Terms of Reference Psychosocial Support on Education in Emergencies Post Lombok Earthquake 2018

UNESCO Office invites foundations, organizations, universities, research institutes, NGOs, and CSOs in to submit proposal to implement a Program on Psychosocial Support on Education in Emergencies Post Lombok Earthquake 2018.

Background Following the major earthquake that happened in (NTB) on July and August 2018, has caused significant loss of lives and damages on infrastructure and facilities. Responding to this situation, the (GoI) issued President Instruction Number 5 Year 2018 on the Acceleration of Rehabilitation and Reconstruction Post Earthquake in the Affected Regencies in NTB.

As part of the support to the GoI, National Commission of Indonesia for UNESCO in partnership with UNESCO Office Jakarta received funding support from UNESCO’s Participation Program to support the Psychosocial Support on Education in Emergencies Post Lombok Earthquake 2018 in response to the post 2018 NTB Earthquake.

The project will support the development and implementation of psychosocial support for secondary education students and teachers in utmost earthquake affected area in North Lombok , Sub-district of Tanjung and Pemenang. The activities will cover: development and adaptation of UNESCO’s Manual on Psychosocial Intervention for Secondary-aged School Students during Disaster and Emergency Situations known as SEES (Supporting, Enabling, and Empowering Students); Training for trainer Workshop in psychosocial support and social and emotional learning for youth in emergency settings; Psychosocial support for youth training for teachers and education practitioners.

The project refers to the attached Manual on Psychosocial Interventions for Secondary School- Aged Students during Disasters and Emergency Situations named Supporting, Enabling, and Empowering Students (SEES) 1 developed by UNESCO responding to Haiyan Typhoon in Philippine in 2013. This manual has been used as standard guidance for psychosocial assistance by the Department of Education in Philippine now.

As technical UN Agency, UNESCO has played major role in developing tools and standard. More specifically, UNESCO has developed numerous disaster education materials that can be accessed in https://en.unesco.org/themes/education-emergencies/resources and on specific earthquake and tsunami hazards materials that are available in http://iotic.ioc-unesco.org/.

Description of Responsibilities Under the overall authority of the Director of UNESCO Jakarta Office and direct supervision of the National Programme Officer for Disaster Risk Reduction and Tsunami Information Unit (DRRTIU), the contractor shall: 1) Develop Indonesian psychosocial interventions for

1 http://www.unesco.org/new/en/jakarta/education/education-for-all/emergency-psychosocial-support/ secondary school-aged students during disasters and emergencies manual, handbook, and training materials as Indonesian adapted SEES manual referring to SEES The Philippines. 2) Training of trainers on psychosocial support for teachers, education practitioners, NGOs and social workers. 3) Organize and facilitate training workshop for psychosocial support and social and emotional learning as pilot. 4) Develop professional video documentation of the project activities throughout all the process. On activity 1: Developing the SEES manual, handbook, and training materials the contractor shall, but not limited to: 1. Review the psychosocial interventions for secondary school-Aged students during disasters and emergencies named Supporting, Enabling, and Empowering Students (SEES) developed by UNESCO responding to Haiyan Typhoon in Philippine in 2013, 2. Review all psychosocial interventions materials, programme, and activities available in Indonesia. 3. Review and adapt the lessons learnt and best practices of the psychosocial interventions for secondary school-Aged students during disasters and emergencies implemented in the past. 4. Adapt and modify the SEES manual to the national and local context. 5. Liaise, coordinate, and collaborate with related government officials at local level, particularly with the local the education and cultural department, local disaster management agency (BPBD), and local social affairs department on post disaster psychosocial support program; 6. Discuss, consult and get approval of the structure, contents, and final products of the guideline, handbook, and training materials with the Education Programme Specialist and National Professional Officer for Education and the National Professional Officer for DRRTIU of UNESCO Office Jakarta;

On activity 2: Organizing the training of trainers on psychosocial support, the contractor shall, but not limited to: 1. Designing and developing modules (agenda, content and presentations), as well tools for psychosocial first aid training; 2. Expected Outputs Expected results to be achieved through this activity are: 1. Indonesian adaptation of SEES handbook, guideline and training Materials produced and endorsed by the local government of NTB, especially the local the education and cultural department, local disaster management agency (BPBD), and local social affairs department; 2. 55 local officials are introduced and trained on the concept and sensitized to the materials of Indonesian adaptation of SEES as psychosocial support for youth and secondary students 3. 48 teachers and 12 local officials are well trained for applying Indonesian adaptation of SEES; 4. 16 schools are engaged in psychosocial support program; 5. At least 30 youth representatives from sub-district of Pemenang and Tanjung are trained on psychosocial first aid; 6. Policy recommendation for psychosocial support for youth and secondary students based on Indonesian adaptation of SEES; 7. 500 copies of Psychosocial Support for Youth and Secondary Students Guideline are produced and disseminated.

Deliverables: In addition to the final technical and financial report of the activities implemented under the agreement, the contractor shall submit: 1. Indonesian Versions of the SEES Adapted Handbook and Guideline 2. Final Report of the: 1) Training of trainers on psychosocial support, 2) training workshop for psychosocial support and social and emotional learning as pilot.

3. Modules (agenda, content and presentations) and guidelines for the training and pilot test for the teachers and surveyors (in Bahasa Indonesia and English). 4. Documentation, publication and video on Development of Guideline, Handbook, Training Manuals, and Pilot Testing of Indonesian adaptation of the SEES Methodology (in Bahasa Indonesia and English).

Schedule and reporting All activities should be completed by 31 December 2019 (within 2 months). A schedule of reporting will be agreed consisting of inception report explaining in detail the plan of action, midterm report, and final report, consisting of technical and financial reports.

Eligibility/qualification/experience requirements The selected organization must fulfil the following requirements: 1. Registered as a legal entity in Indonesia; 2. Proof of previous experience in conducting action research in the field of disaster risk reduction especially related to DRR in Education and Psychosocial Support; 3. Proof of previous experience in conducting research and development, and capacity building and training of trainer in the field of disaster risk reduction, education in emergency, and psychosocial first aid.

Interested organizations should submit their letter of interest, and include: 1. Proposed methodology/approach and activities to be implemented within the timeframe to achieve the expected results; 2. Detailed workplan of project implementation; 3. A detailed budget breakdown; 4. CVs of members of the organization who will participate in the proposed activities.
