Sullivan Specialist in Latin American Affairs July 16, 2010 Congressional Research Service 7-5700 www.crs.gov R40193 CRS Report for Congress Prepared for Members and Committees of Congress Cuba: Issues for the 111th Congress Summary Cuba remains a hard-line communist state with a poor record on human rights. The country’s political succession from the long-ruling Fidel Castro to his brother Raúl was characterized by a remarkable degree of stability. Fidel stepped down from power in July 2006 because of health reasons, and Raúl assumed provisional control of the government until February 2008 when he officially became president. His government has implemented limited economic policy changes, but there has been disappointment that further reforms have not been forthcoming. The economy was hard hit by storms in 2008, and the global financial crisis caused further strains. Few observers expect the government to ease its tight control over the political system, although it did agree in July 2010 to release 52 political prisoners after talks with the Cuban Catholic Church. Since the early 1960s, U.S. policy has consisted largely of isolating Cuba through economic sanctions. A second policy component has consisted of support measures for the Cuban people, including private humanitarian donations, U.S.-sponsored broadcasting to Cuba, and support for human rights activists. In light of Fidel Castro’s departure as head of government, many observers have called for a re-examination of sanctions policy. In this new context, two broad approaches have been advanced: an approach that would maintain the dual-track policy of isolating the Cuban government while providing support to the Cuban people; and an approach aimed at changing attitudes in the Cuban government and society through increased engagement. -

Cuba seeks more tests of deepwater potential 12/07/2015 By Bob Tippee Editor Despite early exploratory disappointment and a longstanding trade embargo by the US, the Cuban government seeks more foreign help in the assessment of its deepwater oil and gas potential. The country's national oil company and a Canadian operator, meanwhile, are drilling wells of increasing lateral displacement from land to further develop near-offshore reserves of mostly heavy oil along the northern coast. At a conference called Safe Seas-Clean Seas in Havana Oct. 19-21, officials from state-owned Cuba Petroleo (Cupet) said negotiations are in progress with Sonangol of Angola and Petroleos de Venezuela SA for deepwater blocks in the 114,000- sq-km Cuban Exclusive Economic Zone (CEEZ) in the Gulf of Mexico. Sullivan Specialist in Latin American Affairs Foreign Affairs, Defense, and Trade Division Cuba: Issues for the 110th Congress Summary Since the early 1960s, U.S. policy toward Cuba has consisted largely of isolating the communist nation through economic sanctions, which the Bush Administration has tightened significantly. A second policy component has consisted of support measures for the Cuban people, including private humanitarian donations and U.S.-sponsored radio and television broadcasting to Cuba. As in past years, the main issue for U.S. policy toward Cuba in the 110th Congress has been how to best support political and economic change in one of the world’s remaining communist nations. Unlike past years, however, Congress is examining policy toward Cuba in the context of Fidel Castro’s departure from heading the government because of poor health. Raúl Castro, who had served as provision head of government since July 2006, was selected on February 24, 2008 by Cuba’s legislature to continue in that role officially. In the 110th Congress, Congress fully funded the Administration’s FY2008 request for $45.7 million for Cuba democracy programs in the Consolidated Appropriations Act for FY2008 (P.L. 110-161). In other action, on July 27, 2007, the House rejected H.Amdt. 707 to H.R. 2419, the 2007 farm bill, that would have facilitated the export of U.S. agricultural exports to Cuba. On May 21, 2008, the Senate approved S.Res. 573, recognizing the struggle of the Cuban people. -

Sullivan Specialist in Latin American Affairs November 28, 2011 Congressional Research Service 7-5700 www.crs.gov R41522 CRS Report for Congress Prepared for Members and Committees of Congress Cuba’s Offshore Oil Development: Background and U.S. Policy Considerations Summary Cuba is moving toward development of its offshore oil resources. While the country has proven oil reserves of just 0.1 billion barrels, the U.S. Geological Survey estimates that offshore reserves in the North Cuba Basin could contain an additional 4.6 billion barrels of undiscovered technically recoverable crude oil. The Spanish oil company Repsol, in a consortium with Norway’s Statoil and India’s Oil and Natural Gas Corporation, is expected to begin offshore exploratory drilling in early 2012, and several other companies are considering such drilling. At present, Cuba has six offshore projects with foreign oil companies. If oil is found, some experts estimate that it would take at least three to five years before production would begin. In the aftermath of the Deepwater Horizon oil spill, some Members of Congress and others have expressed concern about Cuba’s development of its deepwater petroleum reserves so close to the United States. They are concerned about oil spill risks and about the status of preparedness and coordination in the event of an oil spill. Dealing with these challenges is made more difficult because of the long-standing poor state of relations between Cuba and the United States. If an oil spill did occur in the waters northwest of Cuba, currents in the Florida Straits could carry the oil to U.S. -

Drilling will take place as close as 50 miles from Florida and in sites deeper than BP’s Macondo well, where an explosion in April 2010 killed 11 workers and created the largest oil spill ever in American waters.
