The petitioner received 2289860 or 44.95% of the votes, the 1st respondent 2569199 or 50.43% of the votes and Abeygunasekera 235719 or 4.63% of the votes. The first respondent won by a Majority of 279339 votes. Of the eligible voters 55.32% voted. The 2nd respondent as Commissioner of Elections declared the 1st respondent elected to the office of President of Sri Lanka. The petitioner by petition filed on 09 January 1989 challenged the election of the 1st respondent on the following grounds. -

Box 2075, Colombo, Sri Lanka bDepartment of Meteorology, 383 Bauddaloka Mawatha, Colombo 7, Sri Lanka Abstract This paper describes a new procedure for hydrological data collection and assessment of agricultural and environmental water use using public domain satellite data. The variability of the annual water balance for Sri Lanka is estimated using observed rainfall and remotely sensed actual evaporation rates at a 1 km grid resolution. The Surface Energy Balance Algorithm for Land (SEBAL) has been used to assess the actual evaporation and storage changes in the root zone on a 10- day basis. The water balance was closed with a runoff component and a remainder term. Evaporation and runoff estimates were veri®ed against ground measurements using scintillometry and gauge readings respectively. The annual water balance for each of the 103 river basins of Sri Lanka is presented. The remainder term appeared to be less than 10% of the rainfall, which implies that the water balance is suf®ciently understood for policy and decision making. Access to water balance data is necessary as input into water accounting procedures, which simply describe the water status in hydrological systems (e.g. nation wide, river basin, irrigation scheme). The results show that the irrigation sector uses not more than 7% of the net water in¯ow. The total agricultural water use and the environmental systems usage is 15 and 51%, respectively of the net water in¯ow. -

Pitawala2 1Department of Physical Sciences, Faculty of Applied Sciences, South Eastern University, Sri Lanka 2Department of Geology, Faculty of Science, University of Peradeniya, Sri Lanka Summary Coastal sediments are often subjected to heavy metal contamination as they reside at the marginal environments of anthropological water releases. These sediments provide the habitat for marine aquatic life of seafood. Therefore, heavy metal contamination in coastal sediments is one of the major environmental concerns. The coastal belt of Sri Lanka is highly urbanized with high population (59% of Sri Lankan population) and is mostly depend on the sea. Therefore, anthropogenic inputs of pollutants in to the marine environments have been increased during last decades. Heavy metal contamination of the coastal sediments of Sri Lanka has been discussed by several studies, focusing on selected coastal regions. In this article, previous studies have been reviewed in order to understand the contamination status and ecological risks due to heavy metal accumulations. Despite the sampling location, the elemental distribution of coastal lagoonal sediments shows similar trend indicating the dominance of natural elemental sources rather the anthropogenic influences. The concentrations of As and Cr in sediments are high compared to the upper continental crust values which is a characteristic feature in possible source rocks, soils and sediments of Sri Lanka. The results of the previous studies indicate that coastal sediments are low to moderately contaminated but not at ecological risk. -
