Introduction

Welcome to the eighth running of the Vale of Classic Historic Road Rally 2018.

This event will once again be based on OS Map 116, starting and finishing in the picturesque village of Llanferres, between Mold and .

The total route will be in the region of 145 miles on public roads with approximately 110 miles of regularity, split into 7 sections plus 9 planned tests.

The route and tests will contain metalled and unmetalled roads and the more enthusiastic drivers may find the need for a sump guard.

You will be able to plot most of the regularity sections before you start each section, some with more time to achieve this than others. Some Regularity sections will be given to you as you start those sections.

The entry fee includes; coffee, buffet lunch and evening meal.

Vale of Clwyd Classic 2018 Supplementary Regulations

1. Clwyd Vale Motor Club will organise a National B Historic Navigational Road Rally on Saturday 1st September 2018

2. The meeting will be governed by the General Regulations of the Motor Sports Association Ltd. (Incorporating the provisions of the International Sporting Code of the FIA), by these Supplementary Regulations and by any other written instructions that the organising club may issue for the event.

4. The event is open to all fully elected members of: Clwyd Vale Motor Club, HRCR and Clubs in the ANWCC and WAMC.

5. All crew members must produce a valid MSA Competition Licence and Club Membership card at signing on. Championship Registration cards will also be inspected, as appropriate.

6. The event is a round of the following championships: HRCR Clubmans Road Rally Championship incorporating the Amazon Cars Challenge Cup. HRCR Premier Rally Championship ANWCC Historic Road Rally Championship.

7. The programme of the meeting will be: Noise Test from 17:00 to 20:00 on Friday 31st August 2018. Scrutineering from 17:15 to 20:15 on Friday 31st August 2018 at Loggerheads Garage, Loggerheads, Nr Mold. (MR 116 / 198½ 626). Signing-on from 17:30 to 20:30 at the Druid Inn, Llanferres. (MR 116 /188½ 605). Any competitor not signed on by 21:00 may be excluded and replaced by a reserve. Car 1 starts at 08:16 on Saturday 1st September from the Druid Inn, Llanferres and remaining competitors at 1 minute intervals thereafter. The finish is from 16:45 at the Druid Inn, Llanferres.

8. Public roads will be used in a route of approximately 145 miles, at an average speed of 30 mph or less, on OS Map 116 (actual edition number will be advised in the Final Instructions or before to entrants).

Route and time instructions will be issued at documentation and at other controls on the route. Regularity Sections will be timed to an accuracy of less than one minute unless otherwise stated. The event will also contain special tests on private roads/land timed to the second.

9. The event will have twelve classes: M 1 - Masters competing in Category 1 cars M 2 - Masters competing in Category 2 cars M 3 - Masters competing in Category 3 cars M 4 - Masters competing in Category 4 cars E 1 - Experts competing in Category 1 cars E 2 - Experts competing in Category 2 cars E 3 - Experts competing in Category 3 cars E 4 - Experts competing in Category 4 cars N 1 - Novices competing in Category 1 cars N 2 - Novices competing in Category 2 cars N 3 - Novices competing in Category 3 cars N 4 - Novices competing in Category 4 cars Classifications of crew are defined as: MASTER – in which either crew member has, as a navigator, twice finished in the first five overall of a National B Historic road rally in the last five years. EXPERT – neither a Master nor a Novice. NOVICE – in which neither crew member has, as a navigator, thrice finished in the top ten places overall of a National B Historic road rally, or twice won a novice class on any navigational rally (not counting 12 car events) in the last five years.

Categories of car are defined as: (R19.1 - R19.1.6) Category 1 (specification valid before 1st Jan 1968 and compliant with 18.1.1, 18.1.6, 18.3.3, 18.4, 18.5, 18.6 and 19.5) Category 2 (specification valid between 1st Jan 1968 and 31st Dec 1974 and compliant with 18.1 to 18.6 inclusive (see also 19.5) Category 3 (specification valid between 1st Jan 1975 and 31st Dec 1981 and compliant with their FIA Group 1 or 3 homologation papers, or be a Series Production Car, and comply with 18.1 to 18.6 inclusive (see also 19.5) Category 4 (specification valid between 1st Jan 1982 and 31st Dec 1985, compliant with their FIA Group A or N homologation papers, or be a Series Production Car, and comply with 18.1 to 18.6 inclusive (see also 19.5)

19.5.1. The MSA may also grant discretionary waivers for Historic Road Rally Cars complying with R19.1 in respect of 18.2 as appropriate, for Road Rallies and Rallies with Special Tests held between 07.00 and 22.00hrs, providing a Historic Grade Eligibility Scrutineer is appointed.

