Beard' ABSTRACT This article explores a developing technology-the creation of digi- tal replicas of individuals, both living and dead, as well as the creation of totally imaginary humans. The article examines the various laws, includ- ing copyright, sui generis, right of publicity and trademark, that may be employed to prevent the creation, duplication and exploitation of digital replicas of individuals as well as to prevent unauthorized alteration of ex- isting images of a person. With respect to totally imaginary digital hu- mans, the article addresses the issue of whether such virtual humans should be treated like real humans or simply as highly sophisticated forms of animated cartoon characters. Following the work of Peter Brooks on melodrama, the exploitation film is a mode concerned with spectacular violence and its relationship to the political, as defined by French philosopher Jacques Rancière. For Rancière, the political is an “intervention into the visible and sayable,” where members of a community who are otherwise uncounted come to be seen as part of the community through a “redistribution of the sensible.” This aesthetic rupture allows the demands of the formerly-invisible to be seen and considered. We can see this operation at work in the exploitation film, and by investigating a series of exploitation auteurs, we can augment our understanding of what Rancière means by the political.

    EC7.7 REPORT FOR ACTION Los Angeles Mission 2019 Date: August 13, 2019 To: Economic and Community Development Committee From: General Manager, Economic Development and Culture Wards: All SUMMARY On May 9, 2019, Mayor John Tory, alongside Deputy Mayor Michael Thompson, Councillor Paula Fletcher and key City staff led a delegation of 30 Toronto screen industry companies and organizations to Los Angeles to strengthen existing relationships and foster new ones with Los Angeles’ leading film, television and digital media companies in order to secure more investment in Toronto. The delegation, the largest to date for this mission, presented a unified voice for the jurisdiction and showcased Toronto’s commitment to growing the industry beyond the $2 billion it contributed to the city in 2018. Messaging from Mayor Tory, Deputy Mayor Thompson, Councillor Fletcher, City staff and delegates was focused on infrastructure growth, workforce development and customer service during this unprecedented golden age of content creation. This report provides an overview of the Mayor’s Los Angeles Mission including key activities and outcomes. RECOMMENDATIONS The General Manager, Economic Development and Culture recommends that: 1. City Council receive this report for information. FINANCIAL IMPACT The total cost of the trade mission was $152,822.42. The net cost after sponsorship contributions of $133,193.16 was $19,629.26. This amount was included in Economic Development and Culture's 2019 Approved Operating Budget, under the Film and Entertainment Industries activity. Future investments in Toronto by companies met in Los Angeles will result in benefits to the City.
