1. Introduction

World Family of Radio Maria Africa is a non-governmental organization born in Tanzania on the 30th of October 2008, registered under the Non-Governmental Organizations Act n.24 of 2002. Registration number: 00002617

These are the Vision and the Mission:

Vision To have in Africa an excellent level of communication in order to be capable to spread peace, love, brotherhood and all those values that make all peoples of the continent as one family.

Mission To support radio broadcasting activities in Africa with the purpose of developing skills, technology and professionalism for an integral development of the human being.

World Family of Radio Maria Africa NGO (WF Africa) is an organization that works for the advancement of communications in Africa, providing a wide range of services to radios, especially in capacities building, preparation and diffusion of programs which aims at spreading human values like peace, love and solidarity, networking with civil society organizations, private and public companies for improving the world of communication in Africa.

WF Africa, in collaboration with its world-wide partner World Family of Radio Maria, cooperates in particular with Radios Maria in Africa in order to help them become a remarkable and transformative instrument in the broadcasting sector in Africa.

WF Africa follows criteria of transparency in managing funds which are received in form of donations. To grant the highest level of accountability and transparency towards its stakeholders every year World Family of Radio Maria Africa’s financial statemens are submitted to an audit and certification by an indipendent company. Even for the year 2016 the auditing firm was Claritas International, which for the third consecutive year gave its unquilified opinion. During the year 2016 WF Africa received a total of 2,375,389,000 TZS, and spent 2,666,314,000 TZS, the opening balance of the year being 639,964,000 TZS. 91% of the available amount was used for the projects and activities carried out, while only 9% was used for the running costs of the organization.

During the course of 2016 an important event occurred. In March a continental conference was organized in Kigali, Rwanda, inviting rapresentatives of all partners. It was attended by 43 people from 21 African countries and it marked an important benchmark in the development of our partners because the discussed topics covered the way in which radios can increase their sustainability. This is in fact one of the main concerns of partners and some of them are already in

a reamarkable situation. Associations with which WF Africa started working many years ago such as the ones in Tanzania, in Togo, in Rwanda and Burundi are already in position to cover the totality of their running costs through the fruits of their own fund raising activities. Other partners are about to join this group, and we assist them to develop their strategies to increase their local donations.

They were elected during the General Assembly held in Dar es Salaam on 19th of September 2015 for three years. As Board Members they are volunteers and they don’t receive any allowances for seating in this organ, not even during the Board meetings.

3. Employees and Collaborators

During the year one guard, Mr Lu Lucas Yohana Mapunda, resigned and he was substituted by Mr Fadhili Saidi Machaku. All these staff members are in Tanzania, working in WF Africa headquarter in Ursino St, Dar es Salaam. However our collaborators are resident outside Tanzania and work in specific projects in different African countries.

To plan the training activities and design the courses offered WF Africa formed a special committee composed of five members, two directly involved in WF Africa, and three as representatives of the partners. This committee called FARM meets physically on annual basis and via teleconference when needed. They don’t receive any allowance for their participation to such committee, but they do it for their spirit of volunteerism and participation to the mission of the organization.

4. 1 Radio Frequency Technical Support

Objective of this project is to widen networks and improve technical skills of local technicians who grant professional use and maintenance of radio equipment. Partners of this project are World Family of Radio Maria and SISTEL in Italy, and beneficiaries 21 radios in Africa. WF Africa carries out three main activities: • Provision of satellite service • Technical assistance and maintenance of transmitting stations • Laboratory for testing equipment and training technicians A total of 9 radios (Burundi, Congo DR, Malawi, Mozambique, Sierra Leone, two in Tanzania, Togo, Uganda) use a satellite link provided by WF Africa through IGP, a company based in USA which runs the geostatic satellite SES-4 (a 22°W). Through this service and the use of down link devices, those radios have the possibility to reach a wider number of listeners especially in rural areas. In Dar es Salaam the radio frequency laboratory is at the service of no-profit radios which need their equipment repaired.

Results: • 9 radios provided with satellite service. • 21 transmission stations in proper function. • 6 radios are granted full technical support by WF Africa technical team, others on demand.

4.2 Network renovation for minority groups inclusion (Togo)

Radio Maria Togo, established in 1997, has the headquarter in the capital city Lomé and 3 substations in Kpalimé, Dapaong and Kara. The substations produce programs in local languages. The purpose of having different substations using different languages is to be closer to different ethnic groups with different languages. Through the substations, the listeners have the possibility to receive information and knowledge in their own local language but also to be integrated in a national communication media, and as a consequence with the rest of the population in the country.

