Scottsdale Mayor Jim Lane and Scottsdale Business Development Forum President Mark Dewane present a $22,000 check to Operation Fix It Program Manager Michelle Bruce-Holmes.

Scottsdale Mayor Jim Lane used the net proceeds of his State of the City Luncheon in order to support a Scottsdale Charity that helps poor and elderly Scottsdale residents who are unable to maintain their homes. Operation Fix It uses the funds in order to buy materials and supplies and then coordinates volunteers who fix unsafe conditions and code violations. Last year Operation Fix It helped about 120 families get their homes in compliance with local building and safety codes.

1) Budget The budget signed into law was balanced for the upcoming year, even with $426 million in General Fund spending above FY 14. We also didn’t touch the $454 million in the Rainy Day Fund. The new money went to areas of highest priority, with 72% of the new money going to K-12, Higher Education and Child Protective Services. K-12 spending increased by nearly 4% above the 2014 budget. 2) The budget process We moved the first budget out of the Senate in mid-March, and it was on the Governor’s desk in early April. Not only was the budget moved swiftly, it was one of the most transparent budget processes, with three public hearings in the Senate and House, weekly meetings with Democratic leadership, regular meetings with Senate, House and the Governor’s office and one-on-one and small group meetings with Senators. There were extended debates on the Floor. In the end, it was a budget supported by all 17 members of the Republican Caucus in the Senate. 3) CPS reform After the revelation of thousands of cases not being investigated, the State needed to do something to try to fix Child Protective Services. The Legislature’s response: $86 million increase in state funding for CPS, $20 million for the creation of a new Department of Child Safety and Family Services, money for CPS to hire 242 new caseworkers, and 20 new employees for the Office of Child Welfare Investigation. And the commitment to child safety is not something new. In the past five years, the Legislature has added more than $300 million to CPS, a 67% increase. 4) Transportation funding During the recession, the State pulled money out of the Highway User Revenue Fund and used it for helping fund the Department of Public Safety. With roads deteriorating throughout our state, and especially in rural areas, it was time to restore the money to HURF. Our first attempt to fully restore the money was not successful, but we were able to begin the transition, and bring tens of millions of dollars back into the fund. 5) A quick, effective session with civility After the tumultuous, ugly session of 2013, many predicted angry and hurt feelings would remain and the 2014 session would be just as bitter. Instead, leadership and Members of both caucus in the Senate and House were able to work together for the people of Arizona. We were out in 101 days, and had plenty of good public policy to show for it.

