Independent Review of Adult Social Care in Scotland 1 Foreword I am grateful to the Cabinet Secretary for Health and Sport for the opportunity to chair this independent review of adult social care support in Scotland. I also want to thank the panel of I want to be absolutely clear from advisers who guided this work so expertly, our excellent team in the Scottish Government, and the outset that there is much about most of all the many people, carers and staff who have contributed their experience and insight so generously in the most difficult of times. adult social care support in Scotland that is ground-breaking and worthy A good deal of public attention to social care support has been recently focused on care homes. There are 40 licensing boards in operation in Scotland making decisions on applications for licences to sell alcohol. Licensing regulates who can sell alcohol,where it can be sold,the conditions of sale,the hours and days of sale and the total number of outlets permitted to sell alcohol.The licensing system exists because there is a consensus in society that alcohol is not an ordinary commodity. Although widely consumed and enjoyed by many, alcohol is a substance with known toxic, intoxicating and addictive effects. Controlling the availability of alcohol has been a strategy employed by public authorities over many centuries to limit the risk of harm to individuals and society from its use. -

Dispute Resolution and Avoidance in Education: An overview of the statistics on SEN in England and ASN in Scotland Elisabet Weedon, Sheila Riddell and Michalis Kakos, Centre for Research in Education Inclusion and Diversity, University of Edinburgh Working Paper 2 Introduction The aim of this paper is to provide statistical information on children who have been identified as having special educational needs (SEN) (England) or additional support needs (ASN) (Scotland). The term used in Scotland, ‘additional support needs’, is defined within the Education (Additional Support for Learning) (Scotland) Act 2004 and covers children who have difficulty in learning for whatever reasons, including adverse social circumstances. More detailed definitions and guidance of interpretation of the act is included in the Supporting Children’s Learning Code of Practice (Scottish Executive, 2005). In England the term ‘special educational needs’ is defined by the Code of Practice on the Identification and Assessment of Special Educational Needs (DfE, 1994), and has a somewhat narrower ambit, referring specifically to children with learning difficulties and disabilities. The Scottish data are drawn from the statistical bulletin Pupils in Scotland, 2007 (Scottish Government, 2008b). The English data are derived from the equivalent statistical bulletin for England, entitled Special Educational Needs in England, January 2007 (DfES, 2007). In addition, data are drawn from the annual reports of the Additional Support Needs Tribunals for Scotland and the Special Educational Needs and Disability Tribunal (England). The paper is structured thus: 1. An overview of the total number of pupils with additional support needs/special needs in all publicly funded schools; 2. Community social work in Scotland a critical history Colin Turbett KEY POINTS Community social work: • Is an essential approach for social work that seeks to work preventively, alongside users within the communities where they live, to address shared underlying problems, as well as presenting individual issues in their lives • Recognises that people are entwined with and inseparable from the social environment and that strengthening their community helps to solve individual, as well as shared problems • Believes that knowledge of the wider world is empowering, so education is key to successful citizenship • Sees collective as well as individual activity as valuable, building social capital and avoiding marginalisation • Contends that community involvement is good for individual well-being, reducing stress and its consequences • Sees collective activity as empowering for the individual – this holds politicians and policy makers to account and so is good for democracy 1 INTRODUCTION The examples of community social work (CSW) showcased in 1 www.iriss.org.uk/csw 2018 by Iriss1 rest on a long tradition of community-orientation within the profession in Scotland. The interest in community also stems from the detailed work Iriss has undertaken in looking at the future of social work and social care in Scotland: the sometimes chilling post-independence referendum neoliberal scenarios suggested in Imagining the future (Iriss 2014). While their prediction that the state was on the retreat might have been countered by some developments since (eg the rise of populist politics on both the socialist left as well as pro-Brexit right), there seemed an acceptance in all these scenarios that ‘community’ would be an important cornerstone of social welfare service delivery in the future. -

While many of those people will live independent healthy lives, older people are more likely to have complex health problems which require hospital admission. Many will also require support to enable them to live in the community, either at home or in care homes. The ageing population presents a significant challenge to health and social care in delivering services which meet both the demand and individual’s needs.
