37. 2013/2014 REVENUE BUDGET

Mr Kim Collis, County Archivist presented a summary of the Joint Archive Service Revenue Budget for 2013/2014.

Associated staffing and service issues, particularly relating to the expansion of the Education Service, were outlined and discussed.

The County Archivist indicated he would shortly be in discussion with both parent authorities about the refund or use of any budget underspend.

AGREED that the Revenue Budget of 2013/2014 be noted.

38. REPORT OF THE COUNTY ARCHIVIST

Mr Kim Collis, County Archivist reported on the following matters.

39. SERVICE IMPROVEMENT

The County Archivist reported on the progress made on the Foundation Phase educational resource project developed by the Service for teachers in primary schools, and circulated the results of the project, in both DVD and hard copy formats, to Members.

He outlined the planned expansion of the Education Service to Key Stage 3 pupils in 2013/14.

He referred to upcoming centenary commemorations of the death of Alfred Russel Wallace in 1913 and the outbreak of World War I in August 1914, and outlined the plans for the Service to be involved in events associated with both.

The ongoing issue of signage at Swansea Civic Centre and the outcome of recent meetings regarding the matter were discussed.

AGREED The Chairman to send a letter regarding the issue of signage to the Swansea Council Cabinet Member for Culture.

He updated Committee on the insurance valuation recently received relating to the major collections deposited with the Service. He detailed the annual cost of the policy to insure the collections held both on deposit and owned by the Joint Service on behalf of both parent authorities.

He also outlined current negotiations to purchase a major collection from the depositor.

Committee discussed the options for raising the necessary funding.

AGREED that the quoted insurance premium was acceptable and that the Service should henceforth insure its archive collections.

AGREED that the County Archivist should progress and further explore the purchase of the stated collection up to a maximum of the insurance value discussed at the meeting, including all avenues of grant funding to assist with the purchase.

40. SERVICE PERFORMANCE

The County Archivist reported on the statistics for the number of visits to the various service points over the quarter.

41. SERVICE OUTREACH

The County Archivist reported that the funding application to the Heritage Lottery Fund relating for the project ‘Cynefin: Mapping ’ Sense of Place’ had been submitted.

The CyMAL-funded project to develop educational resources with the South Wales Miners’ Museum was outlined, and the potential involvement of the service in the Tate Gallery Archive’s ‘Mining Josef Herman’ project was discussed.

Displays of the ‘Jewish Refugees in South Wales’ and Neath Abbey exhibitions were detailed, as well as the proposals for an exhibition to commemorate the centenary of the outbreak of World War I.

The County Archivist reported on the various meetings and events attended by staff during the quarter.

43. FEES AND CHARGES 2013-2014

The County Archivist detailed the list of revised charges for 2013-2014.

AGREED that the proposed fees and charges for 2013-2014 be approved.

The County Archivist outlined the accessions of archives received by the Service during the last quarter.

Report of the County Archivist West Glamorgan Archives Committee 14 June 2013

The purpose of this report is to outline the work of the Archive Service during the period March 2013 to May 2013

1. Overview

A key part of this report to be noted is the business improvement action plan for 2013-14 which is attached in Appendix 1. Members will also have received a copy of the Annual Report of the County Archivist, which contains a detailed assessment of our annual performance for 2012-13 and should be viewed alongside this review of the last three months. If a hard copy of the annual report has not yet been received, it has also been published online at www.swansea.gov.uk/westglamorganarchives and can be viewed there.

2. Service improvement

The following paragraphs have been linked to the 2013-14 business improvement action plan (BIAP), the full version of which is printed in Appendix 1.

Work is progressing on the development of sessions for Key Stage 3 pupils on the Industrial Revolution and on World War I. A meeting was held with the Head of History at Cefn Hengoed School, Swansea, which will pilot the sessions next academic year (BIAP1). During March, we created a Key Stage 3 session to be delivered at the South Wales Miners Museum based around the life of a miner in .

