. (To be determined by host team). There will be unlimited entries in the field events.

b) In field events, each team will designate 4 scoring competitors per division, although more competitors will be allowed. Varsity jumpers can jump in ahead of JV during the last 10 minutes. Pole Vault participants will be limited to 6 for JV and 4 for varsity. Order for Pole Vault: Varsity Girls, Varsity Boys, JV Girls, JV Boys.

10.8 Rules and Regulations Rules and regulations governing the running of dual or league meets shall conform to those adopted by the CIF-SS, the Southwestern League, and in accordance with the Track and Field Rule Book of the National Federation of State High School Track Associations.

10.9 Officials a) All officials for the dual meets are to be adults of the host school.

b) The Starter/Referee is to be a certified starter provided by the Inland Track Starter Association.

c) League meet officials shall be responsible adults. Schools will provide officials as requested.

d) Starters for the Southwestern League Championship Meet shall be from outside the League.

e) Each school will provide adults as necessary to assist at League Finals.

f) 400-m relay exchange judges should be made up of coaches from each school.

d) The minimum distance from the takeoff board to the long jump pit will be 8 feet.

e) The distance from the takeoff board to the triple jump pit will be a minimum of 24 feet.

f) The takeoff board for LJ & TJ may be adjusted to accommodate different levels of competition.

10.12 All League

a) The league finals meet will be held the week following league duals preferably on Wednesday, Thursday or Friday

11.1 The order of games will be freshman and junior varsity will play side-by-side and the varsity will follow. All levels will play at the same site. If freshman and junior varsity cannot play side-by-side, the order would be freshman at 3:15, junior varsity to follow, and then the Varsity match.

11.2 The junior varsity, freshman, and varsity games will begin at: a) JV/Frosh 4PM, Varsity 5:15PM b) JVR- 3:15PM at determined site

11.3 The freshmen and junior varsity will play two games out of three; varsity will play three out of five. a) In the fifth (5th) game for all varsity matches, rally scoring will take place. b) In the third (3rd) game of all Frosh/JV matches, rally scoring will take place.

11.4 An adult scorekeeper and professional linesmen will be arranged for varsity league contests. When these are not available, freshman players are not allowed to call lines or keep the game book for varsity games.

11.41 Varsity games will utilize the 3 ball system of play.

11.5 All-League Selection Process a) A representative from each school must be present at All-League selection meetings. b) There will be a fixed number of All-League slots for each team depending on the final league standings. The coach of each team will determine which players on his/her team will fill the allotted slots. One additional 1st team selection will be voted on by coaches nomination.

c) The breakdown of selections are as follows:

13.1 The League championship will be determined on the basis of first round dual meet winner and/or League Tournament winner. CIF seeding based on League Tournament. Seeding for League Tournament will be determined on the basis of dual meet record from one “round” of league play. In case of a tie in the first round of league play, carousel seeding will follow this tie breaker criteria: 1. SWL tie breaker rules up to but not including the coin flip 2. Goals against among the teams that are tied 3. Goals scored among the teams that are tied

13.2 CIF regulations will govern all games. Officials must be CIF approved and Inland officials are to be used at all games.

13.21 The SWL season will consist of 1 round, 2 carousel games and league finals.

13.22 The Junior Varsity teams will be seeded according to their record not the Varsity records. School are responsible for transportation for JV teams.

13.3 No athlete may play in more than one level of competition in the same sport in the same day.

13.4 Athletes may play at more than one level of competition during the week, as long as they do not do so on the same day.

13.5 Schools which do not have a junior varsity or frosh/soph team shall notify other league schools prior to the first league game.

13.51 The Varsity game will be played at 5:00 pm, JV 4:00pm Varsity, 3:15pm Novice.

13.6 The home school shall provide an official timer, scorekeeper and a thirty (30) second clock operator. It is recommended that adults be assigned these jobs.

