Summary of Workshop Findings ‘Disability in Namibia: Religious and Cultural Perspectives’ 21st – 23rd April 2021, Roof of Africa Hotel, Windhoek Day 1: Network Meeting Following on from our events in December 2020 (an open, online event) and March 2021 (a workshop for clergy), the networking meeting on 21st April 2021 brought together representatives from various Organisations of Persons with Disabilities (OPDs), the Evangelical Lutheran Church in Namibia (ELCIN), and academics from the University of Namibia and the University of Exeter to discuss the findings of previous workshops, to further reflect on the key issues, and to look ahead to ways forward for promoting inclusive environments for persons with disabilities in communities and congregations. Sign Language interpretation for the meeting was provided by Ms Aune Ashikuti and Ms Helena Nadala. Horizontal Inequalities in Africa: Measurement Issues
Horizontal inequalities in Africa: measurement issues SK Tetteh-Baah, K Harttgen, I Günther Chair of Development Economics ETH Zurich, Switzerland Abstract This study estimates different indicators of horizontal or between-group inequality to track the progress made against inequality of opportunity across 38 African countries between 1990 and 2016. Such progress largely depends on the assumptions held in measuring horizontal inequality [HI]. Previous studies have shown with traditional methods of measurement that HI has been generally falling in Africa. The traditional use of a relative measure of inequality assumes that people are sensitive to relative, not absolute, differences when comparing distributions. The traditional use of plutocratic method of weighting also assumes that majority groups count more than, not equal to, minority groups. Using data from the Demographic and Health Survey program, the study demonstrates that the traditional approach to the measurement of HI embellishes the progress made against unequal opportunities over time, compared to what more egalitarian approaches would suggest. Much of the reduction in horizontal inequalities in educational attainment and wealth in Africa, as shown in previous studies, is being driven by overall growth in living standards, and not necessarily the narrowing of absolute gaps in sub- national regional, ethnic, gender, or religious outcomes over time. However, the study finds falling horizontal inequalities in child non-stunting and child survival, which is robust to the measure of inequality applied, indicating greater equality of opportunity for the new generation of African people. The American Sociologist (2020) 51:148–171 https://doi.org/10.1007/s12108-020-09455-z Colonial Ideology, Colonial Sciences and Colonial Sociology in Belgium Marc Poncelet1 Published online: 9 June 2020 # The Author(s) 2020 Abstract At the turn of the twentieth century, Belgian sociology and Belgian colonialism in Congo developed into a small political and academic elite that shared the same ideological stances. Colonialism played a more significant role. Colonization provided a new stage for emerging disciplines such as geography and sociology – which played their part in creating a brand new Belgo-African ethnology. Despite being a work in progress, sociology (which mainly involved jurists and lawyers) found a key place in the new institutional colonial sciences network. A colonial consensus was reached between Catholic and Liberal elites during the colonial crises and polemics that were also theoretical battles. Colonial sociology aspired to become the encyclopedic ethnol- ogy of the last African Terra incognita, as well as the government’smodernscienceof the indigenous people. Missionaries, colonial magistrates and administrators carried out field research. It gradually generates a significant output on the scale of the social sciences of the time. But it was more closely linked to the institutions of colonial power than to academic institutions. As colonial sociology partially freed itself from the colonial context during the 1950s, under the banner of professional ethnology, on the one hand, and the sociology of development on the other, it had to contend with a dramatic decolonization process. Quite rightly considered colonial sociology but not sociology of colonization, its success can, however, not be summed up in a single ideology. -

Persistence of African Languages and Religions in Latin America Since Slavery
JULACE: Journal of University of Namibia Language Centre Volume 3, No. 1, 2018 (ISSN 2026-8297) Persistence of African languages and religions in Latin America since slavery Ndapewa Fenny Nakanyete University of Namibia Abstract This paper examines the presence of African languages and spiritual practices of Candomblé, Santería and Vodou religions in Brazil, Cuba and Haiti respectively. The three religions are known to have been originated by African slaves that were mostly captured in- and transferred from West and Central Africa to Latin America. Currently, the three religions are not only followed by African descendants, but also by people of various ethnic backgrounds worldwide. Thus, people flock to the three countries regularly to be initiated into this African-based religions and cultures. On the other hand, similar spiritual practices on the African continent seem to be generally stigmatized if not demonized. Findings presented in this paper are as a result of direct observations and open interviews over a four months of fieldwork, as well as desktop reviews of existing literature. The findings demonstrate etymologies of terms and expressions that are of various African languages origin and are used in the three religions. The paper calls for integral comparative studies of parts in Africa with parts of Latin America to auxiliary identify linguistic and spirituality similarities, and significance roles of African slaves in maintaining African traditions. November 2011 A commentary on the September 2011 Eritrea Operational Guidance Note This commentary identifies what the ‘Still Human Still Here’ coalition considers to be the main inconsistencies and omissions between the currently available country of origin information (COI) and case law on Eritrea and the conclusions reached in the September 2011 Eritrea Operational Guidance Note (OGN), issued by the UK Border Agency. Where we believe inconsistencies have been identified, the relevant section of the OGN is highlighted in blue. An index of full sources of the COI referred to in this commentary is also provided at the end of the document. This commentary is a guide for legal practitioners and decision-makers in respect of the relevant COI, by reference to the sections of the Operational Guidance Note on Eritrea issued in September 2011. (ii) SDMMARY The subject is the social structure of a southern Somali community of about six thousand people, the Geledi, in the pre-colonial period; and. the manner in which it has reacted to colonial and other modern influences. Part A deals with the pre-colonial situation. Section 1 deals with the historical background up to the nineteenth century, first giving the general geographic and ethnographic setting, to show what elements went to the making of this community, and then giving the Geledj's own account of their history and movement up to that time. Section 2 deals with the structure of the society during the nineteenth century. Successive chapters deal with the basic units and categories into which this community divided both itself and the others with which it was in contact; with their material culture; with economic life; with slavery, which is shown to have been at the foundation of the social order; with the political and legal structure; and with the conduct of war. The chapter on the examines the politico-religious office of the Sheikh or Sultan as the focal point of the community, and how under successive occupants of this position, the Geledi became the dominant power in this part of Somalia. Part B deals with colonial and post-colonial influences. After an outline of the history of Somalia since 1889, with special reference to Geledi, the changes in society brought about by those events are (iii) described. -

Foto Guido Gryseels,director general of the RMCA 2 · INTRODUCTION Introduction Guido Gryseels Director general of the RMCA 2019 was the first full year for the museum since it reopened its doors. If the interest demonstrated by the public was any indication, we can say with no hesitation that the year was marked by success. We surpassed the expected number of visitors by a comfortable margin, and the press made mention of AfricaMuseum all throughout the year. Nonetheless, it was a year for evaluat- ing and adapting, be it for technical matters or museological purposes, or in terms of the con- tent or the activities that we offered the public. The renovation, which took over 10 years, always kept in mind a continuous process of dialogue and investigation in terms of content, and this continued to be the guiding principle for this first year since the reopening. The range of reactions, with some saying we went too far and others not far enough, pushes us to revisit and reassess our choices. There was intense debate surrounding the issue of restitution for African cultural heritage both in Belgium and around the world. Moreover, the past year obliged us to reckon with our limits, both financially and in terms of our human resources. These past ten years, the federal government has pursued a policy of bud- getary prudence, forcing AfricaMuseum to make considerable budget cuts in terms of operations and staff. In concrete terms, in the past decade, the number of RMCA personnel went from 280 employees in 2009 to 208 in late 2019 – a 25% reduction in staff size.
