Introduction The Workshop in Democratic Leadership skills was part of an on-going comprehensive program in civic education in Romania sponsored by the International Foundation for Electoral Systems through a grant from the U. S. Agency for International Develop­ ment. The workshop was presented as the first public project of a year-long IFES civic education program to be conducted through­ out Romania . • The workshop was designed to present basic skills of demo­ cratic leadership to a select group of Romanian leaders. It is hoped that the participants will also serve as a key resource base to assist in the development of future IFES-Ied civic education programs. Although the original plan was to identify fifteen leaders to participate in a five-day, comprehensive workshop, a decision was made to open the workshop to a large number of interested persons from diverse organizations and interest groups to show that IFES programs were indeed non-partisan and "open to all." • 2 This was a particularly sensitive point in that the national elections were scheduled to take place in less than 30 days. Naturally, this led to a larger number of participants (124 on the first day), greater awareness of the need for such training throughout more communities, and more news coverage through television, newspapers, and periodicals. The tradeoff was that the workshop could not be as comprehensive and as individually­ directed as originally planned, but the overall positive impact was much greater than expected. II. Participants The workshop was conducted by: Mr. Terry Holcomb, Workshop Leader • Dr. Juliana Geran Pilon, IFES Director of Programs Mr. Obie L. Moore, IFES Project Director in Bucharest The participants included labor leaders, teachers, clerics, business people, academics, human rights activists, political party officials, artists, journalists, and political activists. They represented a wide variety of Romanian organizations and provided a unique cross-section of Romanian leaders. (A list of participants is included in the appendix). The diversity of background, experiences, and loyalties 3 among the participants permitted a unique advantage that allowed ... the workshop leaders to draw on the broad experiences of the participants which aided the learning and training process. Unavoidably, the disadvantage was that, at least at the be- ginning, the participants felt very unsure of each other and that they had little in common. Many were undoubtedly suspicious of each other. It must be kept in mind that these participants had been afforded few, if any, opportunities in the past to have associations with persons from such diverse organizations. Therefore a major objective of the workshop was to bring such a diverse group together to give them an opportunity over five days, to get to know each other, to break down historic inter- personal barriers, to identify common denominators among them, to engage in behavior that builds trust and to achieve a common ... sense of democratic purpose. III. Workshop Materials A short text, Leadership in a Democratic Society by Terry Holcomb, hereinafter, "Leadership text", was prepared under the auspices of IFES and translated into Romanian. A set of short readings and clippings from several textbooks and journals (in English) was also prepared as a resource to use with the text. Multiple copies were made and distributed to all participants. These materials are included in the appendix. In addition, 100 ... 4 copies (in Romanian) of the U.S. Information Agency publication, "What is Democracy?", were distributed to the participants. IV. Workshop Procedures To accommodate the large number of participants, the five­ day workshop was broken into three parts: Part I: Introduction to the Concepts of Democratic Leadership Monday, 11 AM to 4 PM Lecture with demonstrations and questions from audience Participants: 124 Part II: Workshop in Specific Skills of Democratic Leadership • Tuesday, Wednesday, Thursday, 11 AM to 4 PM Group discussions and exercises to practice leadership concepts Participants: 47 Part III: Consultation on Specific Problems Friday, 9 AM to 7:30 PM, one-on-one meetings with 17 participants discussing specific concerns of their organizations The Monday session was the most difficult day of the week . • 5 Because of the large number of participants and the need to cover basic concepts, interaction with participants was limited. The • session was also affected by the huge auditorium, the stifling heat, the awkwardness of earphones used for simultaneous transla­ tion, and, most importantly, the unavoidable first-day distrust and uncertainty felt among participants attending such a work­ shop. Terry Holcomb covered the basic concepts of group decision­ making such as: definition of a democratic leader, taking respon­ sibility, building consensus, tolerance, ethics, and dedication to group goals. This instruction utilized the first exercise from the Leadership Text that asks participants to differentiate between the behavior of an autocratic leader and a democratic leader. This enabled the participants to focus on specific • behaviors that express the democratic concepts under discussion. After a break, participants were asked to think of an effective leader that