Planning Sub Committee Action Plan from 12th July 2021

Action Required By Lead officer Status Enforcement Matters Development of ‘rare breed farm’ at the Ongoing N. Kirby 28 June 2021 - Committee were informed that a response had been received corner of junction Bramfield Road / from East Herts Planning Enforcement. It stated that the agricultural activities North Road on the site are allowed and do not require any planning permission. There are also leisure type activities taking place and community focused work. As this is a live planning enforcement case no further details can be disclosed. A email 15 July 2021 email sent to EHC to note the above and express concern regarding the amount of signage and waste/ debris at the front of the site. Internally illuminated sign at 14th N. Kirby 03 Dec 2020: Town Council have written to request that the light is turned off, Poundstretcher, Maidenhead Street December repaired or replaced with an externally illuminated sign in accordance with the 2020 EHDC retail frontage policy.

Skips at the corner of Wareham’s Lane Ongoing N. Kirby To note it is understood that EHC are aware and investigating. 6 April 2021: It was noted that the number of skips had increased. Committee requested an update for the next meeting from East Herts Council. 4 May 2021: EHC investigating.

Kirby Raised by Committee at the meeting of the 14th December 2020 Maidenhead Street Jan 2020: Of the three listed, only Costa was illuminated on a recent visit by one Councillor. It was noted, if all three remained off this could resolve the issue Investigate the consent for erection of Ongoing N. Kirby Raised by Committee at the meeting of the 6th April 2021 high fence at land adjacent to the Committee were informed that if the fence was under 2m high no permission is quarry, St Mary’s Lane, adjoining Cole required. Green Way. 5th May 2021 Cllr Tarrega checked height and taken photo. Information has been sent to Planning enforcement to investigate.

17 May 2021 Committee expressed general concern regarding this high fence and the excessive excavation that appears to be taking place at rear of Cornerwood, including a loss of trees and damage to neighbouring structures. Planning enforcement have been made aware of these concerns.

Roof gutter at Shire Hall doesn’t work – N. Kirby 1 July 2020 - Officers have contacted HCC Highways to obtain further information regarding the impact of the temporary road closure on traffic and the feedback received from bus companies and traders awaiting response.

REPORT TO A MEETING OF PLANNING SUB COMMITTEE – 26TH JULY 2021

AGENDA ITEM 10 – CONSULTATION ON EAST BENGEO, 20MPH SPEED LIMIT ZONE

1. PURPOSE OF THE REPORT

1.1 To inform the Committee of the proposals by Hertfordshire County Council for a speed limit change in East Bengeo and to consider its response to the public consultation.

2. CONTEXT

2.1 Hertfordshire County Council (HCC) has been investigating a speed limit change in East Bengeo in order to improve the quality of life and road safety within Hertford. The creation of a lower speed limit area can lead to a peaceful and less intimidating environment especially for vulnerable road users. This can allow people to be more confident when walking and cycling in the area.

2.2 HCC propose to implement a 20mph zone in East Bengeo, which is bounded by Wadesmill Road, Bengeo Street and Port Hill (these roads are not included within the 20mph zone and will remain as 30mph limit). The proposal is summarised below, and its extents can be viewed in greater detail in the Appendix 1. There are three main parts to the scheme:

Signage

2.3 As part of a 20mph zone, it is required to install signs at all road entry points to/from the zone. These will be kept to the minimum size and number as permitted by the regulations.

Road Marking

2.4 In accordance with the regulations, periodic 20mph road markings are to be provided within the zone.

Speed Cushions

2.5 Where necessary, there will be speed cushions provided every 100 metres.

2.6 The proposal can be viewed in greater detail on the ITP200016-1 drawing attached. The works are scheduled to commence on site in the 2021/2022 financial year.

2.7 The Committee is asked for comments or observations specific to the outlined proposals for East Bengeo. The Consultation commences online at https://www.hertfordshire.gov.uk/Hertford20mph on 19th July with the closing date for comments being 6 August 2021.
