2013 REPORT TO THE COMMUNITY SCOTT COUNTY REGIONAL AUTHORITY IOWA LAW PROVIDES THAT ONLY “NON-PROFIT” ORGANIZATIONS CAN APPLY FOR A GAMBLING LICENSE. IN SCOTT COUNTY, TWO ORGANIZATIONS WERE FORMED AND HOLD THE LICENSE FOR THE CASINO BOATS INCLUDING THE SCOTT COUNTY REGIONAL AUTHORITY (SCRA). THE MISSION OF THE SCRA IS TO SERVE THE NEEDS OF THE RESIDENTS OF SCOTT COUNTY, IOWA THROUGH THE DISTRIBUTION OF GAMING FUNDS RECEIVED FROM THE ISLE OF CAPRI CASINO-BETTENDORF. The SCRA provides funding through a grant process. The funds are generated from gaming receipts received through the Isle of Capri Casino-Bettendorf. Funds are awarded twice per calendar year. Applications with guidelines and procedures are available online at www.scottcountyregionalauthority.com or through local public libraries. The current cycle grant applications are made available March 1 and September 1, being due to the office yb April 1 and October 1, respectively. Grants are read by 3 panels of 8 members each; government, education and non-profit. Panel members read and score each grant which is then averaged with the scores from other panel members. Anne Marcia Eckerman, CHM graduated from St. Ambrose University in 1981 with a B.A. in Accounting 2009-2013 – Board Member and Business Administration. She completed her MBA at St. Ambrose in 2001. Anne has been in healthcare for over 25 years and is a Director 2011-2013 – Government with Genesis Health System. She is the past President of the Iowa Panel Vice Chair Chapter of the March of Dimes, as well the Mississippi Valley Division; 2009-2010 – Education Panel Treasurer for The Project Quad Cities; past Vice President/Treasurer Member for Edgerton Women’s Health Center; and serves on the Finance and Operations Committee for Community Health Care. Anne resides in Davenport. Tom Norman Panel reader (2012-2013) Tom Norman moved to the Quad Cities Joel Wright in 1973. Tom is an Iowa native born in Waterloo. He attended the University of Wisconsin – Stout on an athletic scholarship. Tom was 2008-2013 – Board Member employed by John Deere for 35 years, retiring as Administrator of 2009-2013 – Government Industrial Relations, John Deere Davenport Works in 1994. After his Panel Chair retirement, Tom was the founder and leader of The Steady Rollin’ Blues 2008 – Government Panel Band. Winner of a statewide competition in 2010, they represented Iowa at the International Blues Challenge in Memphis, TN. He has served on the Board of Directors for Unity Church and The Mississippi Valley Retiring Community Member: Blues Society. Tom is currently serving on the Board of Cedar Tree Shane Schuler (2009-2013) Homeowners Association, and is co-chairman of the MVBS Fundraising Committee. Tom has three children and resides in Bettendorf.