In 2016 the network was enriched with a new broadcasting station in Sotouboua. This station picks the signal via satellite connection from the main station in Lomé, the capital city of Togo. Results: • New broadcasting station in Sotouboua • Technical staff trained

4.3 Realization of new broadcasting station in Cameroun and national network

In cooperation with World Family of Radio Maria Onlus (Italy), the Episcopal Conference of Cameroun and Université Catholique d’Afrique Centrale this project aims at constituting a which will cover most of the country. The first phase of the project, completed in 2014, saw the opening of a small station in Yaoundé, in connection with another existing station in Edea. They are the first 2 steps in a network of stations which will serve different ethnic groups in Cameroun, each one with its own language. The second phase will see the construction of a national headquarter in the capital city, to which other stations and point of transmissions will be connected. In 2016 the new building that will host the station was completed and the new studio equipment was purchased. It will be installed during the course of 2017.

Results: • Radio operating in Yaoundé from a temporary studio • Construction of the new headquarter started

4.4 Peace Journalism. Training Journalists to Contribute to Spread Peace Through Media

In cooperation with Archbishop James University College in Songea, a constituent of St. Augustine University Tanzania (SAUT), Faculty of Journalism and Mass Communication and Radio Maria Tanzania, we activated seminaries in Peace Journalism, a course specifically designed to train journalists to spread peace through media. In fact media can play key role in disseminating positive and constructive values and in the conflicts resolution process in society. It is a three years project (2015-2017) which intent to form 45 students. The second year saw the participation of 20 students. The course is composed of both front classes and practical work. In particular students produced in 2016 radio programs aired by Radio Maria Tanzania weekly, a newspaper, and a video documentary about conflicts about land ownership in Songea district. The students activated a Youtube Channel called Peace TV Songea, where they upload their video works.

Results in 2016: • 20 students formed,

4.5 Antennas of Peace (DRC)

In the Democratic Republic of Congo, WF Africa continued her cooperation with Association of Radio Maria Congo DR in order to expand her network as requested by many in the country. In fact the same Association has already it stations in Kinshasa, Kananga and Bukavu. Such configuration is due to the presence of several languages in the country. Representatives of other regions requested the presence of the same radio as a sign of unification and integration of a population spread in a very huge country. Such areas are Lubumbashi, Kisangani, Matadi, Bandundu, Goma, Mbandaka. The local Association has already obtained from the national communication authority (Autorité de Régulation de la Poste et des Télécomunications du Congo ) the necessary licenses to operate in those areas. WF Africa intends to support such development with provision of technical equipment, professional training and coaching. At the end of the project the radio will broadcast in 9 regions covering approximately 20 million people, which will be able to listen to programs aimed at boosting peace, human promotion and civic education. In the year 2016 the substation in Goma started being operative not only on air with educational programs, but also on the field as already groups of volunteers were formed to implement activities in communities. Results in 2016: • Goma substation started operations • 3 journalists, 1 administrator, 1 promoter and 2 technicians trained

4.6 Communicating Peace to Make Peace in Côte d’Ivoire

This objective of this project is to boost peace in a country which experienced a recent civil war. An integrated set of activities both on air and on the field are to be implemented to let listeners know about themes like reconciliation, human and civil rights, justice, protection of the vulnerable, equity. Our partner is Association of Radio Maria Côte d’Ivoire, which established a no-profit radio in Yamoussoukro in 2011. Their team was formed to work in this project involving especially the youths. WF Africa provided some technical equipment to improve the quality of the sound in particular during programs done on the field. In 2016 a new station was planned in Man, in the mountainous West region of the country, and the equipment was purchased. Its activation is planned in 2017 Results in 2016: • 168 hours programs about human rights, in particular in favour of women and children • Planned station in Man. Purchased equipment.

4.7 Expansion of a Broadcasting Network in Kenya

This project in collaboration with Association of Radio Maria Kenya and Diocese of Nyeri aims at expanding Radio Maria network to cover Nyeri Diocese, as per request by its Bishop. The project consists in installing a new station in that city with both a studio and a transmission point. Diocese of Nyeri gave the use of a building to establish the new sub studio of Radio Maria Kenya. Our contribution is in technical equipment, installation and training. The new station was activated during the course of 2016. Result in 2016: • Start up new station in Nyeri

4.8 Education is Healthy. Programs for health and sanitation to prevent and overcome Ebola (Sierra Leone)

Sierra Leone is one of the countries in which Ebola virus provoked the highest number of cases (14.122) and deaths (3.955). Radio Maria Sierra Leone played an important role both in information and education in a period in which people were invited not to leave their homes. Thus the radio was one of the means to receive news and information on how to behave during the outbreak. In particular Radio Maria Sierra Leone assisted the teams in charge of burying deceased people to avoid spreading the virus, by providing relevant information for their work. With this project WF Africa intends to assist the local partner in continuing the educational work both by providing technical equipment and financial assistance. In fact as the economy of the country was affected by the outbreak, even the radio itself needed contribution to keep on broadcasting. In 2016 WF Africa assisted with some technical equipment for expansion in Kenema where a new broadcasting station was installed and technicians were trained for its maintenance. Results in 2016: • Installation of new broadcasting station in Kenema • 2 technicians trained.

