We have contexts. We talk about English economists, Arab mathematicians, Greek philosophers, and so on, and there's no reason to think that Africa should not have its own knowledge production centres and knowledge producers, recognised not only locally but internationally as well. Waiter Bgoya How do we disseminate research results so as to enhance cultural and political development? Scholarly publications alone are not enough ... We have been doing research at our university level, we have been debating with universities abroad ... But have we engaged with our communities? First of all, language. If we speak and write in English, French, Portuguese or Spanish, do we engage with our communities in Suiahili, in Wollof, in Mandinka? ... Of course [as scholars]we need a high quality ofscientific debate ... we deal and struggle with concepts, we write beautiful sentences. But how do we articulate these messages and concepts to our communities? ... I think there is a struggle ofpower between our communities and us [as scholars], which we should debate ... Are we the sole owners of change? Do our communities have their own means of change? How do we set up a dialogue and not be in that kind ofivory tower we've been accused ofbeing in? And yet the condition of the publishing industry in most countries of sub-Saharan Africa is still precarious. Publishing is not understood by governments to be a strategic industry and an essential component of development. The publishing industry is not capitalised, good editors and middle management expertise is scarce, partly because the weak economic base of independent publishing houses makes them uncompetitive in the labour market. The well­ rehearsed problems of weak communications, distribution, and printing infrastructure remain with us; and the comparative power of the foreign publishers remains strong in the textbook market. And yet, there is a spirit of challenge amongst the independent publishing fraternity. And whilst a few years ago it was not far-fetched to describe African publishing as extremely underdeveloped; it is not a true picture now. Gains have been made, and collective efforts continue to build capacity. The groundwork to much of the collective efforts was laid 20 years ago, in 1984. In that year, there was a conference in London on 'New Writing in Africa', which gave rise to the publication A Handbook for African Writers, edited by james Gibbs (Oxford: Hans Zell Publishers, 1986); and, that same year, the Dag Hammarskjold Foundation held a seminal conference in Arusha, Tanzania, on 'The Development of Autonomous Capacity in Publishing in Africa' - what has become known as Arusha I. One year later, a group of publishers met and decided to work together to establish their own collective organisation to handle their overseas marketing and distribution, and to work to strengthen indigenous African publishing. That organisation was established in 1989, and started trading as the African Books Collective (ABC) in 1990. In 1991, there was a major gathering of publishers, including key founders of ABC, and donors under the auspices of The Rockefeller Foundation, at the Bellagio Centre in Italy. That conference gave rise to a benchmark book Publishing and Development in the Third World, edited by Philip Altback (Oxford: Hans Zell Publishers, 1992, in association with Sage Publications India, and Heinemann Kenya - now East African Educational Publishers). Thereafter the pace quickened. Following the meetings at Bellagio, the Bellagio Publishing Network was established as a forum for publishers and donors to discuss and

    REPORT ON THE STATE OF THE ARTS, HUMANITIES AND SOCIAL SCIENCES IN SOUTH AFRICAN UNIVERSITIES Prepared for the Andrew W. Mellon Foundation Ahmed Essop December 2015 1 1. Introduction This report on the trends in, and the size and shape of, the Arts, Humanities and Social Sciences (AHSS) at South African universities between 2000 and 2013, which was commissioned by the Andrew W. Mellon Foundation (AWMF), has the purpose of informing the Mellon Foundation’s “policy and practice on grant making” in AHSS at South African universities in line with the Foundation’s new Strategic Plan, which calls for “a bold and creative approach to grant making, responsive to promising new organisations as well as to established institutions” and which seeks “a larger family of grantees to underscore the potential contribution of the humanities and arts to social mobility”. The report is based on a combination of quantitative and qualitative analysis, including unstructured interviews with selected academic and institutional actors in AHSS. Furthermore, in line with the Mellon Foundation’s focus, which does not include professional fields in the humanities and social sciences, the analysis focuses on the arts and non-professional humanities and social sciences (ANPH), as outlined in Appendix Two. 3. Part One: Size and Shape of AHSS in South African Universities 3.1 Background The role and status of AHSS has been the subject of public debate in the recent past as a result of two studies – the Academy of Science of South Africa’s (ASSAf) Consensus Study on the State of the Humanities in South Africa (ASSAf, 2011) and the Charter for the Humanities and Social Sciences (DHET, 2011) commissioned by the Minister of Higher Education and Training.

