TE and TEIs: State of play and next steps Ms Fiona Ramsey (INTPA) and Mr Rogier Verstraeten (EEAS) 3rd March 2020 “Team Europe may have come about in a moment of crisis. But history teaches us that it often takes moments of crisis to develop innovative solutions. Team Europe is now part of the fabric of our external action toolbox” Commissioner Jutta Urpilainen, 15th Feb. 2021 Team Europe consists of the EU, its Member States – including their finance institutions and implementing agencies - as well as the European Investment Bank and the European Bank for Reconstruction and Development. Extensive consultations have been held to make TEIs better: • EU Dev Director-Generals + EDFI Heads (Sep 2020) • Regional Seminars (Nov 2020): 10 reg. meeting, over 1,600 registrations Significant increase of interest by MS+EDFIs • Whole-of-Commission approach: Nov/Dec 2020 meetings with Commision DGs. • Exchanges with European private sector organisations (Nov-Jan). • Exchanges with CSOs: CONCORD meeting (Oct) and Policy Forum on Development (Dec). • 2 global webinars with the UN Resident Coordinators and Country Teams, and WB and IMF representatives (Jan 2021), over 1,800 participants Consultations have refined and reinforced aspects of the TEI approach: • TEIs are designed by co-creation and refined primarily at country level • TEIs design should be taken forward in an inclusive manner with input from partner country Governments, CSOs, private sector, etc. at an early stage • Contributions from Member States/EDFIs to TEIs follow own respective processes: the EU’s financial contribution approved through comitology • Country TEIs and regional TEIs should be mutually reinforcing • Visual identity of Team Europe is the basis for communication on TEIs Team Europe Initiatives Flagships of the Team Europe Approach • Tackle major development bottleneck(s) • Building Back Better at the core • Transformational impact • At least 2 Team Europe members financially involved (incl. EDFIs/PDBs) • Making use of our collective tool box The EU and the MS’ Ministers for Development Cooperation confirmed the Team Europe approach for COVID-19 and beyond in their February letter to all EU Delegations, MS and EU- respective development finance institutions and agencies. CODEV held a rich discussion on TE and TEIs on 4th February welcoming progress. At EU Development Directors-General (EUDGx) meeting of 11 February 2021, Team Europe was discussed operationally across the following priorities in particular: 1. COVAX and vaccine roll-out • Agreement on the need for a Team Europe approach to COVAX, a vaccine sharing mechanism and accompanying investments in strengthening health systems and local production capacity 2. Sustainable finance and Global Recovery Initiative • Calls for bridging finance and development tracks through Team Europe’s role in building back better and a Team Europe approach to IMF relations 3. Team Europe Initiatives – subject of the following slides State of play and next steps on TEIs: • EUDGx has given broad support to the first 49 TEIs presented: agreement that detailed design work at country level can now be taken forward • The next batch of TEIs to go to next EUDGx (TBC end of April) • A process to consult Member States on the EU regional programming and regional/thematic TEIs to be initiated in March • The Team Europe portal on Technical Assistance being developed by Estonia in collaboration with INTPA should be operational in 2021 • There will be a process to discuss monitoring the results and impacts of TEIs: let us know if this is of interest Working on the 49 selected TEIs at country level: • Heads of Missions/Delegations prepare the next phase of TEIs • Process of co-creation continues • Proposals need to be verified and updated where necessary • Consultations are continued when working on implementation approach, respecting ownership and inclusivity • HQ can provide support to delegations when needed Next steps for TEIs in the Neighbourhood • In the Neighbourhood, TEIs will also be prepared as in the other NDICI regions in line with the Programming Guidelines. • The Neighbourhood timeline for TEIs is linked to the negotiations for the Joint Documents, which frame cooperation with the partner countries. • In the East, proposals for TEIs have been prepared on the ground and a regional seminar to discuss them with MS, their agencies and European Financial Institutions will be organised in March/April. • In the South, proposals for Team Europe Initiative are currently being prepared on the ground and will be submitted to HQ in March/April for discussion in a regional seminar in May/June EEAS.MENA.5 Strategy and Instruments of ENP EC.NEAR.A4 MFF, Programming and Evaluation Of the first 49 TEIs that are moving forward with design and country level validation: • Majority are focused on Green Deal and Growth and Jobs with limited visibility of migration and human development 35 30 25 20 15 10 5 0 GreenDeal STI&Digital Growth&Jobs Migration Gov_Peace&Sec_HumDev EU and EDFI indications of involvement in the first 49 TEIs EU MEMBER STATES FINANCE INSTITUTIONS France 41 Hungary 4 EIB 40 Germany 38 Luxembourg 4 OeEB 33 Spain 25 Austria 3 FMO 26 Netherlands 26 Estonia 2 AFD 24 Italy 17 Czech Republic 1 KfW 17 Sweden 16 Latvia 1 CDP 8 Belgium 11 Malta 1 FinnFund 5 Portugal 9 Lithuania 1 Bio 4 Finland 10 Poland 1 Proparco 2 Ireland 8 EBRD 1 Denmark 5 PARTNER 20 TEAM EUROPE INITIATIVES COUNTRIES 20 Sub-Saharan Africa TEIs Angola Economic Diversification Cameroon Pacte vert et résiliance dans le Septentrion du Cameroun Cape Verde Green Deal Côte d'Ivoire Cacao durable 14 Democratic Alliance verte : un partenariat pour les hommes, la nature et 12 Republic of Congo une économie verte en RDC 10 Djibouti Développer la ville de Djibouti à l’horizon 2027 Gabon Green Economy and Sustainable Jobs 8 Ghana Smart Green and Digital recovery 6 Kenya Green transition 4 Kenya Digitalisation 2 Lesotho Green Deal 0 Madagascar Green Deal -
