Resources Page 1 INTRODUCTION: THE FEASIBILITY STUDY AND ENVIRONMENTAL PROCESS This document is a combined feasibility study and environmental analysis (EA) intended to include the required information for both types of studies, to avoid unnecessary duplication. Both the feasibility study and the EA function to provide the public and decision-makers with a factual, unbiased analysis of a proposal, and must identify reasonable alternatives in order to help make an informed decision. Results from this study will be included as an amendment to the Henry Aaron State Park Trail: Feasibility Study Master Plan and Environmental Assessment (1996). A feasibility study is used to determine whether it is practicable for the Department to establish, acquire, develop, and manage new property. The study takes into account the physical and biological environment and its capabilities, the views of the public and of landowners adjoining the property, and the availability of funding and staffing to accomplish the project’s purpose adequately. Furthermore, a feasibility study presents boundary alternatives, general land management strategies, and ensures integrated ecosystem management principles are considered. The feasibility study also must meet the requirements of the Wisconsin Environmental Policy Act (WEPA) and its implementing codes. Certain DNR actions require an Environmental Assessment (EA) or an Environmental Impact Statement (EIS). The Hank Aaron State Trail extension study requires an EA under NR 150 of Wisconsin’s Administrative Code. The EA process is used to evaluate the likely impacts of a proposed project, primarily on the natural environment. The EA also helps determine whether an activity’s impacts will be significant enough to warrant an EIS. On July 25, 2005, the Department held a public informational meeting at Solomon Juneau Business High School located near the project area. Approximately 65 people attended the open house. A summary of comments received at the meeting and throughout the following two-week public comment period are included in this document. Feasibility Study: Hank Aaron State Trail Extension Department of Natural Resources Page 2 EXECUTIVE SUMMARY This feasibility study considers the acquisition of a five-mile abandoned rail corridor in Milwaukee County to extend the Hank Aaron State Trail. The extension would connect to the Hank Aaron State Trail near Miller Park Stadium on the east with Milwaukee County’s Oak Leaf Trail near Underwood Creek Parkway on the west. Benefits of this proposed project include creating a direct east-west route across Milwaukee County, contributing to regional and statewide trail systems and providing an opportunity for users to commute and recreate safely. As an amendment to the Hank Aaron State Trail master plan (1996), the goals of the proposed project reflect those of the original trail. Extending the trail contributes to the goal of restoring, protecting and enhancing the natural, scenic, historical and cultural resources of the Menomonee River corridor while providing the public with recreational opportunities and access to the river. While Milwaukee County’s Oak Leaf Trail system provides approximately 99-miles of trail, it does not provide a direct east-west route across the county. Extending the Hank Aaron State Trail fills this need by creating a direct route through the highest density census tracts in the state and connecting them with numerous employment, commercial and recreational opportunities. Within Milwaukee County, the trail connects Lake Michigan and the Henry Maier Festival Park with downtown, Marquette University, Potawatomi Bingo, Miller Park Stadium, State Fair Park, the western suburbs and the Oak Leaf Trail near the Milwaukee/Waukesha county line. Beyond Milwaukee County, users can connect via other state and county trails and travel across the southern portion of the state to Madison

B. Architectural Character The East Side Commercial Historic District includes three city blocks in Milwaukee’s central business district east of the Milwaukee River. The district is comprised almost exclusively of mixed business uses. There are retail shops, restaurants, a variety of commercial service firms and numerous professional offices. The district is compactly built with many buildings of party-wall construction. There are forty-four buildings in the district.

Erie St; E-Lake Michigan; W-Milwaukee River DOWNTOWNHistoric Third Ward NEIGHBORHOOD DESCRIPTION A high proportion of blocks in the Third Ward border a waterway. On the east is Lake Michigan. The Milwaukee River also runs through the Ward and connects to the Menomonee River at the western section of the neighborhood. The area has a lovely Riverwalk. Most of the buildings are massive brick structures. Many of these had been warehouses in other incarnations and now house condos and shops. The mainly neoclassical buildings have ornamentation from the Victorian Gothic through the Art Deco eras. While the streets of the Historic Third Ward have few trees, the blocks are seasonally adorned with filled planters and flower baskets. Artwork and cultural centers are always within glancing distance. See photos below. HISTORY The Historic Third Ward has experienced many rebirths. What is known today as an upscale, trendy neighborhood by most Milwaukeeans, was something much different in the past. Early populations The major Indian nations that were settled in and around the Third Ward area when the Europeans arrived were the Menomonie and the Ho-Chunk. Near the Ward, on Jones Island and in the Menomonee Valley, were the Potawatomi. The fur traders followed the Indian settlements, and most of these were French, French Canadian, and Metis populations. One individual involved in the fur trade was Solomon Juneau, who would become Milwaukee’s first mayor. His wife was part Menomonie. He was also a large investor in real estate and was responsible for surveying much of the land in the Ward.

Clybourn St; E-E-Lincoln Memorial Dr;W -Milwaukee River DOWNTOWN NEIGHBORHOOD DESCRIPTION East Town (also known as Juneau Town) is a densely populated neighborhood with a variety of housing styles. There are many 19th century houses in the Tudor, Queen Anne and Italianate styles integrated with multi-unit apartment buildings and newer condos. The neighborhood has some wide boulevards with green space in the medians. The streets generally follow a grid pattern; the exceptions to this are Water Street and Prospect Avenue. Water Street tracks the bend of the river and Prospect Avenue follows the curve of the bluff over Lake Michigan along Juneau Park. The topography is flat except for a hill that slopes down to the river beginning around Jefferson Street. Most of Juneau Park is in East Town. There are two monuments in Juneau Park--one is a statue of Solomon Juneau and the other of Leif Erikson. Cathedral Square is a small park in the center of the neighborhood and hosts numerous events throughout the year (see outings section and neighborhood photos below). HISTORY East Town owes its origins to Solomon Juneau. In the 1830s Juneau platted the village of Milwaukee and settled there. He began selling plots of land in what was becoming known as Juneau Town. He set the location for downtown when he and his wife Josette opened a trading post at today’s Water Street and Wisconsin Avenue. Juneau went on to become the first mayor of Milwaukee in 1846 and the city’s first postmaster.
