1st International EMBRIO Consortium Workshop Future of Marine Biodiversity Research in Indonesia October 8-9, 2015 Bogor Bogor Agricultural University, Indonesia (Host of the Event) A ‘Subject-Related Symposium’ supported by the: 1. Background Tackling the global environmental challenges that threaten Indonesian Marine Biodiversity requires multi-location studies and supra-regional counteractions that can only be achieved through collaborations across political borders. Advanced research technologies are needed for the exploration and utilization of the biotechnological potential represented by Indonesian Marine Biodiversity resources that are often very few in Indonesia. Strategic national and international partnerships are, therefore, of greatest importance for the future development of marine biotechnology and the conservation of marine biodiversity resources in Indonesia. The EMBRIO Initiative strives for an increased transparence of Indonesian Marine Biodiversity Research to potential international partners, this way facilitating collaboration of Indonesian marine scientists with strategic international partners who can complement their expertise and research facilities. EMBRIO aims to become a communication hub between marine researchers of different scientific backgrounds and nationalities. Following the 1 st EMBRIO International Partners Workshop (April 16-17, 2015) collaborative actions were jointly decided upon by representatives of EMBRIO, the IPB Faculty of Fisheries & Marine Sciences (IPB-FPIK), the IPB Center for Coastal Marine Resources Studies (PKSPL), the IPB International Collaboration Office (ICO), and international partners from Germany and New Zealand. The aim is to establish a platform for joining forces in research & education in the field of “Marine Biodiversity Research”. To put these plans into action, the EMBRIO Consortium Workshop “Future of Marine Biodiversity Research in Indonesia” is organized. The Workshop is preceded by the EMBRIO On-Site Field Convention “Coral Reefs in Transition” conducted at Pulau Tunda, Banten Bay and at the Kepulauan Seribu, Jakarta Bay. 2. Scientific Scope The EMBRIO Initiative (‘Enhancing Marine Biodiversity Research in IndOnesia’; http://embrio.ipb.ac.id) integrates expertise of researchers with different scientific perspectives on the topic “Indonesian Marine Biodiversity”. Through establishing a multi- disciplinary research network, EMBRIO promotes joining forces of national and international partners to foster research innovation and to counteract the numerous threats faced by Indonesian marine ecosystems. The EMBRIO Scientific Agenda embraces three tightly interlinked areas of research: 1) Understanding Indonesian Marine Biodiversity 2) Protecting & Rehabilitating Indonesian Marine Biodiversity 3) Sustainable Use of Indonesian Marine Biodiversity The EMBRIO Agenda explicitly includes the Social-Ecological Approaches of Marine Biodiversity Research. To the EMBRIO Consortium Workshop in Bogor on October 8-9, 2015, the participants of the EMBRIO Field Convention (held from October 3-7, 2015) as well as representatives from the Bogor Agricultural University (IPB) and other Indonesian universities, agencies, and organizations are invited. The scientific scope of the event has two focus areas: “Coral Reefs in Transition” (i.e. which is the scientific topic of the EMBRIO Field Convention) and “Tuna Research” (representing another priority field within the EMBRIO Consortium). On October 8th in the morning there is going to be time for individual discussions between the Field Convention participants as well as to individually digest the impressions gained during the field excursions and to prepare for the afternoon sessions. After lunch, the roadmap for future collaborative activities in the area “Coral Reefs in Transition” will be concretized in round-table discussions (see details below). For this, the Field Convention participants are going to be joined by decision-makers, representatives of other Indonesian universities, and further scientists/stakeholders also concerned with the topic. The second workshop day, October 9 th is going to start with a summary of the previous day’s outcomes as a basis for further input and fine-tuning as well as to make sure that all partners agree to the plans for the joint activities. This will then lead over to a discussion on other research areas that may play a prominent role with the future scientific scope of the Consortium on “Enhancing Marine Biodiversity Research in Indonesia” (with a particular focus on “Tuna Research”). While the “Coral Reef on Transition” part of the workshop will officially end on Oct 9 th after the summarizing discussion, the participants of the Field Convention are welcome to participate in the subsequent session. About the Consortium ‘Enhancing Marine Biodiversity Research in IndOnesia’ EMBRIO (‘Enhancing Marine Biodiversity Research in IndOnesia’) is a network initiative launched by the Vice Rector for Research & Collaboration of the Bogor Agricultural University (IPB), Indonesia, to promote scientific innovation based on marine biodiversity resources and to strengthen counteractions against marine biodiversity loss (http://embrio.ipb.ac.id/). While currently EMBRIO is still mainly based at the IPB Faculty of Fisheries & Marine Sciences, the aim of the initiative is to grow into an Indonesia-wide network with strategic international partners and to form a ‘Center of Excellence’ in Indonesian Marine Biodiversity Research. To achieve this aim, “consortium funds” by the Indonesian Ministry for Research & Higher Education (RISTEK-DIKTI) have been recently acquired to establish a strong consortium of Indonesian universities and strategic international partners active in Marine Biodiversity research. The current workshop is the first activity in this context and brings together representatives of the main partner universities involved. 