Both PCSOs will be working on our rural teams and are warmly welcomed as they bring a wealth of experience of policing to fill one vacancy created by the retirement of Paul Harris earlier in the year, and another vacancy which we have carried for longer than I would have liked. PCSO 7017 PAUL MILLER [email protected] A resident of the Borough of Northampton, Paul transfers to us from the rural beats of Kettering and Corby, where he has been working from the Desborough police office. He was a sponsored officer for Kettering Borough in his earlier days, has worked briefly on the south-west sector of Northampton and has been a PCSO for fifteen years. He has completed 23 years in public service, having served for eight years as a prison officer at HMP Wood Hill, working with the prison’s most challenging inmates in this high-security environment. Paul is a keen Rugby enthusiast having played in forward positions for the Men’s Own Rugby Team as well as for the police and the prison service at local and national level. Paul will be based at the police office at Brixworth with a specific posting and set of responsibilities, of which more details will follow in due course, when he starts formally at the beginning of September. Prior to joining the police family, he was a camera shop manager in Northampton following an earlier career in the pubs, food and beverage business in London. Craig will be based at Daventry covering the rural south villages, working alongside PCSO Kev Thompson (who is, unfortunately, currently incapacitated).     Foreword The Daventry District Settlements and Countryside Local Plan (Part 2) is a key document that will help to shape the future of the District. When this document is adopted, it will sit alongside the West Northamptonshire Joint Core Strategy (Adopted 2014) and made Neighbourhood Development Plans. These will collectively be the basis for helping to guide and shape the development and use of land across the District. This document is therefore very important for helping to shape the future of the District. This document is the Proposed Submission Version, which builds on the Issues and Options and Emerging Draft consultations undertaken in early 2016 and late 2017. We are grateful to everyone who responded to those consultations, your views have been taken into account in preparing this plan. This plan is based on a thorough evidence base which is set out on the Council’s website. Further details of the consultation are set out within the document including how you can respond, it is important to note that comments must relate to legal compliance and the tests of soundness and be made on the prescribed response form. The consultation also includes a series of exhibitions taking place in early September which you are encouraged to attend. Following consultation on this document, the Council will then consider the responses received before submitting the plan, the responses and other supporting information.     Slide 1 Cottesbrooke Conservation Area Review 28th July 2021 West Northamptonshire Council Slide 2 Rhian Morgan – Heritage Policy Officer Anna Wilson – Heritage Policy Assistant Slide 3 Conservation Areas in the Daventry Area • District wide conservation areas review- including Cottesbrooke • First designated in 2000 • First opportunity in over 20 years to appraise the conservation area The council has a statutory duty to undertake conservation area reviews, both of its existing conservation areas as well as exploring the possibility of new designations, so a district-wide review is currently being undertaken which includes Cottesbrooke. Conservation areas form some of the most architecturally and historically interesting settlements in the Daventry area and Cottesbrooke certainly falls into that category with its variety of historic buildings, the historic layout of the village, the shrunken medieval settlement earthworks and its connection to Cottesbrooke Hall, gardens and landscape park. Cottesbrooke was first designated as a conservation area in 2000 and it hasn’t been reviewed since then. So it’s over 20 years since the last review and, therefore, it is a good opportunity to look at the current boundary to see if it’s fit for purpose or if there are any areas that have changed during that period which means they no longer merit being in the conservation area. As part of this process, an up-to-date appraisal and management plan will be produced, which conforms with current best practice and both national and local policy. If the appraisal
