PLP 2020-21 Darbhanga DARBHANGA DISTRICT MAP 5 PLP 2020-21 Darbhanga 6 PLP 2020-21 Darbhanga DISTRICT PROFILE Darbhanga district in Bihar is located in North East region at 160 feet above sea level and is latitude. The district is surrounded by Madhubani in North, Samastipur in South, Saharsa in East and Muzaffarpur in West. The distict is having its historic Mithila culture and traditions. The four major rivers flowing through the district are Bagmati, Kosi, Kamla and Tilyuga The district is having total area of 2279 sq km has 03 sub-divisions with 18 blocks and 1277 villages. The total population of the district is 39.37 lakhs with 90.26 % being rural population. The scheduled cast and scheduled tribe population constitute 15.55 % and 0.03 % respectively. The density of population is 1728 person per sq. km. The district falls under Middle Gangetic Plains - North East Alluvial (Zone-4) agro climatic region. The soil of the district is alluvial. The average rainfall of the district varies from 760 to 1175 mm. The major crops of the district are Paddy, Wheat, Maize, Potato, Pulses, etc. The other major economic activities of the district are Makhana cultivation, Fisheries, Plantation & Horticulture, etc. The district is major producer/supplier of Mango and Makhana. The per capita GDP of Darbhanga district at current prices (2010-11) is 10809, which is below the state average of 13404. The per capita income of the district at current prices (1999-2000) is 2970. The gross sown area in the district is 198415 ha of which net sown area is 161093 ha. The cropping intensity is 123%. Approx 66% farmers are small & marginal farmers and agricultural labourers. Predominant economic activity:-The economy of the district is dominated by agricultural activities and the main crops grown are Makhana, paddy, wheat, maize, pulses, oilseeds and vegetables. Major horticulture crops grown in the district are mango, guava, litchi, mentha etc. Apart from agriculture, Dairy, Goatery and Fishery are also the sources of livelihood for the rural people. Other than agriculture, Mithila Painting (Madhubani Painting) is also a source livelihood of many rural women. Emerging Economic Activity:- Cultivation of medicinal plants is one of the emerging economic activity in the district. Panchayati Raj Institutions (PRIs) Structure of PRI System in the district PRI has a three-tier Panchayat system with Gram Panchayats at the village level, Panchayat Samiti at the intermediate (block) level and Zila Parishad at the district level. Additionally, there is a Gram Sabha, which is the basic unit in the Panchayati Raj mechanism. There are 324 Panchayat and 18 Panchayat Samiti. Developmental Schemes under Implementation through PRI There are various developmental Schemes of the Govt., which are being implemented through PRIs in all the Blocks of the district like Indira Awaas Yojana, Mahatma Gandhi Rural Employment Guarantee Scheme, NRLM, Special component Scheme etc. The Gram Sabhas are very active in implementation of Health, Education, PWD, and Road schemes. Major Programmes being implemented by NABARD The major programmes being implemented by NABARD in the district are Self Help Group, Programmes, Rural Infrastructure Development etc. 7 PLP 2020-21 Darbhanga 8 PLP 2020-21 Darbhanga BANKING PROFILE Banking Profile:- There are 30 banks operating in the district which include 20 Commercial Banks, 8 Private Banks, 01 RRB, 01 BStCB. The DCCB has been closed w.e.f 18th July 2003. The total no of branches of all banks stood at 241. Central Bank of India is the lead bank of the district. There are 330 PACS in the district. The growth in deposits of banks in the district as on 31 March 2019 over 31 March 2018 was 7.88%, while growth in credit was 11.15%. CD ratio of the district stood at 33.40% as at the end of 2018-19. Further, NABARD has also taken initiative to increase agriculture production, scheme for provision of credit to tenant farmers and oral lessees through JLG and KCC scheme. The total loans disbursed during 2018-19 stood at 202893 lakh for the priority sector as on 31 March 2019. The share of agriculture, MSME and other priority sector was 59.87%, 30.65% and 9.48% of the total credit of the district. The major sectors where the district has good potential of credit absorption are Crop loan, Water Resources, Farm Mechanisation, Fisheries, Dairy and Storage, etc. Accordingly, the Potential linked Credit Plan (PLP) for the year 2020-21 has been prepared with a total credit projection of 291158.45 lakh for the total priority sector projecting a growth of 5.50% over the projections for the year 2019-20. (ii) CD Ratio CD Ratio of district is very low. The CD ratio was 32.56% as on 31 March 2018 which further increased to 33.40 as on 31 March 2019. (iii) Crop insurance As decided by Govt. of Bihar, Crop Insurance under PMFBY is not being done in Bihar State. Fasal Sahayata Yojana has been introduced from the Kharif season 2018-19 in the district. (iv) Rural Self Employment Training Institute has been set up by the lead bank viz Central Bank of India during 2010-11. During 2018-19, the institute has conducted 27 training programmes and 751 unemployed youths were trained in different disciplines. (v)Financial Inclusion - Financial inclusion is the process of ensuring access to appropriate financial products and services needed by vulnerable groups such as weaker sections and low- income groups at an affordable cost in a fair and transparent manner by mainstream institutional players. The prime objective is the availability of banking services to the entire population without discrimination. The main objective of Financial Inclusion Programme is to provide facility of deposit, credit, remittance, micro pension and insurance etc. Inspite of all the efforts of banks and other financial institutions only 80.53% of households in Darbhanga district have access to banking as on 31 March 2019. However, with the introduction of PMJDY, PMJSY, PMJJY and APY, which include incentive to the banks, the pace of financial inclusion has increased in the district. For implementation of financial inclusion programme one fund viz., Financial Inclusion Fund (FIF) has been setup with NABARD. 9 PLP 2020-21 Darbhanga Coverage :- Darbhanga district has 1188 villages which are covered by the bank branches / BCs / BFs. The position is reviewed in the DLCC / DLRC meetings. Status of RuPay KCC Card :- All commercial banks and Gramin Bank are now issuing RuPay KCC cards. As on 31 March 2019 the total number of RuPay Cards activated was 151057. FLCs :- UBGB has set up one FLC in Benipur with financial support from NABARD. A Financial Literacy Centre has also been set up by the CBI and is functioning in the premises of RSETI. NABARD has provided a grant assistance 0f of 25 lakh to Central Bank of India for establishment of 05 Centres for Financial Literacy. PMJDY, PMJJY, PMJSY, & APY :- GoI has launched Pradhan Mantri Jan Dhan Yojna (PMJDY) on 28 August 2014 with a goal to bring all households on banking platform by opening of accounts. All banks in the district are working in a mission mode to open SBBD A/C. The Lead bank, NABARD and the district administration are extending the necessary support in this regard. As on March 2019, the total number of accounts opened under PMJDY in the district is 193259. Pradhan Mantri Suraksha Bima Yojna (PMSBY), Pradhan Mantri Jivan Jyoti Bima Yojna (PMJJBY) and Atal Pention Yojna (APY) are being implemented in the District. As on 31 March 2019 the number of enrollments under PMSBY, PMJJBY & APY were 90399, 42072 & 17022 respectively. MUDRA Yojna has also been launched in the district. As on 31 March 2019 total number of loans sanctioned under MUDRA was 942 involving loan amount of 1357.00 lakh. 10 .
