India gets its first national essential diagnostics list India has got its first National Essential Diagnostics List (NEDL) finalized by the Indian Council of Medical Research (ICMR). It is a complete list of diagnostic tests, medical devices and in-vitro diagnostic device (IVD) for all levels of health care – village level, primary, secondary and tertiary care. Purpose: This will create stringent national pre-qualification specifications and processes that are necessary to ensure availability of safe, effective, affordable tests of good quality as well as improving access to new diagnostics in resource-constrained settings. The purpose of this list to bridge the current regulatory system‘s gap that do not cover all the medical devices and in-vitro diagnostic device (IVD). Lucknows iconic Hazratganj Chauraha renamed as Atal Chowk Lucknow‘s famous Hazratganj Chauraha has been renamed as ―Atal Chowk‖ It is named in the memory of former Prime Minister Atal Bihari Vajpayee. On the first death anniversary of Atal Bihari Vajpayee, Hazratganj Chowk renamed after him as ―Atal Chowk‖ from August 16. He was a five-time Member of Parliament (MP) from Lucknow. A memorial named ―Atal Smriti Upvan‖ will be built on his name. Chhattisgarh government announced to rename Naya Raipur as Atal Nagar. Jharkhand government renamed several places and colleges after Vajpayee‘s name. Two-day International Conference on Teacher Education by NCTE held in New Delhi A 2 day International Conference titled ―Journey of Teacher Education: Local to Global‖ was inaugurated by the Union Minister of Human Resource Development Shri Ramesh Pokhriyal ‗Nishank‘ in New Delhi. Gujarat to get country‟s first Institute for chemical engineering and technology As a boost to the chemical industry in the country, Gujarat is to get the country‘s first Central Institute of Chemical Engineering & Technology (CICET). The CICET would be built either at Vatva, Ahmedabad or Surat. Chhattisgarh to set up „Lemru Elephant Reserve‟ Chhattisgarh Chief Minister Bhupesh Baghel has announced to set up ‗Lemru Elephant Reserve‘ to provide permanent habitat for the wild elephants in the state. All CAPF personnel will now retire at a uniform age of 60 years: Govt of India As per a recent order issued by Union Home Ministry, all Central Armed Police Forces (CAPFs) personnel will now retire at a uniform age of 60 years instead of 57 years for certain rank of officials. The Second Uday Express Between Visakhapatnam And Vijayawada To Be Launched In order to cater to the busy route in the East Coast Railway zone, the Indian Railways‘ second luxury double-decker Uday (Utkrisht Double-decker Air-conditioned Yatri) Express is to be run between Visakhapatnam and Vijayawada. Karnataka Government categorised Nicotine as “class A poison” The Government of Karnataka amended the Karnataka Poisons (Possession and Sale) Rules 2015 and notified Nicotine as ―Class A poison‖ in order to strengthen the enforcement of the ban on production and sale of electronic cigarettes. The new rules are called the Karnataka Poisons (Possession and Sale) Rules, 2019. ECONOMY Government removed Debenture Redemption Reserve requirement for Listed Companies, NBFCs and HFCs The Ministry of Corporate Affairs has amended the Companies (Share Capital & Debentures) Rules by reducing the DRR for unlisted companies and removing DRR for Listed Companies, NCFCs and HFCs. The two amendments are: For listed companies- the requirement for the creation of a Debenture Redemption Reserve (DRR) of 25% of the value of outstanding debentures has been removed. This includes NBFCs registered with RBI and for Housing Finance Companies registered with National Housing Bank (NHB) both for public issue as well as private placements. Eight banks in India will issue RuPay JCB Global Cards- including State Bank of India, Punjab National Bank, Axis Bank, Union Bank of India, Central Bank of India, Andhra Bank, City Union Bank, and TJSB Bank. This credit card is RuPay in India and JCB in foreign countries. State Bank of India aims to eliminate debit cards State Bank of India bank debit cards from the banking system as the bank plans to promote more digital payment solutions and eliminate the plastic cards. The debit cards by customers of SBI which services a fifth of the population. Around 90 crore debit cards in the country as against 3 crore credit cards, and pointed out to digital solutions like its own 'Yono' platform as the key for achieving a debit card-less country. The bank already set up 68,000 'Yono cashpoints' and is in the process of scaling it up massively to over 1 million in the next 18 months.which will make the necessity to have a card even less. The Yono platform can also give credit for buying certain merchandise, making the credit card in the pocket also as a stand-by. Punjab government brings around 4500 journalists into the ambit of its flagship scheme SSBY The Punjab state Government has announced to bring around 4500 journalists into the ambit of its recently launched flagship universal health insurance scheme ‗Sarbat Sehat Bima Yojana‘ (SSBY). The state will bear the full premium under this scheme and around 400 private hospitals have been included in the list. These two seemingly different scenarios have more similarities and lessons than what meet our eyes. A moment’s reflection on the above two instances perhaps will have more than mere academic value, for as it so often happens in sports as in life, it is one’s reactions to the happenings on the field that characterize him / her more accurately than even the wealth of knowledge, and possibly talent too, that one is supposed to possess on the game itself. Firstly, in both the cases it is the batsmen who stand to gain. Secondly, it is the fielding team that is left with heartburns as a result. Perhaps the only difference in the above two scenarios is that the fault lies on different ends. Why then do we not complain in the first case, but take a moral high ground, in the latter, and condemn the beneficiary? What is so special in the second case that catapults us on to a pedestal and hands us a judge’s gavel to brand the beneficiary? How is it that we condemn the person who committed the mistake in the former but overlook, or sometimes even sympathize with, the person who had not lived up to his professional commitment, in the latter? In fact, in the latter case we readily denounce the beneficiary.

