Item no Report no “Privilege” for The Royal Regiment of Scotland (SCOTS), The 3rd Battalion The Rifles and 40th Regiment Royal Artillery The City of Edinburgh Council Thursday 26 April 2012 1 Purpose of report 1.1 To request Council approval to confer on The Royal Regiment of Scotland (SCOTS), The 3rd Battalion The Rifles and 40th Regiment Royal Artillery the “privilege” of marching through the city without prior permission “with drums beating, bayonets fixed and colours flying”. 2 Main report 2.1 The City of Edinburgh was the National Host of Armed Forces Day in 2011. To mark this Council is requested to approve conferring the “privilege” of marching through the city without prior permission with “drums beating, bayonets fixed and colours flying” on The Royal Regiment of Scotland (SCOTS), the 3rd Battalion The Rifles and 40th Regiment Royal Artillery. 2.2 The Royal Regiment of Scotland (SCOTS) 2.2.1 On 29 August 2006 the Executive of the Council approved a report to grant the “privilege” to HMS Edinburgh and to confirm that the “privilege” exercised by the King’s Own Scottish Borderers for over 300 years and by The Royal Scots (The Royal Regiment) since 1984 be transferred to the new Battalion, The Royal Scots Borderers, 1st Battalion The Royal Regiment of Scotland. 2.2.2 The Council is asked to consider conferring the “privilege” to the new Regiment, The Royal Regiment of Scotland (SCOTS), on the expectation that it would be exercised by The 1st Battalion The Royal Regiment of Scotland, the successor to the Royal Scots and The Kings Own Scottish Borderers, although any Battalion of the new Regiment could exercise this “privilege”. 2.3 The 3rd Battalion The Rifles 2.3.1 The Council is asked to consider conferring the “privilege” on The 3rd Battalion The Rifles (3 RIFLES) which has been based in Edinburgh since 2004. 1 2.3.2 The Battalion has 127 married soldiers whose families live in Edinburgh and there are very strong links with its immediate community in Colinton with members and their families attending Colinton Church and their children attending Colinton Primary School. On returning from their gruelling tour of Afghanistan in 2010, in which the Battle Group lost 30 killed in action, 3 RIFLES paraded along the Royal Mile, where they were greeted by large crowds. As a permanent memorial to the Riflemen who have fallen in the line of duty, the Battalion built a red stone monolith in Redford Barracks in the shadow of the Pentland Hills. 2.4 40th Regiment Royal Artillery 2.4.1 The Council is asked to consider conferring the “privilege” on 40th Regiment Royal Artillery as it has had an affiliation to the City of Edinburgh for over 300 years and 40th Regiment has been the custodians of the Lowlands since 1947. 40th Regiment is the only Regiment within the Royal Regiment of Artillery which recruits from the City of Edinburgh and it is fiercely proud of serving under the Saltire, having fired in support of Scottish troops on operations since the Regiment’s formation, including Borneo, Malaya, the Falkland Islands, the first Gulf War, Iraq and Afghanistan. 2.4.2 The Regiment continues to support Scottish troops having recently fought with 3 SCOTS in Afghanistan and having been on exercise in Kenya. In addition, Regiment provided officers and soldiers for public duties at Edinburgh Castle for the Installation of the New Governor in June 2010 and March 2012 and at the Palace of Holyroodhouse during Royal Week 2010. The Regiment’s pipes and drums participated in both events and led the Armed Forces Day Parade on 26 June 2010. 3 Financial implications 3.1 The “privilege” wouId be presented to the Regiments in the form of a certificate, printed in-house by the Council. 40th Regiment Royal Artillery has requested permission to Parade through Edinburgh in June 2012 and its certificate would be presented as part of that event.