5 New Project started in 2016

5.1 Marriage and Family in Africa. Radio Programs to promote family in African Francophone countries.

This project is in collaboration with John Paul II Institute for Studies about Marriage and Family in Cotonou, Benin. It aims at producing radio programs produced by the students of the institute which will be available to a variety of radios in Africa interested in broadcasting them. Family is an essential aspect of the African culture which unfortunately is endangered by a fast developing society which risks to undermine the relationship at the basic of most communities. From a Christian perspective the students will share their knowledge with listeners of 13 radios from 13 countries in Africa. The project consist is a training workshop to teach students how to prepare and produce educational radio programs and the installation of a small recording studio at the institute in Cotonou. From such studio the programs will be recorded and/or broadcasted live by Radio Maria Togo and availed via internet to several radios that have already shown interest. Reults in 2016: 42 people were trained.

5.2 Local culture and development: a project for the social and cultural education of the rural population of Koupela (Burkina Faso)

The project sees use of local culture as a value for the community to develop health-care behaviors, economic development-oriented and solidarity-based behavior for both personal and balanced social growth. The activities envisaged for this purpose are: • Composition of poems and songs by children and young people, whose purpose is to make listeners aware of their resources in the country, promoting their use for the benefit of the community. • Local tales and legends in Moore language, accompanied by traditional music, to promote the values of the community-oriented tradition • Hygiene education activities for the prevention of infectious diseases such as cholera, malaria and Ebola and sexually transmitted diseases • Awareness of the rights of people with disabilities for their inclusion in society (schooling, marriages, job search support) • Agri-food education to overcome the hunger problem, with programs geared to developing knowledge and farm capacity of family scale. Results in 2016: programs about each of the mentioned issues have been broadcasted in Radio Maria Burkina Faso.

5.3 A New Broadcasting Experience in Bata (Guinea Equatorial)

This project aimed at activating a new station of under Radio Maria Guinea Equatorial. Since the main station is in the capital city in Malabo which is an island, a substation will be installed in Bata the main city on the continent. The new studio was identified and a new broadcasting equipment installed

Results: • Radio Maria Guinea Equatorial Substation installed in Bata • Trained technical staff

5.4 Renovation of Broadcasting Network (Indonesia)

Radio Maria Indonesia asked for assistance in renovating part of the network, therefore WF Africa contributed by providing technical equipment for the broadcasting tower. WF Africa’s action is in respect of the permanent collaboration between this organization and the wider World Family of Radio Maria Onlus which works all over the world with a similar mission as WF Africa. Result: n.1 broadcasting station of Radio Maria Indonesia renovated and restored.

5.6 Peace on Air in Burundi

After the political disorder that occurred in Burundi in 2015 and a lot of Burundians fled their country, WF Africa and Radio Maria Burundi started this project to give hope to the population by broadcasting educational programs aimed at educating about peace. Because of such situation the radio could not raises the funds for the planned network expansion therefore asked WF Africa for help. WF Africa helped install two broadcasting stations in Kaberenge and Mutumba. The radio broadcasts educational programs where large space is dedicated to peace and non- violence talks, also in respect of and in line with the Sustainable Development Goal 4.7 of Agenda 2030 of the United Nation. Results: Kaberenge and Mutumba covered by Radio Maria Burundi signal

5.7 Ways of Education to Rural Population in Central and Eastern Provinces in Zambia

Zambia is a country where 60% of people live in the countryside and most households rely on agriculture and traditional economy. Association of Radio Maria Zambia, starting from Chipata in the Eastern province, requested assistance to expand their signal to cover more areas. In particular the project aims at unifying Lusaka with Chipata with a set of broadcasting stations along the way between the two cities and then moving towards north including Kabwe in the network. Such network is used by several organizations and Ngos to educate Zambians in several aspects of life: from agriculture to human rights, from gender balance to children education, from sustainable development to culture and health related topics. During the year 2016 the plan and purchases for expansion were done. The installations are furcated in 2017. Results: Plans realized and Equipment purchased for four broadcasting stations in the Eastern Province