    13 PRASHANT KIDAMBI Hero, celebrity and icon: Sachin Tendulkar and Indian public culture* When he completed twenty years in international cricket in November 2009, Sachin Tendulkar reaffi rmed his status as one of the greatest public icons of post-independence India. Ever since his genius was fi rst glimpsed on the maidans of Bombay over two decades ago, Tendulkar has reigned supreme as a sporting idol, his popularity cutting across the boundaries of caste, class, gender, region and religion. Curiously, however, there has been relatively little scholarly scrutiny of the Tendulkar phenomenon and what it might tell us about the changing nature of Indian public culture. This chapter attempts to understand, and account for, Sachin Tendulkar’s enduring hold over the Indian public imagination by exploring three facets of his remarkable career. The fi rst section considers, in historical context, Tendulkar as ‘hero’: someone who displays superlative skills and performs spectacular feats. An analysis of popular sporting fi gures needs to reckon with the ways in which their attributes and accomplishments on the fi eld of play are crucial to their elevation as heroes. However, the analytical prism of the ‘hero’ is insuffi cient in itself in accounting for Tendulkar’s fame. The second section suggests that Tendulkar’s celebrity is an attendant effect of the intensifi ed relationship between cricket, television and money in con- temporary India. At the same time, the immense power and resonance of Tendulkar’s image within Indian society makes him more than a frothy con- fection of the sport–media nexus. The fi nal section argues that as a national icon Tendulkar embodies the aspirations of millions of Indians.

    National Civilian Awards Bharat Ratna Bharat Ratna (Jewel of India) is the highest civilian award of the Republic of India. Instituted on 2 January 1954, the award is conferred "in recognition of exceptional service/performance of the highest order", without distinction of race, occupation, position, or sex. The award was originally limited to achievements in the arts, literature, science and public services but the government expanded the criteria to include "any field of human endeavour" in December 2011. Recommendations for the Bharat Ratna are made by the Prime Minister to the President, with a maximum of three nominees being awarded per year. Recipients receive a Sanad (certificate) signed by the President and a peepal-leaf–shaped medallion. There is no monetary grant associated with the award. The first recipients of the Bharat Ratna were politician C. Rajagopalachari, scientist C. V. Raman and philosopher Sarvepalli Radhakrishnan, who were honoured in 1954. Since then, the award has been bestowed on 45 individuals including 12 who were awarded posthumously. In 1966, former Prime Minister Lal Bahadur Shastri became the first individual to be honoured posthumously. In 2013, cricketer Sachin Tendulkar, aged 40, became the youngest recipient of the award. Though usually conferred on Indian citizens, the Bharat Ratna has been awarded to one naturalised citizen, Mother Teresa in 1980, and to two non-Indians, Pakistan national Khan Abdul Ghaffar Khan in 1987 and former South African President Nelson Mandela in 1990. Most recently, Indian government has announced the award to freedom fighter Madan Mohan Malaviya (posthumously) and former Prime Minister Atal Bihari Vajpayee on 24 December 2014.

The reason why the nation today salutes the formidable Mary Kom. Allow me to boast that recently, I had the good fortune of attending an event held to felicitate the medal-rich champion. Mary was effervescent; she came with her husband Onler and doctor Nikhil Latey. She spoke candidly of the challenges that she had to face in her 12-year boxing journey to Olympics 2012. Marriage, childbirth, fighting in higher weight categories, the attitude of men towards a woman boxer – all had to be met, one by one. "Boxing is not easy," said Mary at the function held on August 23 in Mumbai. "When I started, my male friends would say it is not a woman's sport. But I say if men can do it then why not women."
