In particular, I would like to thank Mr Terry Jessop. The Author Antony Green is an Election Analyst with ABC-Television, and has worked for the ABC on every state and federal election coverage since 1989. He also writes regularly on electoral matter for the Sydney Morning Herald. Antony studied at Sydney University, obtaining a Bachelor of Science in mathematics and computing, and a Bachelor of Economics with Honours in politics. Antony has prepared numerous publications for the Parliamentary Library on election, redistributions and other electoral matters. NSW Legislative Council Election 2003 Introduction This paper contains a summary of results for the election of 21 members to the New South Wales Legislative Council. The 2003 election was the first conducted under changes to the electoral system that made it virtually impossible for parties to engage in preference deals. While the new voting system retained the ‘above
