In exercise of the powers conferred on me by scction 6 of the Emergency Powers Orders in Council, 1939 and 1956, I, the Governor, do hereby make the following Regulations :- I. These Regulations may be cited as the Emergency Powers (Public Short title. (2) Every person in charge of a monastery shall- (a) present the register kept as in paragraph (I) of this Regulation provided to every person resident in the monastery on the date of the coming into force of this Regulation and to every person who thereafter proposes to stay in the monastery whether as a permanent resident or as a guest and shall request such person to write his name in such register, together with the particulars specified in paragraph (I) of this Regulation ; (b) present such register for inspection whenever so requested by any police officer or member of Her Majesty’s Naval, Military or Air Forces. (3) (a) Any person in charge of a monastery who- (i) fails to keep a register as in paragraph (I) of this Regulation provided ; or (ii) fails, neglects or refuses to comply with any of the requirements of paragraph (2) of this Regulation ; shall be guilty of an offence against these Regulations and shall be liable on conviction to the penalties provided for in Regulation 75 of these Regulations. (b) Any person who- (i)refuses to write his name in any register kept as in paragraph (I) of this Regulation provided ; or (ii) makes in any such register any statement or entry knowing the same to be false ; shall be guilty of an offence against these Regulations and shall he liable on conviction to the penalties provided for in Regulation 75 of these Regulations.”. In exercise of the powers vestcd in him by section 133 of the Customs Management Laws, 1954 and 1955, His Excellency the Governor, with the advice of the Executive Council, hereby orders as follows :- I. This Order may be cited as the Exemption from Customs Duty (Council of Voluntary Welfare Workcrs) Order, 1956. 2. In this Ordcr :- " Council of Voluntary Welfare Workers " includes thc Young Women's Christian Association, at Nicosia and at Berengaria ; the Cliurch of England Institute at Dhekelia ; the Young Men's Christian Association at Episkopi ; Hibbert House at Nicosia ; the Church of Scotland Booltshop at Kyrenia, and such other member organizations as may from time to time lie certified by the Comptrolier of Customs and Excise to be a " member organization of the ('ouncil of Voluntzry Welfare Workers ". 3. Authority to the Village Health Cornmission of Dhnli (Nicosia District) to coiltract a loan. In exercise of the powers vested in him by section IO of the Public Health (Villages) Law, His Excellency the Governor, with the advice of the Executive Council, has been pleased to order as follows :- I. The Village Health Commission of Dhali (Nicosia District) (hereinafter referred to as " the Village Health Commission ") shall he at liberty to borrow from the Loan Commissioners (hereinafter referred to as " the Lender ") the sum of two thousand pounds (&,ooo) at a rate of interest not exceeding four per centum (4%) per annum, subject to the following terms and conditions, that is to say :- (a) the sum borrowed shall be repayable by the Village Health Commission to the Lender in ten equal annual instalments (comprising sinking fund and interest) ; 783 (b) the Village Health Commission shall, in each year and until final repayment of the sum borrowed, insert in the annual estimates as a charge on its revenues the annual instalment payable in the . year to which such estimates relate ; (c) the sum borrowed shall be utilized by the Village Health Commission for the construction of a bridge. 2. For the purposes of securing thc repayment of the sum due under the loan the Village Health Commission is hereby authorized, subject to any prior mortgage thereon, to mortgage to the Lender all the fees, charges and rates now payable or hereafter to become payable to the Village Health Commission under the provisions of the Public Health (Villages) Law.
