I would like to welcome Jean Sprague, Grace Kenworthy and Bill Chilcott to the GVBD Board, and I know they will be an asset to the Board.

Thank you to ALL the Board Members and their Committees for their hard work over the pre-season, so we can get the season under way.

Thanks to Director Finance (Peter Naughton), on his hard work with the finances of the GVBD.

A huge thank-you to our Secretary (Joy O’Donnell), on her hard work over the off season in getting the Handbook ready for us all, and all the correspondence. It is a big job and I know that ALL Clubs will give Joy any assistance when asked.

I wish ALL the Clubs that a holding day during the Vic Open all the best and thank them for the use of their Greens and facilities.

I wish everyone and the Clubs all the best for this Bowls Season, and we ALL work together as a team to make it a successful one.

WELFARE, PROMOTION & SPONSORSHIP REPORT: Grace Kenworthy

Since the Annual General Meeting there have been many cards sent out.

I encourage the Club Secretaries/Communication Officers to notify our Goulburn Valley Bowls Division Secretary (Joy O’Donnell), of the passing of Members and/or Members’ Family Members and the names of those Members not travelling too well health wise so that the appropriate cards can be sent.

GVBD LAWS & UMPIRES: Gordon Nash

Clubs with artificial greens are very concerned with “Dumping”, causing damage to the surface, which is almost impossible to fix.

Conditions of Play say: -

Rule 37.1: If the Umpire by his own observation or on appeal by a Greens Director or their Deputy, decides a player is causing damage to the green, a warning will be issued to the Skip.

Rule 37.2: If the Umpire forms the opinion that the Player has repeated the same Offence a second time, the Umpire will direct that the Player must use a “Dump Mat” if available. 3

Rule 37.3: If a “Dump Mat” is not available or the Player refuses to use it, they will Page

be a defaulting Player and removed from the match. A Substitute is not permitted.

This is all an Umpire can do.

Clubs can make and enforce their own rules, for example: -

Insist on the Player having coaching lessons.

The latest ruling on the use of Bowling Arms: -

1. The arm must be used for the duration of the game. 2. Rolling the Jack is optional, except when playing in an arm only tournament. 3. If the arm is damaged, the Player has ten (10) minutes to find a replacement of the model or forfeit the game.

GVBD (Weekend) MATCH & PENNANT COMMITTEE: Rob Sceney

The new Weekend Pennant Match Committee comprises of Sue Tyson (Chairman) Shane Walsh, Brian Nisbet, Kevin Cox and Stuart Florence. They have all put in over the break between pennant seasons to give the GVBD Weekend (Saturday) Pennant a great start to the season.

The organising of the Pennant Draw for this season required many drafts and lots of thought. The two section 6s on an east west basis should lessen the driving time for all clubs. A premiership pennant will be played for in each division.

Organising a timetable for the Men’s State events with WPMC members allocated for particular events seems to be a very good way of evening out the load to all members.

We have found a few snags as we have learnt to find our way through the maze of ways that these events can be organised. Already we have found that there are some things we may change to make it better next time around.

Sue Tyson has become a most enthusiastic and competent Chairperson of the Committee. She supplies help and information when and where it is needed.

I hope that all clubs appreciate the amount of time and effort put in by all the WPMC team members to serve all clubs in the GVBD in the quest for running the weekend pennant and state events for them.

GVBD State Events Run so far:

Rob Sceney has won the 60 and over singles. Brad Orr, David Daws, John Hallum have won the Men’s Triples

The teams for the Northern Challenge at Moama have been selected and sent out to all clubs (Oct. 27)

GVBD (Midweek) MATCH & PENNANT COMMITTEE: Jean Sprague

I have very little to report now. Pennant has commenced and the Match Committee wishes all Bowlers the very best for this season.

The first of the State Events has been played. Tatura hosted the Women’s 60 & Over Singles last week and there were some great games played. I was fortunate enough to fall over the line in a terrific final against Marg Thorne from Shepparton Park.

Wednesday the Women’s 60 & Over Pairs will be held at Hill Top Bowls Club with the finals being held on Thursday.

Many thanks to the Clubs who were able to accommodate the Midweek Events for this season. The Match Committee appreciates your assistance in this regard.

I personally wish everyone a great bowls season.

GVBD GREENS COMMITTEE: Peter Naughton.

Greens Director (Peter Naughton) reported to the meeting on the successful holding of the Greenkeepers Information Day recently held at Shepparton Park Bowls Club.

Acknowledged the response from Clubs and the enthusiasm shown on the day. Peter is confident that many of the GV Greenkeepers would leave feeling they had learnt something new from the day.

JUNIOR DEVELOPMENT & WEB CO-ORDINATION: Bill Chilcott

BowlsLink website has now been running on the GVBD website for 12 months. The news, events, galleries, honour boards etc have been running well, with a direct link to Dan Nichols’ Facebook page. I am looking for a volunteer to document a historical article on the founding of the GVBD, and the past controlling bodies.

Clubs in the district should be inputting members details to the new BowlsLink database and keeping the financial membership details current, as in future members may not appear to be available for competitions for affiliated members if these details are not current.

