Lycoming County Comprehensive Plan Update (2018) 0 COUNTY OF LYCOMING RESOLUTIONNO. 2018-18 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF LYCOMING IN THE COMMONWEALTH OF PENNSYLVANIA ADOPTING THE 2018 LYCOMING COUNTY COMPREHENSIVE PLAN UPDATE WHEREAS, the Lycoming County Planning Commission serves as the official planning agency for Lycoming County; and WHEREAS, Pennsylvania Municipalities Planning Code (Act of 1968, P.L. 805, No. 247, as reenacted and amended) empowers counties, boroughs and townships of the first and second class, individually or jointly, to plan for their development and govern the same by zoning, subdivision and land development ordinances; and WHEREAS, the Lycoming County Board of Commissioners has provided staff support, from the Department of Planning and Community Development, to the Lycoming County Comprehensive Planning effort; and WHEREAS, three Rural Area Planning Advisory Teams (PATs) were organized to encourage participation and community input from the areas of the County not included in the multi-municipal plans process; and WHEREAS, the Rural Area PAT's conducted nine (9) meetings to help the County develop an understanding of the most pressing issues relevant to the rural areas of Lycoming County; and WHEREAS, the Lycoming County Planning Commission served as advisors and helped oversee the preparation of the 2018 County Comprehensive Plan Update, as required by the MPC; and WHEREAS, the Lycoming County Planning Commission undertook a public involvement process by conducting Focus Group Meetings to gain insights on existing conditions and issues concerning the functional planning areas of Community Development; Community Facilities & Infrastructure; Transportation and Mobility; Economic Development; Natural Resources; Public Safety; Agriculture & Forestry; Heritage, Culture, & the Arts; and Youth Engagement; and Countywide Comprehensive Plan Acknowledgements 2018 COUNTY COMPREHENSIVE PLAN UPDATE Acknowledgements Lycoming County Planning Commission (LCPC) Christopher Keiser, Chairman Jim Dunn, Member Carl R. The planning process ran simultaneous with the update of six multi-municipal comprehensive plans that were also facilitated by our staff. Those six plans were all adopted and published by December 2017. This plan takes into account knowledge gained from those 26 urbanized municipalities as well as the remaining rural areas of the County. This plan is an update to the 2006 County Comprehensive Plan which remains in force. The 2018 Lycoming County Comprehensive Plan Update; Lycoming 2030: Plan the Possible, focuses on validating the issues and concerns from the previous plan, identifying the root of the problems identified and finding solutions. The process did not spend a lot of time on visioning or developing goals and objectives since that was a significant effort undertaken during the 2006 process. However, the utilization of the 2006 and 2018 plans in concert with each other will provide a tremendous benefit and advantage to the County and its communities. Extraordinary community outreach was a principle mission of creating this plan. A full range of community outreach types and techniques were embodied during this plan process from public meetings and events around the County to meetings with stakeholder groups and visits to all the school districts and colleges in the County, to interviews, surveys, focus groups and municipal summits. We took as many steps as possible to engage the public in order to learn what is happening in our County rather than primarily relying on updating data. We used this input to help set priorities and validate the greatest concerns and opportunities facing Lycoming County at this time. The plan emphasizes what implications may occur if the issues are not addressed and it identifies a manageable number of strategic implementable projects, programs, and initiatives that can address those issues in the next ten years and beyond. To that end, the 2018 Comprehensive Plan Update was developed under the following principles, defined by PA DCED’s “Creating an Implementable Comprehensive Plan” guidance: 1. Focus the plan on real and relevant issues 2. Organize the plan the way local officials and citizens think 3. Devise practical and workable recommendations 4. Recruit partners and create capacity to implement the plan 5. Get local ownership of the plan and commitment to implement This plan is intended to be used as a roadmap for future County investments and a tool to attract outside investment throughout the County. The ideas and recommendations identified herein cannot be carried out single-handedly; the County will undoubtedly need the partnership, support, buy-in, and expertise of many far and wide to accomplish these great things and make long-lasting impacts on our economy and quality of life.     CHAPTER FOUR EXISTING TRANSPORTATION SYSTEM INVENTORY WITH NEEDS ASSESSMENT ANALYSIS This Chapter of the WATS Long Range Transportation Plan provides a description of the existing multi-modal transportation system in Lycoming County encompassing highways and bridges, public transportation, airports, railroads and bike / pedestrian facilities. There are no waterway or inland ports located in the County. An inventory of current transportation assets by transportation mode will be provided, including a current physical condition and operational performance needs assessment. This data driven inventory and assessment is important to properly address transportation asset management needs and to improve operational performance of the overall system in terms of public safety, security, efficiency and cost effective movement of people and goods. HIGHWAY SYSTEM Highway Designations / Classification System According to the PennDOT Bureau of Planning and Research, there are 1,995.18 linear miles of publicly owned roadways throughout Lycoming County. PennDOT owns 716.59 linear miles, (35%) of public roadways in Lycoming County. In addition, there are 1,258.86 miles, (63%) of locally-owned roadways owned by 52 different local municipalities included on the PennDOT Liquid Fuels System. Other agencies own the remainder of roads in the County. Lycoming County government only owns two roads which are County Farm Road at the Lysock View county complex housing the Department of Public Safety (911 center), Pre- Release and county farm and an entrance road to the White Deer Recreation Complex. There are federal designations and classifications established for highway systems in the nation as noted in the following sections. Road Functional Classification System The Federal Highway Administration, PennDOT and Metropolitan & Rural Planning Organizations cooperatively establish and update maps that delineate various road classifications which group roadways into a hierarchy based on the type of highway service provided.