If you need a waiver, enter early and place any request for a waiver on the entry form.

Competitors may be required to present the Vehicle Registration Document (V5) as proof of period authenticity.

All vehicles must be taxed and insured for the public highway. They must further comply with MSA Technical Regulations and in particular with J5 and R19.1.

10. Entries The entry list opens on Sunday 22nd July 2018 and closes finally at noon on Wednesday 22nd August 2018. The first 55 paid entries will be accepted, but further entries will be awarded at the organiser’s discretion up to a maximum of 60 cars. All entries are accepted at the organiser’s discretion.

The entry fee is £130.00. All entries must be made on the official entry form.

Entries will be acknowledged on receipt of the entry form AND payment subject to the number of entries received as above. Final Instructions will be e-mailed (preferably) or posted to all entrants in the week before the event. All entries are accepted at the Organisers discretion. Please note that, whichever way you enter the event: If payment is being made by cheque, your entry will be reserved for 96 hours (4 days) pending our receipt of your payment. Your entry will be confirmed upon cheque clearance. (This should be 3-5 days after cheque is banked). If payment is being made by BACS (Bank Transfer) then your entry will be confirmed as soon as funds are confirmed as received (This SHOULD be pretty immediate, although, in some instances, BACS transfers can possibly take as much as 10 working days to clear).

Cheques will be banked on receipt. Post-dated cheques will not be accepted.

The maximum entry for the meeting is 60 and the minimum is 30. The minimum for each class is 5. Should any of the above minimum figures not be reached, the organisers reserve the right either to cancel the meeting or to amalgamate classes as necessary. The first 55 entries will be taken in order of receipt and will be acknowledged by e-mail (preferably) as accepted, thereafter, entries will be placed on the reserve list.

Entry fees will be refunded in full if written notice of withdrawal of entry is received before the closing date. Thereafter, any refund will be at the discretion of the organisers.

12. 13. Provisional Results will be displayed as soon as possible after the last crew finishes as D26.

14. Any protest must be lodged in accordance with C5.

15. Crews will be supplied at Friday documentation with Time Cards and a Road Book, which will contain safety information, the master schedule, details of all tests and some route information. Further route instructions will be handed out at controls during the event. Competitors will be required to make up all lateness at the lunch halt out control (MC4 out), and where possible any lateness at the other Main Controls. Competitors will be identified by numbers provided by the organisers and are responsible for displaying these on, or just below, both rear windows. It is the competitor’s responsibility to ensure that these numbers remain clear throughout the event. The starting order will be determined by the organisers.

16. Marking and Penalties will be by the ''Time'' system as printed in MSA General Regulations R13 App 1, Chart 13 amended as follows: b) Not reporting or reporting OTL at a TC or ITC 2:30 mins c) Wrong approach to a TC or ITC & visiting a control more than 2:30 mins once d) Not reporting at a Route Check or Passage Control 1:00 min i) Making a false start 30 secs ii) Every second taken to complete a test over Bogey Time 1 sec iii) Striking a bollard, barrier or pylon or crossing the barrier of a test 10 secs iv) Failure to cross or stop at any line or specified position as 10 secs required, or non compliance with any other instruction or a missing or an incorrect code board letter (10 secs per letter) v) Wrong Test or failure to record code board on a Test Target Time i) Stopping within sight of an Intermediate Time Control (except 1 min stopping for road safety reasons) ii) Maximum penalty at any timing point (early or late) 1 min

17. All other General Regulations of the MSA apply as written except for the following which are modified: R15.1 & R15.1.1 to be classified as a finisher, the crew together with the car which started the event must complete the event without incurring the penalty of exclusion. R11.1 Controls open 15 minutes before the due time of the first car and close 15 minutes after the due time of the last car. Maximum Lateness is 15 minutes between each Main Control. Any lateness can be made up at Main Controls.

19. Competitors must not carry any form of intercom (i.e. any method of voice amplification) or any radio transmitting device. Exceptionally, mobile phones may be carried for emergency use, but they must be switched off at all times during the event with the exception of the lunch halt.

The use of mobile phones to access mapping or Google Earth information will see a penalty of 5 minutes applied.