13.61 Admission for Carousel games to be the same fee as League Finals.

13.7 All-League Selection Process a) Nine players will be named to each team, 1st & 2nd. MVP or Player of the Year is 1st team and will be listed with other players on the 1st team. One MVP is allowed as per league rules (refer to Article 23.7 of the SWL Constitution). b) Each coach will nominate one player from his/her team for MVP (if applicable). Each coach will be expected to consider the strength of other nominees on the other teams and should be prepared to support his/her nominations with valid arguments; i.e. don’t nominate someone just because you have a slot available. d) Coaches vote for the best player on the board, not voting for his/her own player. Voting will be written ballot. e) The player receiving the most votes will be the MVP. One MVP will be allowed as per league rules (refer to Article 23.7 of SWL Constitution). f) The team whose player was selected will replace the name with another player from the team. g) Coaches will once again vote for the best player on the board. h) This process will continue until all spots on the first and second team are filled. i) Players that do not make the 1st team will automatically be considered for the 2nd team.

ARTICLE 14 WRESTLING-

By Laws are in effect for current year and may not be changed until approved by principals for next year!

14.1 The Southwestern League will be made up of Varsity, Junior Varsity, and Freshmen only teams.

14.2 The League championship will be determined on the basis of dual meet wins.

14.3 CIF regulations and rules will apply to matches, weigh-ins, and weight allowances in classes. The rulebook governing all matches will be the NCAA Wrestling RuleBook, High School Supplement.

14.4 Weigh-ins will begin at 4pm. Freshmen and JV meets begin at 5pm. Varsity meets begin at 7pm. A late arriving team will weigh in immediately starting first with the 106 pounder.

14.5 All matches in the Southwestern League will be three two-minute periods. The standard is set for all levels, Varsity, JV and Freshmen.

14.6 The different wrestling teams at each school (i.e., Varsity, JV, Frosh-Soph or extra teams that may be formed) must retain their team identity with regard to squad roster. When a wrestler moves from one team to the other, it should be by challenge match, and there should be no indiscriminate shuffling of wrestlers from one team to the other by coaches for the purpose of manipulating the makeup of the team in order to meet a certain opponent. (CIF Blue Book Rule 3112)

a) SWL Dual Meets - Schools must field all varsity weight classes. If a school chooses not to field a weight class, they will forfeit both Var and JV matches at that respective weight class. This does not apply to Freshmen level weight classes b) League Finals – In the event a Varsity Wrestler is unable to wrestle at League Finals an alternate wrestler will be substituted. If a JV wrestler is unable to wrestle a JV “B” wrestler or freshman will be substituted.

14.7 The host school for League dual meets shall provide one adult to keep the match time. The referee shall not be from a league school. All matches will use CIF assigned officials.

14.8 CIF Qualifying and Individual League Championships a) There shall be a Varsity Southwestern League CIF Qualifying and Individual League Championship match held one week prior to the CIF prelims, to determine League representatives for CIF competition. b) On the Wednesday before League Finals, each team will submit electronically their seeding information to the hosting school's Athletic Director. That Thursday, all the collective pre- seeding information will be sent back to the coaches. On Friday, coaches submit justification for changes and the final pre-seeding information will be sent to the coaches. On Saturday morning, at the official SWL end of the season coaches meeting led by the AD of the host school, coaches will vote on final seeding. Seeding criteria based on the following formula: 1. Head to head current season 2. Returning CIF, Masters or state placer. 3. Season body of work – Overall record 4. Coaches vote c) Individual League awards shall be given to the first three places in each weight class in the CIF Qualifying and individual League Championships. Patches to 1st place winners and medals to 2nd and 3rd wrestlers. d) The Southwestern League Champion will advance to the CIF Dual Championships. If at the end of League Competition a tie exists, for a playoff spot, head to head competition will be the tie breaking criteria. 37

e) Coaches to determine Lower MVP (145 & below) and Upper MVP (152 & above)

14.9 The League championship coach will represent the League at the CIF seeding meeting.