These institutions are either located within discrete units or centres at the country’s universities, or they stand alone as governmental or parastatal agencies, non-governmental organisations (NGOs), or collaborative arrangements such as research networks between different local, regional, and international actors, including actors in African low-income countries and other regional developing countries. The evolution of a critical social sciences research tradition in South Africa parallels the struggle against colonial and apartheid rule, where data and research helped to lay the foundation for key post-apartheid institutions. A significant contribution of social science knowledge generation enterprise in the post-apartheid period is its contribution to national policy making. In this context, the intention of this study was to map the social science research environment in South Africa, to conduct a political economy analysis thereof, and to develop a framework for measuring the outputs, outcomes, and impact of this environment to development. The study adopted a mixed methods design, incorporating both qualitative (specifically key informant interviews) and quantitative (specifically a survey targeted at social scientists in South Africa and a bibliometric analysis) research approaches.

Many academic programs focusing on African Studies emerged in the 1960s on the heels of the first wave of African independence movements. Over time, African Studies has expanded to include a wide range of approaches to various disciplines, including history, anthropology, political science, sociology, economics, linguistics, religion and law, among others. Much debate has surrounded the questions of whether African Studies is interdisciplinary in nature or whether it should be considered an academic field in itself, and whether to adopt a Pan-African approach to the dis- cipline to include North Africa in addition to Sub-Saharan cases, as North Africa often is studied through the lens of Islam. This article examines the existing competing methods for teaching and researching Africa and the development and challenges facing African Studies today.

Introduction The Internet has fundamentally changed the processes of scholarly Publishing and hence, production of new knowledge, which according to Crow (2008), now takes place through blogs, social networks, and social media sites. Included in this evolution is the way scholarly communication is now conducted. The open access movement is increasingly guiding the publishing practices of scholarly research. Publishing can now be an immediate process accessible by anyone in the world with internet connectivity. Hide (2010) attributes the dramatic changes of how researchers access and use information over the last few years to technological innovations, changes within the publishing community and the need to enhance research impact. In recent decades, academic libraries all over the world have been struggling to provide access to all of the journal titles needed by their users owing to inadequacies of library budgets and skyrocketing journal subscription prices. Added to this, the current publishing models limit the access and re-use of research findings, potentially hindering the return on research investment. These changes have triggered an ongoing international debate on issues including ‗open access‘, ‗open data‘ and alternative models of scholarly publishing. These discussions have resulted in a number of initiatives and statements around the globe by various groups and organizations. Some Published information has been made free to read, sample and remix, as well as to create something new without fear of reprisal. New forms of scholarly communication are beginning to impact the way the publishing industry operates, a trend which may have lasting effects.

Fleisher & Susan Keech McIntosh # Springer Science+Business Media, LLC 2012 Introduction The contents of this special issue of African Archaeological Review stem from a conference convened at Rice University in March, 2011, “Thinking across the African Past: Archaeological, Linguistic and Genetic Research on Precolonial Afri- can History,” and reflect a renewed interest in interdisciplinary approaches to the study of Africa’s early past (Blench & MacDonald 1999; Swanepoel et al. 2008; Stahl 2009, 2010; Stahl & LaViolette 2009; Tishkoff et al. 2009; Delius & Schoeman 2010; Mulaudzi et al. 2010; Pakendorf et al. 2011). The conference sought both to showcase new, explicitly interdisciplinary work on African history and to create an opportunity for dialog with scholars working on similar problems in Europe, Asia, and Latin America (see Appendix). Conference invitations charged the participants with two tasks. First, it was hoped that they would engage earlier criticism of attempts at correlating streams of historical data from different methodologies and even propose alternative means of connecting historical records. Yet, such new methodologies needed to respect the production and analysis of each form of evidence within discipline- specific epistemologies. Second, it was assumed that the range of participants would allow debate to move past disciplinary gridlock by identifying how distinctive, discipline-specific knowledge can contribute to African historiography. Thus, the con- ference was convened to invigorate discussion of and beyond the confirmation para- digm, in which scholars seek out evidence from other historical disciplines to confirm the when and where of their own conclusions and, as a result of this limited interdisci- plinary engagement, confine the interpretive step of historical reconstruction to the evidence from their own discipline (see also Robertshaw 2000).
