USAHEC PROGRAMS

The Foundation would like to highlight some of the 2019 programs and accomplishments of the U.S. Army Heritage and Education Center (USAHEC) that help to Honor Soldiers and their Families, Preserve their memories, and Educate the Army and the American public.

FOUNDATION 2019 ACTIVITIES

The Military Heritage Foundation, d/b/a Army Heritage Center Foundation (the “Foundation”), was founded in March 1999 to establish, sponsor, support, promote, and maintain the U.S. Army Heritage and Education Center (USAHEC), including the Military History Institute and the Army Heritage Center Facility, and to develop and sustain educational resources and outreach programs. In November 2018, the Foundation Board of Directors revised the by-laws mission statement and tasked the Foundation “to promote the development of the U.S. Army Heritage and Education Center (USAHEC) and its programs and to sustain and enhance the Center’s and the Foundation’s ability to inform and educate the American public on the contributions of Soldiers and the U.S. Army to our Nation.” Summarized, the foundation supports USAHEC by building the public facilities on the campus, promoting the facility as a destination, and enhancing on- site and off-site educational programs and collection acquisitions where federal funds are unavailable or their use inappropriate.

Income during the year from all sources was $954,507 and expenses were $919,344. The Foundation ended CY 2019 with cash reserves and board designated and restricted accounts of $1,802,329. Outreach to our membership and local supporters and their backing of special events continued to provide the greatest support to the Foundation's operations. The Foundation Board of Directors initiated a review of the Foundation's strategic plan. The process began in 2019 and will continue into 2020. The new strategic plan and implementing goals is projected to be completed by June 2020.

Support to the U.S. Army. The Army Heritage Center Foundation continued its efforts in 2019 to support the U.S. Army by advancing the development of the U.S. Army Heritage and Education Center (USAHEC), promoting the Center as a tourist destination, and enhancing its collections, programs, and outreach. In 2019, the Foundation expended $214,385 to support these objectives.

As highlighted last year, the capital campaign that will support the future expansion of the Hall of the American Soldier - a 30,000 square foot, $12 million expansion, slowed as a transition in the leadership of the U.S. Army Heritage and Education Center delayed the Foundation's ability to validate future requirements. In the interim, the Foundation took two actions. First, the Foundation initiated the construction of a much needed event pavilion on the campus to provide a year round venue for outside programs. This facility, valued at approximately $120,000, was started in October 2019 and construction continues into 2020. Second, the Board of Directors authorized the hiring of a full-time Chief of Development to focus exclusively on building the capacity of the Foundation to support future construction and enhancements to USAHEC's programs.

Build

2009

As of December 31, 2019, the Foundation has supported the following construction on the USAHEC campus:

The first phase of the Hall of American Soldier/Visitor and Education Center. This project was completed and accepted by the Army in 2010. This facility provides the first gallery for the Army Heritage Center; multipurpose rooms to support educational programs, seminars, and veteran’s reunions, and support services for visitors.

The Foundation sponsored an Infrastructure Construction Project (ICP). This project, completed and accepted by the U.S. Army in 2012, constructed a third parking area, two special event plazas, and storm water management assets to support future construction projects.

The Foundation sponsored the expansion of the Hall of the American Soldier/Visitor and Education Center. The project added 7,500 square feet to the facility and included an additional gallery, a divisible multipurpose room, and expanded café seating. The U.S. Army accepted beneficial occupancy of the facility in September 2016 and full possession in January 2017.

The Foundation funded the conversion of the Ridgway Hall Lobby into gallery space. The Army accepted the completed project in September 2016. 2019

The Foundation is continuing the effort to complete the Hall of the American Soldier and fundraising is ongoing. The cost of this effort, that will add approximately 30,000 square feet to USAHEC, is estimated at between $11 and $12 million and construction will begin as soon as funds are available.

Promote

The Foundation again promoted USAHEC as a destination for the public, Soldiers, and Veterans. During the year, the Foundation purchased advertising and marketing materials in regional tourism magazines and other media outlets to promote visitation throughout the year and to support special events. Additional media outlets include Facebook, the Foundation's website, and using an email blast system.

Enhance

The Foundation also continued efforts to enhance USAHEC and its programs and the study of Army history.

Special Programs

General program services totaling $158,861included funds to support public, member, and foundation focused programs. These included expenses of staff time performing research and presenting lectures and briefings to a variety of Veteran and civic groups, newsletters to Foundation members, two academic fellowship programs for graduate students, and two special dinners. The first of which focused on the Army’s Birthday and the second, a membership focused event also highlighted a Living Legend – in 2019 Sergeant Harry Jung served as a representative of the Chinese-American Soldiers of WWII – and an organization that has supported Soldiers and their families -- the American Overseas Memorial Day Association for its 100 years of Memorial Day program at overseas cemeteries throughout Europe.

Support to ROTC Programs

To familiarize with USAHEC and prepare future Army officers and their ROTC cadre, the Foundation partnered with selected and specially trained staff ride facilitators at Gettysburg National Military Park. This program meets U.S. Army Cadet Command's requirement for senior Cadet staff rides. The program brought cadets and school cadre from 15 universities in the Northeast for presentations on the resources USAHEC can provide them once commissioned and also funded licensed battlefield guides to facilitate and improve the quality of the staff ride experience.

Enhancing the USAHEC Collection

The Foundation's active role working with potential donors of artifact, manuscript, and library collections was maintained. In 2019, the Foundation facilitated more than 200 in- kind donations totaling $166,281. Major collections acquired included additional manuscript materials related to the service of General Frederick Franks, oral history interviews, archival and artifacts highlighting the service of Secretary of the Army Togo West, and an extensive book collection focusing on the Civil War, including unit histories, biographies, and battle analysis.

Foundation Hosted Educational Programs

Education Programs The Foundation's education programs continued to promote the use of USAHEC's collections, the study of history, and outreach to students, teachers, 7 and members of the public on a local, regional, and national basis. In 2019, the Foundation expended $158,343 on these initiatives. The major outreach program in 2019 was again the management of the National History Day in Pennsylvania (NHD in PA) program. More than 12,000 students and 300 schools throughout Pennsylvania participated. The Foundation provided support to our regional partners and managed the statewide competition in May 2019 that engaged more than 1,100 students, teachers, parents, and volunteers in the exploration of history. As a component of National History Day, the staff also continued its quarterly teacher workshop program and its efforts to build a collection of Soldier stories on the Foundation's website that are available at no cost to users.

Throughout the year, the education program expanded its interaction with Veterans. Our partnership with Cumberland Valley High School continued, and we paired 20 students and 10 Veterans who participated in the Veterans’ Oral History Program. The Foundation's "Walk with a Veteran" program grew with more than 350 students and 50 Veterans participating. Finally, The Veterans' Café, which brings Veterans of all services and eras together to enjoy a meal together and share stories of service continued to grow. In 2019, 13 Veterans Cafe programs were conducted in Central Pennsylvania involving more than 534 Veterans and their family members. Finally, the Foundation's Soldiers’ Experience History Summer Camp program grew significantly, and in 2019, 50 campers participated in the program.

Support to Visitors

The Museum Store routinely supports the visitors to the U.S. Army Heritage and Education Center with military related products, books, souvenirs, and mementos. For special programs, the store supports book signings by authors and speakers and reproductions of items from USAHEC’s exhibits. Store expenses in 2019 were $191,117.
