Results Framework Analysis Project Development Objectives (from Project Appraisal Document) The main project objective is the rehabilitation and recovery of the economic and social assets damaged by the April 2004 floods. In addition, the project aims to improve the living conditions in the resettlement zone to which Government has relocated the families whose housing was destroyed in the flood-prone area through delivery of basic infrastructure services. Finally, the project plans to build the capacity for long-term disaster prevention and management, and support employment generation for the low- income population, especially from the affected areas through reliance, where feasible, on labor intensive works. This unprecedented surge in political, economic, and strategic engagement across the Red Sea is challenging old assumptions and erasing old boundaries. As the United Arab Emirates (UAE), Saudi Arabia, Qatar, and Turkey seek to expand their spheres of influence—including through commercial ports and military outposts on Africa’s Red Sea coast—fierce Middle Eastern rivalries are playing out on a larger chessboard. Interest from great powers has further complicated the changing geopolitical landscape as China’s arrival in Djibouti brings the number of foreign militaries in the tiny port nation to five. China, France, Italy, Japan, and the United States are all now stationed at the fulcrum of the Red Sea and the Gulf of Aden. India and Saudi Arabia have also signaled interest in establishing bases in Djibouti, while Russia has flirted with its own strategic presence in the Horn. Nowadays, two thirds of total petroleum transportation is performed by maritime shipping, showing that the global energy system and economy are both extremely vulnerable to maritime passages. Besides, the military mobilization capacity of the countries is dependent on maritime transporta- tion, so their power projection find a great barrier in the closure of sea lines of communication. There are four key maritime choke points that, in the case of growing militarization or even blockade, would represent a higher risk for international economy, security and politics: the Straits of Hormuz, Malacca, Bab–el–Mandeb and Bosphorus. Page numbers may have been added.] From the coasts of Senegal, Mauritania and Morocco facing the Atlantic to Indonesia at the junction of the Indian and the Pacific Oceans, the Muslim world sits astride some of the most strategic sea passages of the world. Five of the world’s most strategic naval chokepoints are located within the Muslim world, while the sixth, the Strait of Gibraltar, which connects the Mediterranean with the Atlantic, lies between Muslim Morocco and Spain. Throughout history, the sea has been a relatively anarchic domain (compared to land); even today, it is barely policed. Approximately 80% of the world’s traded cargo is transported by sea; while 60% of the world’s oil is transported by a few thousand slow-moving tankers that are cumbersome to navigate and difficult to protect. Transporting oil from refineries to the service station depends on a complex system involving oil terminals, pipelines, oil tankers and trucks. The energy umbilical cord which sustains western economies stretches across hundreds of miles of pipelines and sea lanes. It represents the Achilles heel not just of the energy market, but also of western economies dependant on oil from the Muslim world. A sustained disruption in this supply system would not only increase insurance costs for international shipping, but also affect the price of oil globally, making the theft of our petroleum resources an expensive venture for the West.
