However, in the situation of shrinking, society is pushed to find innovative ways to keep and create sustainable social relationships and civic engagement in the situation of decline and digital media can be used in an approach to achieve this. To be exact, it can be observed that digital media is being used (not only in shrinking areas) to make private resources public (e.g. car sharing schemes, neighbourhood help platforms, etc.). Moreover, virtual communities are often formed in order to act jointly on individual and common needs. Also, computer mediated communication might be a powerful medium to reinforce the social cohesion. These are some reasons which make the role of digital media in the society an interesting one to explore, especially in the situation of shrinkage where social capital is additionally challenged.

The cartographic representation of the digitized contents of InfoBrion clearly show which are the parishes and establishments that generate more information of interest for the virtual community, giving place to spaces more or less emphasized in the mentioned community. Then, it allows locating the spaces and establishments which are more and less connected to the Information Society. The contents in these virtual networks are of big interest in order to favour the diffusion of the ICT and to conquer the Digital Breach allowing to organize and to face strategically the community alphabetization task. Thus, with this cartographic tool we can know

where the computers are, the objective of their use, the cell phones distribution, the territorial diffusion of newspapers among families or the type of Internet connection they have. We can know the villages which are connected or not to the network and consequently impel a programs of social intervention and digital alphabetization where they are more necessary. For example, we can direct the efforts on digitization of the elders’ oral testimonies, traditions or any local cultural declaration to post in the website of InfoBrion, achieving the attention towards the new technologies, Internet and computer of families and resident communities in the marginalized establishments of the Information Society.

Subject of this implementation research is a pilot study focusing on active elders in the age of 60-75 years as a resource for society. Three important trends lay the foundation for this research: active citizenship, the c) Related to third sector & private changing role of the social professional and demographic change. Firstly, active (entrepreneurship experiences, age citizenship refers to the policymaking trend to empower civil society and to give management, non-profit or community based more responsibilities to the citizens. Secondly, the role of social professionals is initiatives in declining/rural areas) becoming less “leading” because of the focus on active citizenship. In fact the responsibility shifts from the social professional to the citizen. Thirdly, the area in which the study takes place, is subject to demographic change, the population is aging and there is a socio-economic decline in combination with a low social cohesion. Elders are willing and able to contribute a lot to society, but an important question is what makes them want to do so? This research explores how elders do feel about the call for active citizenship and the fact that local governments, social professionals look their way to become active. In what fields and what way does active citizenship gets shape. Which elders participate actively and what is their motivation? And at last, what stimulates and obstructs elders to become and stay active?