Any device spotted in use by a competitor from the point they sign on and receive their Road Book, looking or searching mapping or satellite imagery, will also see the penalty applied.

20. Timing and controls The event will be divided into Transport Sections, Regularity Sections and Special Tests. The scheduled time for Car 0 at each Main and Time Control is given in the Road Book. By adding their competition number in minutes, each crew can determine their own scheduled time and if late, can calculate their due time at the next control by adding to their scheduled time, the number of minutes late at the previous control. It is the competitor's responsibility to ensure that times are correctly recorded on the Time Cards and those Time Cards are handed in when and where instructed. Once a time has been accepted by a competitor, no further claim of error, etc. will be entertained. Any corrections by a marshal must be made at that control and initialled by the marshal. Should any recorded time not be legible or not appear to be authentic, the organisers may use any means at their disposal to establish a time.

a) Main Controls (MC) are sited at the Start and Finish, coffee halts and before and after the Lunch Halt. Cars must start MC1 and MC4 at their due time as no penalty free lateness exists at these controls.

b) Time Controls are sited at the start of Regularity Sections (RS) and Transport Time Control (TTC) – where competitors should recover time if possible but not start the section before their scheduled time. Times are recorded in hours and minutes. There is no penalty for late arrival, except towards total lateness. At some of these controls, the start time may be issued by the marshal at a previous control. Some of the Regularity starts maybe SELF STARTS where the competitor must complete the time in ink on the time card and then have it signed for at the next manned control.

c) Timing on Tests. At Special Test Start (TS) each crew is given a start time in hours, minutes, and seconds - normally the next whole minute or round 30 seconds. Once it is written on the Time Card, the marshal assumes the crew is ready to start the test and counts the competitors down to the written start time. At Special Test Finish (TF) the competitor's time will be recorded in hours, minutes, and seconds. Alternatively, marshals with hand held stop watches may time the test. In this case, only the time taken in minutes and seconds (disregarding any fractions) will be recorded on the Time Card. All Special Tests have a Bogey Time set at 30 mph or less and a Target Time varying from test to test.

Penalties are as follows: Under Bogey Bogey Time Over Bogey Time and under Target Time Actual Time Over Target Time Target Time

d) Timing on Regularity Sections: Intermediate Time Controls (ITC) are located within Regularity Sections to establish the time taken to complete each part of the Regularity Section; the location of these controls will be secret.

At ITCs the times will be recorded in hours, minutes and seconds as the car stops at the control board. Note - some of the final timing point controls of Regularities may be timed on sight and the crew should then stop at the marshal’s location to obtain a time. There will not be a control board at the timing point location in these instances. Remember ASR16 - no stopping within sight of the control – except for road safety reasons.

The start time for the first portion of the regularity is the time at the RS or TTC at the start of the regularity section. The start time for each subsequent portion of the Regularity Section is the finish time for the preceding portion.

e) Passage Controls (PC) or Route Checks (RC) may be established at points on the Regularity or Road Sections and Tests to verify adherence to the route or to collect Time Cards from crews. These may be manned or consist of code boards, respectively, which must be recorded in the appropriate part of the Time Card and signed for at the next Test Finish or the final Regularity Control. Code boards will be placed immediately behind the Red stamp control board and will be facing the direction of travel; these will not be preceded by a yellow board.

21. Judges of Fact will be appointed by the organisers and will include all marshals. Driving Standards Observers may also be appointed in accordance with R8.3 to R8.5.

22. Insurance: The Organisers have applied to Jelf Motorsport for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event.

The basic rate for the event before any loadings will be £25.00. All applicants wishing to use the scheme must be able to comply with all points of the Jelf Motorsport’s Declaration: -

• I do not have the Third Party Road Section extension on my current Motor Insurance. • I am aged 20 or over. • I have had no more than 1 fault claim in the last three years • I have no more than a maximum of 6 conviction points or a licence ban on my UK driving licence • I have the appropriate competition/club membership licence as well as a UK/EU driving license and if my license is provisional I will be supervised by an adult over 25. • I have no physical or mental disabilities • My vehicle is MOT’d, Taxed and Insured for the road • I have no other material facts to disclose • Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25.

If you comply with all points above no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Motorsport) which should be forwarded either to the organisers or direct to Jelf Motorsport prior to the event to allow sufficient time for a letter of acceptance to be issued.