Scott Smith You know, this is the ultimate job interview, and I know this is a campaign, but really, it’s a job interview. You are choosing the next CEO of this state and this is a big interview. Think about what you would do if you were interviewing for a leader of your company. You would look at their resume, you would take that resume and look at the relevant experience and then project for the future and find out if that experience actually will lead to the kind of future that you need for your company. You would look at that person’s vision, what they say they can do and how that matches with what they’ve done. The other thing you would do is talk references. One interesting thing about me is I have a record. No, not that kind of record. The kind of record as a leader in government, a record as a leader in industry. I invite you, many of you have worked with me in the homebuilding business closely, some of you worked for me. Talk to those people, ask them what it was like working with Scott Smith, and ask them what it was like doing business with Scott Smith. In government, many of you have come into my city, have worked closely with us, have seen our vision, have seen our process. Talk to my constituents; talk to my fellow mayors nationwide who have elected me as President of the U.S. Conference of Mayors--the first Arizona mayor who has done that. That’s all I ask--talk to my references; ask people in Mesa “are you better off today than you were six years ago when Mayor Smith took office?” I am confident what the response will be…which is why I am running for governor and ask for your support. First a little background. The political world is all abuzz over the hit piece that Channel 5 did on the legislators who attended the ALEC dinner. Channel 5 spent a full week with wall-to wall breathless promos about legislators selling their votes for free steak etc. The piece is an example of the lowest form of journalism--legislators of both parties attend dinners and conferences all the time. None of them are selling their votes and ALEC is one of hundreds of organizations that try to influence public policy. The funniest part of the hit piece was that reporter Morgan Loew was either too ignorant, or was simply being ironic when he asked Andrew Morrill to comment on how influential ALEC is. Morrill is the head of the Arizona Education Association which is, of course, one of the State’s most powerful unions. The AEA has much more power in Arizona than ALEC. But the AEA isn’t a special interest group because it’s working, you know, “for the children.” Groups like ALEC advocate on behalf of businesses and encourage lower taxes and less regulation...so they are evil. ALEC is more like a Chamber of Commerce. You know, like say, the Phoenix Chamber of Commerce. The Chamber is one of the most influential political organizations in Arirzona; for example, the Phoenix Chamber just hosted Mayor Stanton’s State of the City Address. The Phoenix Chamber is a special interest group that employs a host of highly paid and talented lobbyists who meet privately with legislators in order to advance the agenda of its members. Kind of like ALEC, but more effective and certainly more active in Arizona. Which brings me back to the hypocrite of the year.....The incoming Chairman of the Phoenix Chamber of Commerce is Ed Munson who also happens to be the General Manager of--wait for it---Channel 5. Dude, that’s awesome. Because I’m sure that under Munson’s leadership the Phoenix Chamber is going to adopt the same standards that they are trying to hold ALEC to: The first change of course, will be that the Phoenix Chamber will no longer employ lobbyists. Paying people to influence Legislators in order to advance a special interest agenda is, well, evil. It must be evil, I saw a report on Channel 5 about how evil it is. Second, under Ed Munson’s leadership, the Phoenix Chamber will obviously have to discontinue its practice of offering free meals to legislators. The Channel 5 piece said that legislators were selling their votes for $70 meals. Lunch at the Phoenix Chamber’s State of the City Address cost $90. I’m sure the legislators who attended the lunch, did so for free. That’s outrageous and I’m sure that Munson will put a stop to it. Finally, I’m wondering about the event itself. Doesn’t it seem kind of cozy that Mayor Stanton is raising money for the Phoenix Chamber? How many of those sponsors were corporations? What are their interests? I’m sure that under Ed Munson’s leadership the Phoenix Chamber will discontinue its (highly profitable) role in facilitating this relationship between Phoenix Business Leaders, Phoenix Political Leaders and the money that lubricates them. Once the standards that Ed Munson demands of ALEC and its supporters are applied to the Phoenix Chamber of Commerce and its supporters we will see how effective the chamber can be in its new role as a Rotary Club. Or maybe Ed Munson is actually going to continue the practices that he just spent so much air time vilifying. Maybe he is going to try to influence Legislators behind closed doors. Maybe he is going to invite them to expensive lunches. Maybe he’s going push special interest legislation for his members. Or maybe he will just hire the state’s best lobbyists to do those things for him. Maybe it was all BS. Maybe the outrage was all fake. Maybe the folks at Channel 5 just made all that stuff up because it’s sweeps week. Golly, that can’t be right. I can’t be that cynical. I’m sure we will be able to watch Ed Munson’s actions as Chair of the Phoenix Chamber and find out if it was all about the ratings or not. As they say.... Stay Tuned.

I follow up by asking of Jim Crow, violence and voter suppression with a recent Republic Cartoon why they believe the other stories in the paper. in which Steve Benson portrays the Republican Elephant labeled “Voter However there is another category of newspaper misinformation. Arizona Republic: Innocent until Proven Guilty is a Loophole. Wow, check out this outrageous series of statements in a recent Republic Editorial about Tom Horne But the judge said Yavapai County Attorney Sheila Polka failed to provide a “preponderance of evidence” to show that the law had been broken. Now Judge Eigenheer says there’s evidence, but not enough. In other words, the law has a sizable escape clause. If a candidate can create enough smoke to obscure what happened, the law becomes meaningless. Seriously? Is the Republic claiming that lack of evidence is some sort of loophole? The burden mentioned “preponderance of the evidence” is the lowest burden of proof. The judge concluded that prosecutors didn’t even meet the lowest burden--and the Republic calls this an “Escape Clause.”
