Tr Newyreve.Pdf T R A F F I C R E G U L A T I O N S ----------------------------------------------------------------- No.TP/50 Dated : 27.12.2011 Whereas it is necessary for preventing danger, obstruction or inconvenience to the public in connection with the `NewNew Year's Eve on 31.12.2011 and Kalpataru Utsav at Dakshineswar on 01.01.201201.01.2012, I, Ranjit Kumar Pachnanda, Commissioner of Police, Kolkata, in exercise of powers vested in me under Section 115, 117, 122 and 126 M V Act, 1988 and Section 62, 62(1b) of Calcutta Police Act./ 39, 39(1b) of Calcutta Suburban Police Act read with Rule No. 85, 86, 87, 88 and 93 of Rules for the Regulations of Traffic in Kolkata and its suburbs and under sub-section(1) of Section 4 of the West Bengal Traffic Regulations Act, 1965 (W B Act XV of 1965) read with Govt. of West Bengal Home (Transport) Department Order No. 7605-WT, dated the 20th July, 1965 and Govt. of West Bengal Transport Department Notification No. 3363-WT / 3M- 34/99, dated the 29th April, 1999, do hereby order that all classes of vehicles and all kinds of traffic including pedestrian traffic to the following areas and all the following thoroughfares or portions thereof shall be regulated in the manner prescribed below notwithstanding any other orders in force on 31.12.2011 and 01.01.2012. I) A) Movement of heavy and medium goods vehicles (except those bound for Posta Market via Vidya Sagar Setu from 13.00 hrs. to 16.00 hrs. and for Kolkata Dock System, through out the day) will be restricted and / or regulated within the city of Kolkata from 16.00 hrs. to 23.00 hrs. on 31.12.2011 and again from 04.00 hrs. to 21.00 hrs. on 01.01.2012. B) If required, goods vehicles along AJC Bose Road in between Moulali and Harish Mukherjee Road may be diverted via CIT Road, Surhawardy Avenue, Syed Amir Ali Avenue, Ballygunge Phari, Hazra Road, Ashutosh Mukherjee Road, Sambhunath Pandit Street, Harish Mukherjee Road towards South and J L Nehru both bound via M G Road, Strand Road from 23.00 hrs. on 31.12.2011 to 02.00 hrs. on 01.01.2012. C) Light motor vehicles meant for carrying goods will be restricted from moving northwards beyond B T Road and Dum Dum Road intersection and Cossipore Road and Khagen Chatterjee Road intersection on 01.01.2012 between 04.00 hrs and 16.00 hrs. Light motor vehicles carrying goods and medium goods vehicles and heavy goods vehicles with a full laden height not exceeding 10' & 11' can move towards Jessore Road, via Dum Dum Road and Belgachia Road respectively on 01.01.2012. These vehicles will however find entry, if North 24-Parganas Police relaxes restrictions on B T Road or Cossipore Road and Gopal Lal Thakur Road from 14.00 hrs. to 16.00 hrs. on 01.01.2012. 2) No goods vehicles will be allowed to move towards Maidan from the following road intersection from 16.00 hrs. on 31.12.2011 to 02.00 hrs. on 01.01.2012. (a) AJC Bose Road & Chowringhee Road crossing (towards north). (b) AJC Bose Rd & Harish Mukherjee Rd & Cathedral Road crossing (towards north). (c) AJC Bose Road & Hospital Road (West) crossing (towards north). (d) AJC Bose Road & Khidderpore Road crossing (towards Khidderpore Rd). (e) Vidya Sagar Setu Ramp bound for Khidderpore Road. (f) Strand Road & Gosthapal Sarani crossing (towards East). (g) Strand Road & Auckland Road crossing (towards East). (i) Red Road & Mayo Road crossing. (j) Mayo Road & Dufferin Road crossing. (k) Cathedral Road & Queens Way crossing. (l) Chowringhee Road & Shakespeare Sarani crossing. (m) Esplanade crossing (towards South). (n) Govt. Place East & Esplanade Row East crossing (towards South). (o) Govt. Place East & R R Avenue crossing (towards South). Instead, they will be allowed to move along A J C Bose Road, St. Geroges Gate Road, Strand Road and onwards. 3) Vehicular traffic will be regulated in the following manner from 13.00 hrs. on 31.12.2011 to 02.00 hrs. on 01.01.2012 or as and when considered necessary by the traffic police on duty. (a) Park Street shall be `ONE WAY' from West to East and Shakespeare Sarani will be East to West between J L Nehru Road and AJC Bose Road. (b) Ho-Chi-Minh Sarani shall be `ONE WAY' from West to East. 1 (c) Little Russel Street shall be `ONE WAY' from SouthSouth to North from 20.00 hrs onwards. (d) Russel Street shall be ‘ONE WAY’ from North to South from 20.00 hrs onwards. (e) Middleton Street shall be ‘ONE WAY’ from East to West between Camac Street and J L Nehru Road from 20.00 hrs onwards. (f) Camac Street shall be ‘ONE WAY’ from North to South between Park Street and Theater Road. (g) No Vehicles shall be allowed to park on Park Street between Jawaharlal Nehru Road and Camac Street. 