To explain, there are five States in the queue to have their Airport Layout Plans (ALPs) updated this year. Sponsors are needed to provide stakeholder input for the creation of those plans. The WSDOT-Aviation website “WSDOT-Managed Airports System Planning” link explains the steps where stakeholder input (that’s YOU) guide and enlighten the development of these ALPs. The end result is that YOUR input may cause tree removal for safety (e.g. Stehekin) or a helipad installation to be included in the Capital Improvement Plan, over some “ lesser” priority. Two of those airports have very active supporters, but Easton, Woodland and Stehekin each need a WPA chapter who know and care about the airport to get involved. I am the new Eastside VP for WPA…. Duties include representing the Chapters east of the Cascades at the State Board level as well as communicating issues back to the Chapters as the Board discusses and takes action. I am following Tom Morris. No one can replace Tom, and we owe him a great thank you for filling this position in the past. The pattern we have been following so far is that Dave Ulane and I are joining together to make the Chapter visits. Dave is the new AOPA Regional Director and he is now stationed in Spokane. This is a REAL advantage for us in Washington. Dave has a program to present during the chapter visits and his update on state and national affairs is very interesting and current. So far we have met with Spokane, Deer Park and the Okanagan/Ferry County chapters. We are also scheduled to meet with Colville and Yakima and will shortly schedule the Tri-Cities Chapter. Two issues have come up at the chapter level: First, the use of UAVs in our airspace and how we are supposed to “see and avoid” them. I have made contact with the FAA in Washington, DC and they will be forwarding information that we can make available in a future edition of Wings. What I have learned so far is that UAV’s are currently operating in Class A and Class D airspace. Those operating in Class A airspace climb in restricted airspace to 18,000 feet or above and descend the same way. There is a lot of current discussion going on regarding the conflicts with low-level aircraft such as aerial applicators. More information will be made available soon. The second issue is liability insurance for chapters and the WPA itself. This issue is being addressed by the Board at the current time. More information to follow. 826 And Growing By Frank E.