We are preparing for the re-assessment of the Service against the Investors in People standard, which will take place on 29 July (BIAP5).

A fresh survey of non-users in Swansea is planned for the near future. It is remembered that, when this exercise was last carried out, members

Page 5 expressed the desire that a similar survey should also be undertaken in Neath Port Talbot (BIAP6).

Exterior work to the fabric of the Neath Mechanics Institute has taken place during the quarter. Further damp-proofing work to the basement is planned (BIAP8).

A series of talks introducing people to using the Archives and explaining how to compile a family tree has been organised for the rest of 2013 and the first talks in this series have been given (BIAP11).

3. Service performance

Statistics for March to May 2013

The number of members of public using the Service on-site, March to May 2013, was 2,429 and the total number reached by the Service on and off-site was 2,480.

Number of on-site visits at Swansea, Neath and Port Talbot 2,429 (2,377) (figures in brackets represent the same quarter last year), comprising:

4. Service outreach

Publications

The 2012-13 Annual Report of the County Archivist has been printed and distributed to major depositors, ‘friends of the archives’, schools and selected local politicians. It contains a comprehensive review of the achievements of the past year and provides statistics on our overall annual performance. Almost all of these statistics were compiled and made available at the end of the financial year (which occurred during the last quarter) and members are asked to refer to the annual report for detail on the Service’s performance for 2012-13 to avoid duplication here.

The report has also been published online on the West Glamorgan Archive Service web pages. It is proposed to save around £2,000 per annum in future by publishing the report solely electronically. Members’ views are sought on this.

As is usual at this time of year, members are asked to choose two designs for the Archives Christmas card, one for Swansea and one for Neath Port Talbot.

The preparation of a volume of Bernard Morris’ writings to be published by the Gower Society in collaboration with the Archive Service and the Royal Institution of South Wales is pressing ahead and the launch date has been set for 19 October. As agreed at the December meeting, the Service is helping to provide guarantee against loss for this publication (together with the other two bodies mentioned above).

Exhibitions

The Service was successful in a funding bid to Welsh Government for the creation an exhibition for the centenary of the outbreak of World War I in 2014. This exhibition was detailed in the last quarterly report and discussed at the March meeting.

Education Service

The Service has held sessions for the following schools during the last quarter (statistics of numbers reached as above):

We also held two sessions for Swansea University History undergraduates undertaking the ‘Practice of History’ module.

A pupil of Olchfa School spent a week in March working alongside Archives staff.

A Swansea University postgraduate spent two weeks working on a resources guide for the Swansea Valley. This work was undertaken as part of and funded by Swansea University’s Key Heritage Skills project.

Other outreach work

The Service had stands at several local events during the quarter:

‘The Price of ’, a seminar on coal mining, diseases and disability, Swansea World War One digitisation roadshow,

The County Archivist wrote the foreword to, and spoke at the launch of, the book ‘Those Saturday Nights – The Story of Swansea’s Tower Ballroom’.

Page 7 As part of an all-Wales marketing campaign for archives, the Service ran a competition entitled ‘Tell us your Story’ which ran in both our Swansea and Neath service points. Two local winners were chosen, one from Swansea and one from Neath, from the dozens who had written an account of the interesting things they had found in the archives. Each winner received a small prize, which was funded by the marketing campaign.

On 30 April, I attended the National Library of Wales to appear before a Heritage Lottery Fund assessment panel for the project Cynefin: Mapping Wales’ Sense of Place. This ARCW project, which has been reported on before, encompasses the digitisation of all the 1,091 tithe maps of Wales together with six local projects spread across Wales based around the tithe maps. The result of our funding bid for £486,000 is expected on 20 June.

On 1 May, I took part in a meeting at Gloucestershire Archives of an Archives and Records Association working group which is looking to develop a single archive reader’s ticket for the UK. If this work progresses, the development of a single ticket giving access to archives across the UK will be a considerable achievement.