These sites are part of a larger landscape of river, hills, plains, and waterways that are meaningful to the history and present-day lives of people who claim American Indian descent, especially from the Susquehannock Indians. Keyhole structures have been identified at 11 sites in the West and North Branches of the Susquehanna River Valley. The feature type likely originated in the West Branch Valley from which it spread to the north, south, and east. Their main period of use was during the latter portion of the Late Woodland period, between approximately 1230 and 1670 A.D.

"Keeping goods and services moving across Pennsylvania’s more than 5,000 miles of freight track is vital to the state’s economy," said Governor Wolf. “These investments in our rail infrastructure will continue to support business development and create new jobs throughout the state." "Advancing rail freight projects will preserve, improve, and create additional services for the industries and customers," Secretary Richards said. "Governor Wolf and I are committed to ensuring economic competitiveness, improving safety, and strengthening the multimodal transportation system." Following is a list of the 27 approved rail freight projects with the state share: Allegheny County: Leetsdale Industrial Corporation -- $400,000 to construct approximately 0.5 miles of storage tracks to increase rail car capacity and efciencies. Allegheny and Washington counties: Allegheny Valley Railroad -- $1.9 million to rehabilitate approximately 34 miles of track on the W&P subdivision by raising, lining, and resurfacing the track.   • The Location of Susquehannock Fort
    THE LOCATION OF SUSQUE- HANNOCK FORT. It is no exaggeration to state that there was no point within the present bounds of Pennsylvania before Penn's arrival of equal importance to that of Susquehannock Fort, and yet for al- most two centuries its location has been a mooted question. Among the other confusions concerning it have been that it was confused with what were more recently known as the frontier forts, forts which had been built along the frontier settlements of Pennsylvania by Europeans, the first of which were built about (1) 1723. Susquehannock Fort was a fortified Indian village of the tribe of Indians which were in possession of a large portion of the eastern section of Pennsylvania. They were known by the English as Susquehannocks, by the Dutch and Swedes as Minquas, by (2) the French Canadians as An- dastas or Gandastogues. That tribe was in possession of this territory when Captain John Smith explored the Chesapeake Bay in 1606, and they remained in possession of it until 1675, when they were conquered by the Senecas, a tribe of the Iroquois or Five Nations of New York, who, after that period, claimed this territory, taking the greater portion of what remained of the Susquehannocks cap- tive, and, as was the Iroquois custom, 1—Col. Records, Vol. 3, p. 271. 2—Md. Hist. Soc. Fund Pub. No. 15, p . 117; note 46. divided them among several of their towns in what is now New York State, giving them Iroquois wives and virtually making them Iroquois. The words and music to this popular Christmas carol were composed by John Henry Hopkins Jr. in 1857, and they have been in- cluded in Methodist hymnals since 1935. Geographically, we begin at Christ Epis- copal Church at Fourth and Mulberry Streets in Williamsport, where Hopkins served as pastor for 11 years -- from 1876 to 1887. Born in Pittsburgh, this son of an Episcopal bishop worked as a reporter and studied law at the University of Vermont before entering General Theological Seminary in New York City.