Having stated that, I need to ask clubs to also maintain the old SportsTG database for the coming season, as I have set up this year’s events on the SportsTG portal. The reasons for this are: - • The BowlsLink competition portal was not ready when I first set up this year’s competitions. • I now have reservations about the usability of the BowlsLink competition portal, in that it appears to be very user unfriendly, and I doubt that we could train the clubs

users in time for this year’s events. • Support from BV and BowlsLink is extremely sparse, and no documentation refers to the 5

• I cannot find any other division currently with a BowlsLink competition page on their websites. As time progresses, I shall create and manage a couple of pennant competitions, perhaps midweek and weekend division 1, to test the system in readiness for next year, and prepare some training notes for clubs to use.

Currently, Midweek is up and running, with most results being entered in a timely manner. However, some home clubs are not finishing off the entries correctly and/or are not checking that the results are awarded to the correct teams. This causes the away club to be unable to confirm the score, and they must keep monitoring the website waiting for that home team to finalise their entry. It should be noted that all results are to be entered within 2 hours of the scheduled completion of the match. This means that all results should be finalised by 5.00pm for the midweek pennant and 9.00pm for weekend pennant. Clubs from outside the GVBD, should send a copy of the team sheet each week to the webmaster at [email protected], or scan and send to 0432 719 617. This will then become the reference for player eligibility for the finals. State events draws have been posted on the website for the following: - • State Men’s Triples • State Men’s 60 and over Singles • State Men’s Fours • State Men’s 60 and over Pairs • State Ladies 60 and over Singles • State Ladies 60 and over Pairs If results are provided to me, I shall update the website to reflect same. The information can be emailed, texted or scanned and sent to me. The information I need is round #, winner and result for each match, eg Rnd 1,Hanson,21/18.

Junior Development Report

David and Naomi Cartwright have been proactive in the operation of the GV Devils and have already secured some funding from the GVBD to support the provision of uniforms for the team. Naomi has started the BV Roll Up program to run on a Monday evening for 9-17-year olds. The program details are Sessions times:

GVBD Chairman (James McLeod) spoke to the meeting confirming the GVBD Board Members Portfolios for the 2019/20 Season as detailed in the new season handbook and the GVBD Bulletin forwarded earlier to Clubs.

Update -Central Goulburn Murray (CGM) Bowls Region – Board/Delegate Appointments: –

GVBD Secretary (Joy O’Donnell) updated all present on the GVBD Representatives appointed to the CGM Bowls Region for 2019/20 Season. CGM Board - James McLeod and Peter Naughton. CGM (GVBD) Delegates – Gordon Nash and Grace Kenworthy. Details are also listed in the GVBD 2019/20 Handbook.

CGM Bowls Region – Host Division 2019/20 Season - MURRAY: -

GVBD Secretary (Joy O’Donnell) spoke to the meeting advising Murray was the host Division for the 2019/20 Season for the holding of all Regional events. Details of events and venues will be communicated to all G.V. Clubs as the event/s are programmed.

GVBD Weekend (Saturday) and Midweek Pennant: -

GVBD Chairman (James McLeod) spoke to the meeting stating he was again the Pennant Co- Ordinator for both Weekend (Saturday) and Midweek Pennant in supporting Clubs seeking Players (or Subs) when required.

Coming Events – Northern Country Challenge: -

GVBD Chairman (James McLeod) spoke to the meeting detailing the forth coming Northern Country Challenge to be played at Moama on Sunday 27th October 2019.

Both the GVBD Men’s Selection and the GVBD Women’s Selection will select a 24 Men’s and 12 Women’s Teams to play on the day. The relevant draw will be forwarded out to Clubs prior to the event. Club’s are asked to please ensure your Players selected are advised of the details.

Men’s & Women’s Ovens & Murray versus GVBD Challenge - Update:

GVBD Chairman (James McLeod) reported to the meeting on the holding of the annual GVBD v Ovens & Murray Challenge Day. The Men’s event being held on Sunday 15th December 2019 at Benalla.

Director Midweek Match (Jean Sprague) updated all present on the changes for this season to the Women’s GVBD v Ovens & Murray Challenge as follows: - • Ovens & Murray requested reduction in the number of Women Players from 40 to 24 Players due to difficulties being experienced. • Following consultation with GVBD Board & Midweek Match & Pennant Committee the GVBD agreed with the Ovens & Murray request. • Further discussions were held with both parties resulting in the Women’s Challenge now being held on the same day as the Men’s (Sunday 15th December 2019) at Benalla. Both Ovens & Murray and GVBD will select a Women’s Team on the same bases as the Men select their team. • Director (Jean Sprague) expressed to Clubs many of our Women Bowlers will be very disappointed on this outcome, but to retain the continuance of holding this event the GVBD had no other option and support the Ovens & Murray request. • Prizes to be the same as the Men’s Challenge on the day. • Ovens & Murray to host both the Men’s & Women’s Challenges this season. • Further information will be communicated to Clubs closer to the holding of the event.

Bowls Victoria Region Meeting Minutes/Slides held 22nd August 2019 - Update:

GVBD Secretary (Joy O’Donnell) tabled for the information of Clubs the Minutes and Slides forwarded by Bowls Victoria following a recently held Meeting with Region Bowls Representatives across Victoria.

Joy referred to the section relating to the Bowls Victoria review of Region and Division Boundaries (from the slides), detailing the content in summary for all present, also advising communication to all Clubs on any further developments and updates will be broadcast to all.

Director (Bill Chilcott) spoke to the meeting providing an update on the progress of the implementation of the new ‘BowlsLink’ System, benefits and difficulties being experienced.