they had known and dealt with personally and to identify the qualities possessed by that individual. Participants were asked to reflect on these qualities and to be prepared to discuss them later in the workshop. From microphones stationed in the audience, the participants asked numerous questions and made comments. For example, one in­ dividual pointed out that Romanians often confuse leadership • 6 strength with the ability to "talk loud and pound the table." The workshop instructors identified persons and situations that demonstrated "strength of character" and "strength under pres­ sure" and offered examples of behavior that would be useful in a democratic society. considerable discussion was given to the need for a leader to take responsibility for group action, to shoulder blame, and to give credit. Participants expressed concern that Romanians remain inclined to respond to behavioral methods typically employed by autocratic leaders. At the conclusion of the Monday session, participants were invited to join the three-day workshop that would feature group exercises and interpersonal activities to practice the leadership skills discussed that day. The session was adjourned and all • participants were invited to attend a reception hosted by the Museum of National History held in the main plaza of the museum. This reception afforded a unique opportunity for participants to informally meet each other and for the IFES workshop coordinators to obtain feedback from the participants. On Tuesday forty-seven people joined the three-day workshop that was held in a medium-size room around a set of tables arranged to encourage free discussion. As opposed to the first day in which basic concepts were presented, Tuesday was devoted to Romanians describing openly to the group what they felt was needed" from their leaders. Each individual was asked to respond • 7 to the simple question: "What are the essential characteristics of leadership?" (This was a follow-up to the question presented • at the Monday session discussed above). Not all participants felt comfortable speaking before the group; however, about thirty offered their thoughts. Many of the comments on Tuesday led to discussion and the development of key issues, to be considered in more detail later in the week, such as: (1) Can leadership qualities be taught, or are they in-born traits? (2) Should leaders function as repre­ sentatives of groups or as executives who carry out plans? (3) Should leaders be generalists or specialists? (4) Why does power lead to corruption, and how can this process be prevented? and (5) How can the flow of accurate information be improved? • The primary purpose of the interactive exercises on Tuesday was to develop a sense of what traits Romanians felt were vital to effective leadership. For the previous two years, she taught in the Political Science Department at St. Mary’s College of Maryland. From January 1991 to October 2002, she was first Director of Programs, Vice President for Programs, and finally Senior Advisor for Civil Society at the International Foundation for Election Systems (IFES), after three years at the National Forum Foundation, a non-profit institution that focused on foreign policy issues - now part of Freedom House - where she was first Executive Director and then Vice President. At NFF, she assisted in creating a network of several hundred young political activists in Eastern Europe and the former Soviet Union. For the past thirteen years she has also taught at Johns Hopkins University, the Institute of World Politics, George Washington University, and the Institute of World Politics. From 1981 to 1988, she was a Senior Policy Analyst at the Heritage Foundation, writing on the United Nations, Soviet active measures, terrorism, East-West trade, and other international issues. In 1991, she received an Earhart Foundation fellowship for her second book, The Bloody Flag: Post-Communist Nationalism in Eastern Europe -- Spotlight on Romania, published by Transaction, Rutgers University Press. Her autobiographical book Notes From the Other Side of Night was published by Regnery/Gateway, Inc. in 1979, and translated into Romanian in 1993, where it was published by Editura de Vest. This network includes all the "big names" of internationalcrime, from Robert Vesco and Bernie Cornfeld of the Investors Overseas Services (lOS) swindle and Tibor Rosenbaum's Banque du Credit International, through Meyer Lansky's Resorts International and Permindex, the organization behind the assassination of John F. Kennedy. As EIR has previously documented, these criminal networks interface directly with the major banking centers in Switzerland, London, and New York, and collaborate on a regular basis with the Soviet Union's massive "underworld" activities. A major component of the Democratic Party-organized crime nexus is the Anti-Defamation League of B 'Nai B'Rith. Ostensibly established to protect Jews from anti-Semitism, the ADL actually serves as a cover for organized crime. Between the years 1971 and 1976 alone, several leading ADL officials and ADL­ affiliated institutions have been brought before state and federal authorities for crimes of embezzlement and related offenses involving in aggregate over $150 million.

