The British voted against the proposal primarily as a means of protesting the sepa- rate, unresolved issue of the United Kingdom's budget contribu- tion' to the European Community (EC). State Transformation and the European Integration Project Lessons from the financial crisis and the Greek paradigm Evangelos Venizelos No. 130/February 2016 Abstract The financial crisis that erupted in the eurozone not only affected the EU’s financial governance mechanisms, but also the very nature of state sovereignty and balances in the relations of member states; thus, the actual inequalities between the member states hidden behind their institutional equality have deteriorated. This transformation is recorded in the case law of the Court of Justice of the European Union and the member states’ constitutional courts, particularly in those at the heart of the crisis, with Greece as the most prominent example. It is the issue of public debt (sovereign debt) of the EU member states that particularly reflects the influence of the crisis on state sovereignty as well as the intensely transnational (intergovernmental) character of European integration, which under these circumstances takes the form of a continuous, tough negotiation. The historical connection between public debt (sovereign debt) and state sovereignty has re-emerged because of the financial crisis. This development has affected not only the European institutions, but also, at the member state level, the actual institutional content of the rule of law (especially judicial review) and the welfare state in its essence, as the great social and political acquis of 20th century Europe. From this perspective, the way that the Greek courts have dealt with the gradual waves of fiscal austerity measures and structural reforms from 2010 to 2015 is characteristic. The effect of the financial crisis on the sovereignty of the member states and on the pace of European integration also has an impact on European foreign and security policy, and the correlations between the political forces at both the national and European level, thus producing even more intense pressures on European social democracy. -

PAOLO PONZANO, COSTANZA HERMANIN AND DANIELA CORONA Preface by António Vitorino Paolo PONZANO is a senior fellow at the European University Institute and a special adviser of the European Commission. Former collaborator of Altiero Spinelli at the Institute for International Affairs in Rome, he has worked for the European Commission from 1971 to 2009. He was formerly Director for Relations with the Council of ministers, subsequently for Institutional Matters and Better Regulation. He was also Alternate Member of the European Convention in 2002/2003. He published several articles and chapters on the EU institutions. He teaches European Governance and Decision-Making at the University of Florence and at the European College of Parma as well as European Law at the University of Rome. Costanza HERMANIN is a researcher in the department of social and political science of the European University Institute, where she is about to complete her PhD. Her research interests comprise EU social and immigration policy, EU institutional affairs, and human rights and immigration policy in Italy. She has been visiting fellow at several places (WZB, CERI, Columbia, Berkeley). She is the co-editor of a forthcoming book on “Fighting Race Discrimination in Europe” (Routledge, 2012). She has been publishing on Italian and English speaking journals. Daniela CORONA is currently research collaborator at the Robert Schuman Center for Advanced Studies at the European University Institute in Florence where she completed her PhD. -

proceedings of the British Academy, 78, 9-29 Mrs. Thatcher’s Return to Victorian Values RAPHAEL SAMUEL University of Oxford I ‘VICTORIAN’was still being used as a routine term of opprobrium when, in the run-up to the 1983 election, Mrs. Thatcher annexed ‘Victorian values’ to her Party’s platform and turned them into a talisman for lost stabilities. It is still commonly used today as a byword for the repressive just as (a strange neologism of the 1940s) ‘Dickensian’ is used as a short-hand expression to describe conditions of squalor and want. In Mrs. Thatcher’s lexicon, ‘Victorian’ seems to have been an interchangeable term for the traditional and the old-fashioned, though when the occasion demanded she was not averse to using it in a perjorative sense. Marxism, she liked to say, was a Victorian, (or mid-Victorian) ideo1ogy;l and she criticised ninetenth-century paternalism as propounded by Disraeli as anachronistic.2 Read 12 December 1990. 0 The British Academy 1992. Three days later, at the Lord Mayor’s Banquet at the Guildhall in the City of London, she spoke about free elections and a multiparty system in East Germany, cooperation with the emerging democracies of Central Europe and the new role which NATO would have to play. -

Abstract This paper presents the various economic approaches to achieving monetary union, particularly in the context of European Economic and Monetary Union (EMU). It also evaluates the implications of the Maastricht Treaty, in the light of the current state of economic convergence and given the economic convergence criteria embodied in the Treaty, in terms of economic policy for individual Member States and for the European Union (EU) as a whole. Comparisons are made with other more mature federations, and a case for greater fiscal federalism post-1999 is presented.