4) Parking will be allowed on the following roads / streets in the manner mentioned below : a) On the Both sides along Russel Street - Parallel to kerb. b) On the Western side along Mirza Ghalib Street (Free School Street) between Park Street / Royd and Marquise Street -Parallel to kerb. c) On the Western side along Wood Street and Rafi Ahmed Kidwai Road (Wellesley Street) between Royd Street and Shakespeare Sarani - Parallel to kerb. 5) The following roads shall be made `ONE WAY' as and when necessary by the police on duty: 1) Royd Street between Rafi Ahmed Kidwai Road (Wellesley Street) and Mirza Ghalib Street (Free School Street) from West to East. 2) Mirza Ghalib Street (Free School Street) between Park Street and S N Banerjee Road from North to South. 3) Middleton Row - entry will be allowed from Park Street only. No vehicles shall be allowed to enter Middleton Row from Camac Street. 4) R A Kidwai Road shall be ‘ONE WAY’ from South to North between Park Street and Lenin Sarani crossing. 5) Wood Street shall be one way from south to north 6) No vehicles will be allowed to park on the following roads / streets from 16.00 hrs. on 31.12.2011 to 02.00 hrs. on 01.01.2012 or as and when considered necessary by the traffic police on duty. a) Along Park Street between J L Nehru Road and Camac Street. b) Along Mirza Ghalib Street (Free School Street) between Park Street and Marquise Street - Eastern side. c) Along Wood Street and R A Kidwai Road between Shakespeare Sarani and Royd Street - Eastern side. e) Along Outram Street - Western side. f) Camac Street - Western side (Shakespeare Sarani & A J C Bose Road and both sides in between Park Street and Theatre Road). g) Middleton Row entire stretch. 7) A) Vehicular traffic may also be regulated at and around the following places on 31.12.2011 and 01.01.2012 and when considered necessary by the police on duty. (a) Museum, (b) Victoria Memorial, (c) Birla Planetarium, (d) Alipore Zoo, (e) Pareshnath Temple, (f) Kali Temple at Kalighat, (g) Thanthania Kali Bari, (h) New Market Sector on Lindsey Street, (i) Birla Mandir on A T Chowdhury Avenue (j) Millennium Park. B) 1) No heavy or medium goods vehicles will be allowed to move towards north along B T Road and Cossipore Road from 04.00 hrs. to 21.00 hrs. on 01.01.2012, instead they will take Vidya Sagar Setu. 8) No heavy or medium goods vehicles will be allowed to move towards north from the following road intersections from 04.00 hrs. to 21.00 hrs. on 01.01.2012. a) Rabindra Sarani & K K Tagore Street crossing. b) Vivekananda Road & C R Avenue crossing. c) Grey Street & B K Paul Avenue crossing. d) Manicktala crossing. e) Rabindra Sarani & B K Paul Avenue crossing. 2 f) Grey Street & Raja Dinendra Street crossing. g) Gallif Street & Bidhan Sarani crossing. h) Beliaghata Road & A J C Bose Road crossing. i) Strand Road & K K Tagore Street crossing. j) B T Road & Raja Manindra Road crossing. k) B T Road & Dum Dum Road crossing. l) B T Road & Kashinath Dutta Road crossing. m) Cossipore Road & Khagen Chatterjee Road crossing. n) Khirod Bidya Binod Avenue & Galiff Street crossing. o) C R Avenue & New CIT Road crossing. p) Vivekananda Road & Raja Dinendra Street. q) C R Avenue and M G Road crossing. r) M G Road and Rabindra Sarani crossing. 9) Strand Road between Mahatma Gandhi Road & Hastings crossing will be made both ways for goods vehicles from 13.00 hrs. to 16.00 hrs. on 01.01.2012. 10) a) Goods vehicles from C.B.D. area will be diverted along Jadulal Mullick Road, Kalakar Street, Mahatma Gandhi Road, Strand Road towards south from 13.00 hrs. to 16.00 hrs. on 01.01.2012. These vehicles will take Vidya Sagar Setu. b) No medium goods vehicles will be allowed to move further east towards Paroma from Gabinda Khatik and Park Circus connector. They shall be diverted along D C Dey Road, Palmar Bazar, Lorry Road, Beliaghata Road, then towards south along A J C Bose Road from 13.00 hrs. to 16.00 hrs. on 01.01.2012. c) Goods vehicles from Bantala/Tiljala areas will be diverted along E M Bye Pass towards south, then move along Rash Behari / Prince Anwar Shah Connector, Prince Anwar Shah Road, Tollygunge Circular Road (which will be both ways for goods traffic), Diamond Harbour Road, K P crossing, Hastings crossing, AJC Bose Road towards Vidya Sagar Setu.
