Team Europe is now part of the fabric of our external action toolbox” Commissioner Jutta Urpilainen, 15th Feb. 2021 Team Europe consists of the EU, its Member States – including their finance institutions and implementing agencies - as well as the European Investment Bank and the European Bank for Reconstruction and Development. Extensive consultations have been held to make TEIs better: • EU Dev Director-Generals + EDFI Heads (Sep 2020) • Regional Seminars (Nov 2020): 10 reg. meeting, over 1,600 registrations Significant increase of interest by MS+EDFIs • Whole-of-Commission approach: Nov/Dec 2020 meetings with Commision DGs. • Exchanges with European private sector organisations (Nov-Jan). • Exchanges with CSOs: CONCORD meeting (Oct) and Policy Forum on Development (Dec). • 2 global webinars with the UN Resident Coordinators and Country Teams, and WB and IMF representatives (Jan 2021), over 1,800 participants Consultations have refined and reinforced aspects of the TEI approach: • TEIs are designed by co-creation and refined primarily at country level • TEIs design should be taken forward in an inclusive manner with input from partner country Governments, CSOs, private sector, etc. at an early stage • Contributions from Member States/EDFIs to TEIs follow own respective processes: the EU’s financial contribution approved through comitology • Country TEIs and regional TEIs should be mutually reinforcing • Visual identity of Team Europe is the basis for communication on TEIs Team Europe Initiatives Flagships of the Team Europe Approach • Tackle major development bottleneck(s) • Building Back Better at the core • Transformational impact • At least 2 Team Europe members financially involved (incl. EDFIs/PDBs) • Making use of our collective tool box The EU and the MS’ Ministers for Development Cooperation confirmed the Team Europe approach for COVID-19 and beyond in their February letter to all EU Delegations, MS and EU- respective development finance institutions and agencies. CODEV held a rich discussion on TE and TEIs on 4th February welcoming progress. At EU Development Directors-General (EUDGx) meeting of 11 February 2021, Team Europe was discussed operationally across the following priorities in particular: 1. COVAX and vaccine roll-out • Agreement on the need for a Team Europe approach to COVAX, a vaccine sharing mechanism and accompanying investments in strengthening health systems and local production capacity 2. Sustainable finance and Global Recovery Initiative • Calls for bridging finance and development tracks through Team Europe’s role in building back better and a Team Europe approach to IMF relations 3.