    MASS MEDIA IN ROMANIA IN 2014 - 2015 „In Romania, it is a challenge to save journalism, not the publications” (Alexandru Lăzescu, Revista 22) 1. Foreword The current study presents synthetically both the issues the media and the journalists have to cope with and the possible solutions, as seen by the Romanian media community. The study is based on over one hundred interviews with managers, editors, journalists in the local and mainstream media conducted by the team of the Center for Independent Journalism (CIJ) from October 2014 to April 2015: 120 hours of interviews with journalists in 21 cities - Bistrița, Târgu Mureș, Cluj, Botoșani, Iași, Focșani, Buzău, Galați, Slobozia, Alexandria, Timișoara, Arad, Oradea, Satu Mare, Zalău, Alba Iulia, Brașov, Sibiu, Deva, București și Petroșani. Some of the statements in the report are anonimous as the interviewees wanted to protect their position in the newsroom or on the market. In January 2016 the analysis was updated so as to include the main trends throughout the previous year. We added information collected in our daily work, following dialogues with media experts and journalists. The current analysis is not precise, quantitative, and exhaustive. We actually believe that such an analysis is almost impossible and would soon become obsolete, when it comes to such a dynamic environment, hardly analysed scientifically. The present report is a scan of the grassroots media issues. The interviews and the analysis are part of the program Stengthening the Convention of Media Organizations, coordinated by CIJ and implemented in partnership with Centras. The project aims to enhance the capacity of journalists’ professional organizations to support the moral and legal interests of the media community and of the public alike, on a market badly affected by economic problems and low trust in the media.

The euphoric attitude and the solidarity that marked the very beginnings moments of a free press slowly faded away. They were in the end replaced by the fights for getting and maintaining the control over the resources offered by mass media: economical status, political power and social prestige. In fact, one group has monopolized the economic resources, the access to centres of political decision and the channels of distribution of the professionally legitimating discourse.The study brings forward the mechanisms used by a group of journalists to get economical and professional control. In other words, the study shows how the star journalist becomes the media moguls.     S TSS Vol 2 / Issue 2 16 Studies of Transition States and Societies Coming to Terms with the Communist Past in Romania: An Analysis of the Political and Media Discourse Concerning the Tismăneanu Report Alina Hogea* Abstract This paper looks at the public debates about the communist past, as triggered by the final report on the communist dictatorship in Romania (the Tismăneanu report) and its presidential endorsement in December 2006. The paper employs narrative and discourse analysis to examine the political reactions to the official condemnation of communism, as well as its reflection in several Romanian newspapers. The Tismăneanu report was meant to be a ‘redressive ritual’ that would provide closure to a traumatic past by retrospectively denouncing the meaning of communism, but instead it generated more public debates and political turmoil. This indicates that the contorted path taken by Romania to confront its communist past is not a finished process yet, but rather represents a dynamic field in which social ac- tors are fighting over which events and actors in the past should be collectively remembered, and espe- cially how they have to be represented in the collective memory of post-communist Romania.1 Keywords: collective memory, communism, Romania, politics, media discourse Introduction More than twenty years after the fall of communism in Eastern Europe, Romania is still struggling with its communist past. Introduction In 2007 the population of Bulgaria was of 7 322 000 and after the count in 2011 a small increase is visible - 7 351 234. At the census made in Bulgaria in 2001, from the total of 7 928 901 persons, 10 566 persons declared their origin as “Vlachs” and 1 088 persons declared that they are “Romanians”. At the previous census (1992) “Vlachs” were only 5 158 persons (Aromanians included) and Romanians 21 491 persons. The in force Constitution of Bulgaria does not recognizes the existence of minorities but only of “ethnical groups”. Most of the people that declared their origin as “Vlach” or “Romanian” are in Varna region (3 620 Vlachs and 440 Romanians), Veliko Tarnovo (1 066 Vlachs and 60 Romanians) and Burgas (623 Vlachs and 52 Romanians) while in Vidin (155 Vlachs and 16 Romanians) and Silistra (457 Vlachs and 19 Romanians) their number is decreasing.
