At this point, he radioed in that they had passed mile marker 82, the vehicle wasn’t stopping and speeds were topping 115 mph. Hankinson allegedly slammed on his breaks in attempt to get the trooper to crash and threw a object out the driver’s side window. A Platte County deputy joined the pursuit at approxi- mately mile marker 91. The two continued to pursue Hankinson at speeds between 109 and 126 mph. The deputy was unable to keep up, but the trooper contin- ued to chase the Subaru follow- ing close behind as he left I-25 at exit 94, passed a truck on the right at the bottom of the exit ramp and re-entered I-25 at 90 mph, almost losing control at one point. He allegedly threw another item out the window at mile marker 103 and continued to drive erratically around other vehicles, again leaving I-25 at mile marker 111 at 100 mph, then re-entering the highway, never once slowing down, ac- cording to the affidavit. Another WHP trooper joined the chase at approximately mile marker 113. Hankinson alleg- edly threw a black flashlight out the window toward the trooper’s car. A third trooper joined the pursuit at mile marker 117, driv- ing in front of the vehicle in an attempt to get him to slow down. Hankinson allegedly got up close to the back of this trooper’s car, swerved and passed him on the right, cutting him off, while throwing another item out the window, records state. Douglas law enforcement of- ficers were called in at this point to try to help stop the vehicle. They laid down spike strips at the Platte River Deck Bridge south of milepost 126, but were unsuc- cessful in stopping the vehicle because Hankinson kept chang- ing lanes erratically. Deputies blocked the south Douglas exit ramp, finally catching the right tire with another set of spikes at mile post 136, records state. Hankinson went past this set and continued northbound on I-25 for approximately one to three miles, eventually crossing the median after going out of control and colliding with other officer’s vehicles, according to Sheriff Clint Becker. He then continued southbound on I-25, passed the exit ramp and turned off of the shoulder past the 135 Page A-4 I Glenrock Independent I Thursday, January 5, 2017

Page A-4 I Glenrock Independent I Thursday, January 5, 2017 Perspective What you need to know about building permits

The town recognizes that most property owners are not aware that building permits are required for most work performed on their property. In an effort to help educate the public, the Glenrock Community Develop- ment Department will be writing a series of articles pertaining to permits, contractors and construction. The Community Development Department hopes to ease citizens who have voiced concern regarding unlicensed contrac- tors performing work within the town and without pulling the required permits. Did you know that through the Build- ing Code Effectiveness Grading Schedule (BCEGS®) program, ISO assesses the build- ing codes in effect in individual communities and how those communities enforce their building codes. The assessments place special emphasis on mitigation of losses from natural hazards. The concept is simple: municipalities with well-enforced, up-to-date codes should demonstrate better loss experience, and in- surance rates can reflect that. The prospect of lessening catastrophe-related damage and ultimately lowering insurance costs provides an incentive for communities to enforce their building codes rigorously — especially as they relate to windstorm and earthquake damage.