3.     Protection of the Rights of Indigenous Peoples Study of Communal Land In The Management of Oil Palm Plantation in Indonesia By : Firdaus1 I. Preliminary A. Background One century of palm journey2 has demonstrated its role as a contributor to foreign exchange. Riau Provincial Secretariat, noted oil palm plantations in Riau province in 2010 and 2011 has contributed Rp16, 65 trillion from CPO exports of palm oil and its derivatives.3 Palm oil industry contributed to the enhancement of the national economy, employment, improved quality of life of local communities. In addition, palm oil is also a negative impact on society and the environment. Often the respect and protection of the rights of indigenous peoples especially communal land neglected oil palm plantations (PPKS). Palm plantation is a product of forest modernization by the state. Agricultural societies transformed into urban industrial society. Emails: [email protected]; [email protected] Abstract The Memorandum of Understanding (MoU) in Helsinki in 2005, the Government of Aceh agrees to unconditionally accept the Act of Government of Aceh, delivering the principles of special autonomy and ending the 30-years conflict. The Act orders explicitly and implicitly to legislate some bylaws for implementing the norms of autonomy. Despite passing bylaws, both Government of Aceh and Central Government have involved in endless regulation conflict, including land and flag bylaw. This article uses black-letter law approach as research method, focusing on several government official texts, and case law happening during this conflict. Keywords: armed conflict, regulations conflict, land tenure law, flag bylaws, autonomy Introduction This article will briefly critique the implementation of autonomy in Aceh- Indonesia, having a long historical background as a compensation of ending 30 years’ conflict happened during 1975-2005. Despite finishing conflict permanently, the central government tend to create a new conflict called regulation conflict. On one hand, the Government of Aceh legally ordered by Act of Government of Aceh to legislate specific bylaws, on the other hand the central government seemed unwilling to pass those specific bylaws.

Proper planting media and application of growth regulators (PGR) have an important role in the growth and development of plant cuttings roots. The purpose of this study was to determine the effect of planting media types and PGR on the growth of jasmine cuttings. This research was conducted in the experimental garden of the Faculty of Agriculture, Teuku Umar University, in March - May 2019. This study used a completely randomized design (CRD) with a factorial pattern of 3x3 with three replications. The treatment factors studied were (1) the type of planting media consisted of 3 levels namely alluvial soil, sand and husk charcoal, and (2) the type of growth regulator (ZPT) consisted of 3 levels namely control (without zpt), chemical (growtone) and organic (shallot extract). F test results on the analysis of variance showed that the planting medium had a very significant effect on the number of shoots 35 and 45 HST, number of leaves 15, 35 and 45 HST number of roots, root length, percentage of live cuttings. But the planting media had no significant effect on the number of shoots of 15 DAP. Growth regulator substances have a very significant effect on the number of shoots 35 HST, number of leaves 15, 35 and 45 HST, number of roots and root length.

In recent years, both natural and manmade disasters, including haze from forest fires, volcanic eruptions, floods and landslides, have resulted in deaths, destruction of land areas, environmental impacts, and setbacks to the economy. Digital data sources and real-time analysis techniques have the potential to be an integral part of effective disaster management planning and implementation. Among these techniques, the use of image-based data can further enhance knowledge discovery related to this issue. When mined and analysed effectively, imagery data sourced from social media, satellite imagery, and Unmanned Aerial Vehicles (UAVs) can capture valuable ground-level visual insights. This data can be used to inform disaster-related decision-making and improve response efforts. Using 5,400 images related to haze collected from social media, gigabytes of time-series satellite imagery capturing an active volcano pre- and post-eruption from the National Institute of Aeronautics and Space Indonesia (LAPAN) and Google Earth, as well as UAV images of the recent landslides in Garut, West Java, Pulse Lab Jakarta recently invited image mining and Geographic Information System (GIS) enthusiasts to dive into this data. On 13 - 16 November 2016, Pulse Lab Jakarta organized a Research Dive on Image Mining for Disaster Management, hosting 16 researchers from 14 universities across Indonesia. The participants worked in teams to develop analytical tools and generate research insights in four areas.
