Introduction 1.1 Description of the Local Authority Area The borough of Tonbridge and Malling lies in the heart of Kent and is an area of variety and historical interest. The borough is dotted with numerous picturesque villages including West Malling, East Malling, Ightham, Offham, Trottiscliffe, Aylesford and Shipbourne. The River Medway flows in a north easterly direction through Tonbridge and the Medway Gap in the North Downs. Industry and commerce are concentrated around Tonbridge, Aylesford, Ditton, Larkfield and Snodland. Mineral extraction has been carried out in the area for many years. Paper and packaging mills, distribution, general and light industry and many small businesses make up the industrial scene. The borough is a popular area for office location and high tech development, particularly at Kings Hill business and residential community. The borough is well served with roads and there are two main railway lines to London and the Channel ports. The main source of air pollution in the borough is road traffic emissions from major roads, notably the M20, M26, M2, A20, A21, A25, A26, A227, A228 and A229. The Council has declared six Air Quality Management Areas (AQMA)1 in relation to road traffic emissions of nitrogen oxides (NO2) and one area (M20 corridor) for particulates (PM10). These six AQMAs are considered within this Air Quality Action Plan. These areas include: Tonbridge and Malling AQMA 1: M20 AQMA (NO2 and PM10) Tonbridge and Malling AQMA 2: Ditton AQMA (NO2) Tonbridge and Malling AQMA 3: Tonbridge High Street AQMA (NO2) Tonbridge and Malling AQMA 4: Wateringbury AQMA (NO2) Tonbridge and Malling AQMA 5: Aylesford AQMA (NO2) Tonbridge and Malling AQMA 6: Larkfield AQMA (NO2). Other pollution sources, including commercial, industrial and domestic sources, also make a contribution to background pollution concentrations. 1.2 Legislative Background Part IV of the Environment Act 1995 places a statutory duty on local authorities to periodically review and assess the air quality within their area, as part of a process known as Local Air Quality Management (LAQM). The air quality objectives that apply to LAQM are defined in the Air Quality Regulations 20002 and Air Quality (England) (Amendment) Regulations 20023 for seven pollutants of concern to health: benzene, 1,3-butadiene, carbon monoxide, lead, nitrogen dioxide, sulphur dioxide, particulates - PM10. This Action Plan focuses on two of those pollutants included in Air Quality Regulations for the purpose of LAQM, that have been identified as key polluting sources affecting air quality within the Council’s administrative area: nitrogen dioxide (NO2) and fine particulates (PM10). Where the results of the review and assessment process highlight that problems in the attainment of health-based objectives for air quality will arise, the authority is required to declare an Air Quality Management Area (AQMA). Section 84 of the Environment Act 1995 imposes duties on a local authority with respect to AQMAs. The local authority must carry out a further assessment and draw up an action plan specifying the measures to be implemented within the AQMA, and the time-scale for doing so, to move towards attainment of the air quality

If you are in need of support, or if you wish to volunteer, please contact Liz Simpson. Trudy writes: After many years of resisting 20mph Schemes, KCC is now favouring them on the large scale used in many towns and cities. So I have used £3,500 of my Councillors Community Fund for KCC to prepare a scheme for consultation to cover East and West Malling and Larkfield. The idea is that all residential roads should have a 20 mph limit, marked only by road signs and markings on the road surface. KCC say the main through routes of Winterfield Lane, Clare Lane, Mill Street and New Road (between the King and Queen and Beech Road) could also be restricted to 20 mph. However they suggest added features such as ramps, flashing signs or chicanes would be needed, for which funding would have to be found. Consultation on a 30mph limit for New Road between Beech Road and A20 is expected soon. So, all estate roads in Bradbourne Park, Clare Park, Stepstile, and Winterfield estates would have 20mph limits. The northern/adopted end of Blacklands, Middle Mill, Stickens Lane,Upper Mill, Cottenham Close , Vigor Close, Church Walk, The Trudy has given £1,750 to the East Malling Grange, Rocks Close, Gillett’s Lane and Four Acres Community Centre from her Councillors would also be covered by 20 mph restrictions.

    FINAL SITE ASSESSMENT: CALL FOR SITES SLAA SITE REF SITE NAME PARISH/SETTLEMENT 358 North of Kings Hill East Malling and Larkfield/Kings Hill/West Malling Site Description A large site to the north of Kings Hill comprising farmland and orchards bounded by hedges and shelter belts of taller trees. There are two small clusters of existing properties at Broadwater Farm and New Barns which are surrounded by, but excluded from the submitted site. The site is criss-crossed by a network of narrow country lanes. It slopes upwards towards Kings Hill which occupies an elevated plateau visible from Well Street. The overall site is divided into two parcels by the A228. Surrounding Uses This site is surrounded by open countryside in the main, although parts of this large site abut residential areas including Kings Hill and St Leonards Street. Current/Previous Use: Agriculture, paddock or forestry Type of Site: Greenfield Gross Site Area (ha): 160.37 SUITABILITY In terms of access to services, this site is in a sustainable location and is adjacent to the built-up confines of Kings Hill. There are areas of Ancient Woodland on site and some TPOs, however there are no other high level constraints. Parts of the New Barns and Broadwater Farm Conservation Area and Mill Street Conservation Area fall within the site. The west of the site also lies adjacent to the West Malling Conservation Area. There are a number of Grade 1 Listed Buildings along St. Leonards Street to the north of the site. Regard should be had to the potenital impact on the surrounding heritage assets and their setting.

The rolling sides of the valley support large arable fields in the east, while sweeps of parkland belonging to Godmersham Park and Chilham Castle cover most of the western slopes. On either side of the valley, dense woodland dominate the skyline and a number of substantial shaws and plantations on the lower slopes reflect the importance of game cover in this area. On the valley bottom, the river is picked out in places by waterside alders and occasional willows. The railway line is obscured for much of its length by trees. STOUR VALLEY Chilham lies within the larger character area of the Stour Valley within the Kent Downs AONB. The Great Stour is the most easterly of the three rivers cutting through the Downs. Like the Darent and the Medway, it too provided an early access route into the heart of Kent and formed an ancient focus for settlement. Today the Stour Valley is highly valued for the quality of its landscape, especially by the considerable numbers of walkers who follow the Stour Valley Walk or the North Downs Way National Trail. Despite its proximity to both Canterbury and Ashford, the Stour Valley retains a strong rural identity. Enclosed by steep scarps on both sides, with dense woodlands on the upper slopes, the valley is dominated by intensively farmed arable fields interspersed by broad sweeps of mature parkland. Unusually, there are no electricity pylons cluttering the views across the valley. North of Bilting, the river flows through a narrow, pastoral floodplain, dotted with trees such as willow and alder and drained by small ditches.
