Shatin to Central Link funding approved Construction commences 2012 Jun

Shatin to Central Link (SCL) has been authorised by the Executive Council and its funding approved by the Finance Committee of the Legislative Council, thus paving the way for construction to start mid-year.

The Tai Wai to Hung Hom section is expected to be completed in 2018 while the Hung Hom to Admiralty section – to be interfaced with other infrastructure projects, including Wan Chai Development Phase II and Central-Wan Chai Bypass – is expected to be completed in 2020.

Diamond Hill Strategic Railway Link Shatin to Central Link (Tai Wai to Hung Hom Section) The 17-kilometre SCL is a territory-wide strategic Hung Hom railway project with 10 stations, of which six will be interchange stations. The project is linked with a Shatin to Central Link Admiralty number of existing railways, forming two strategic (Hung Hom to Admiralty Section) railway corridors: the “East West Corridor” and the “North South Corridor”.

East West Corridor North South Corridor

“East West Corridor” will be formed by the Ma On Shan Line, “North South Corridor” will extend the existing East Rail Line the proposed Tai Wai to Hung Hom Section of the SCL and across the harbour via Hung Hom. After commissioning, it will the existing West Rail Line. Alignment Tai Wai to Hung Hom section will connect the existing Ma On Shan Line with the West Rail Line via East Kowloon from Tai Wai, to form the strategic “East West Corridor”.

Hung Hom to Admiralty section will extend the existing East Rail Line from Hung Hom across the harbour to Wan Chai North and Admiralty, to form the strategic “North South Corridor”.

Hung Hom Station Ho Man Tin Station Interchange station for East West Corridor and Interchange station for SCL and Kwun Tong North South Corridor Line Extension Construction Drill and Blast Method

The SCL will mainly run underground. The works involve the construction of rail tunnels, underground stations, pedestrian subways, elevated tracks and elevated stations. Suitable sites along the alignment of the railway will be used as temporary work areas.

Depending on local geology, appropriate construction methods such as blasting, tunnel boring and cut-and-cover will be used. A temporary magazine will be built at a remote location at Tseung Kwan O Tunnel Boring Method Area 137 for the storage of explosives for blasting.

Temporary traffic management schemes will be implemented around certain work areas. The proposals will be submitted to the Site Liaison Group which comprises representatives from the , Transport Department, Hong Kong Police Force, District Offices, the MTR Corporation and other relevant government departments for approval. Some community facilities will inevitably be affected by the construction of the SCL. As far as possible, the MTR Corporation will endeavour to reprovision such facilities before demolishing the existing facilities, to minimise the impact on the community.

The underground strata beneath some private properties will be resumed to facilitate tunnel construction. The structure of the buildings concerned will not be affected.