5.8 Promotion of Cultural and Social Heritage of Communities in Remote Areas (Philippines)

Association of Radio Maria Philippines requested WF Africa’s assistance to expand their network to . WF Africa contributed with equipment for one broadcasting station, which was installed during the course of the year 2016 under the supervision of qualified local technicians. Results: • New broadcasting station in Olongapo

5.9 Communication for Peace: Increasing opportunities to build peace in Rwanda

In a country that has known ethnic genocide, this project aims to promote peace through the building of family and community relationships based on mutual respect, civil coexistence, and economic solidarity. There are four main areas of intervention: • The family as a place where one learns respect for the person, solidarity and mutual help in local communities. • Culture with the rediscovery and adoption of positive values of local traditional society and the encounter with modernity and technology, and the participation of citizens in "good governance". The composition and dissemination of radio dramas for the re-elaboration of trauma due to violence. • economic development in particular for rural communities from a livelihood economy to a production economy for the local market. • Spiritual and psychological support to overcome the trauma of the violence experienced. WF Africa contributes to this project with technical support to reach more listeners in the north of the country, in particular in the district of Byumba. Results: • Installation of the broadcasting station in Byumba • 216 hours of programs related to this project • 765 traumatized people attended services offered by a local partner through the collaboration with RM Rwanda • 3696 farmers were involved in the activities of the project.

5.10 Radio Mbiu. A Community Radio Station in Kagera, Tanzania

In cooperation with Diocese of Bukoba and Amani Broadcasting Company Ltd, WF Africa has planned the installation of a community radio in Bukoba aimed at education and development. After the Tanzanian Communication and Regulatory Authority issued a construction permit works for implementation started for renovating rooms which will host the studio at Bunena mission and for installing the tower at Kizuru hill. The radio will be operating in 2017.

5.11 Peace for the Nation, Development for the Population. A project for communication and integral formation in the southern part of Mozambique

This project is in collaboration with Association of Radio Maria Mozambique and World Family of Radio Maria Onlus (Italy) and aims at optimizing the service that Radio Maria Mozambique renders to her listeners. In fact after the previous project with this beneficiary association focused on the capacity building for the journalists, this new collaboration is oriented to improve the technical aspects of the broadcasting. Radio Maria Mozambique has seven points of transmission following the coast from Maputo going north up to Vilanculos in the Inhambane region. This project aims at renovating the networks replacing no functioning equipment with new one in order to grant a quality signal to the listeners. As the radio offers a variety of educational programs and for many Mozambicans it is the only source of information and formation, it is vital that the network is efficient and at the state of the art. Also the headquarter and the studio needed renovation and relocation. In fact from one of Maputo’s surrounding towns (Matola) the studio in 2016 was moved to the city. This is going to improve participation of volunteers to the programs and the activities of the radio, which now is very well connected with public transport and not far from the main Universities campus, where most of the volunteers come from. Results in 2016: • Main studio moved to city center • 3 broadcasting stations were renovated

6. Other activities

Besides the project described above, WF Africa is involved in activities which intend to raise awareness on topics of particular interest for no-profit media world and provide knowledge and skills to personnel and volunteers engaged in radios in Africa. Also in 2015 WF Africa continued to train people and to disseminate knowledge both by direct meetings with partners and by constant communication and remote contacts with them.

6.1 African Continental Conference

On 16 th and 17 st March 2016 WF Africa organized a Conference with all her partners. Representatives of 20 organizations in Africa came from 16 African countries. The Conference, in its second edition was held in Kigali, Rwanda and participants were 43 to discuss methods of fund raising and strategies to become financially self-sufficient.

All those initiatives were in the spirit of volunteerism to empower members of Tanzanian organizations to improve their life and the life of their beneficiaries.

7. Finances sources and main expenses

WF Africa main donor is World Family of Radio Maria Onlus in Italy. The two organizations share the same vision and mission, and they are partners in many activities that have radio as object of development in Africa. In 2016 also a foundation from Spain ( Fundación Amigos de Radio Maria ) and an the German section of Aid to Church in Need International sent donation to contribute to some of our projects. In particular AIC International contributed to the project based in Benin (Marriage and Family in Africa. Radio Programs to promote family in African Francophone countries) During 2016 WF Africa received donations from WFRM Onlus for 630,307.37 USD, from Fundación Amigos de Radio María 428,212.86 USD, from ACN International 6,348.86 USD while local collections in Tanzania were 9,029.67 USD.

On the side of the expenses the WF Africa spent for projects and activities a total amount of 1,094,229.47 USD, which constitute 91% of the total expenses. 111,194.75 USD was spent for the organization running costs, which corresponds to 9% of the total budget.
