Attachment B Modern Movement Architecture in Central Sydney Heritage Study Review Modern Movement Architecture in Central Sydney Heritage Study Review Prepared for City of Sydney Issue C x January 2018 Project number 13 0581 Modern Movement in Central Sydney x Heritage Study Review EXECUTIVE SUMMARY This study was undertaken to provide a contextual framework to improve understanding post World War II and Modern Movement architecture and places in Central Sydney, which is a significant and integral component of its architectural heritage. Findings x The study period (1945-1975) was an exciting and challenging era that determined much of the present physical form of Central Sydney and resulted in outstanding architectural and civic accomplishments. x There were an unprecedented number of development projects undertaken during the study period, which resulted in fundamental changes to the physical fabric and character of Central Sydney. x The buildings are an historical record of the changing role of Australia in an international context and Sydney’s new-found role as a major world financial centre. Surviving buildings provide crucial evidence of the economic and social circumstances of the study period. x Surviving buildings record the adaptation of the Modern Movement to local conditions, distinguishing them from Modern Movement buildings in other parts of the world. x The overwhelming preponderance of office buildings, which distinguishes Central Sydney from all other parts of NSW, is offset by the presence of other building typologies such as churches, community buildings and cultural institutions. These often demonstrate architectural accomplishment. x The triumph of humane and rational urban planning can be seen in the creation of pedestrian- friendly areas and civic spaces of great accomplishment such as Australia Square, Martin Place and Sydney Square. -

GOVERNMENT SUBMISSIONS CHAPTER SIX Sydney Metro | Chatswood to Sydenham Submissions and Preferred Infrastructure Report 115 116 Sydney Metro | Chatswood to Sydenham Submissions and Preferred Infrastructure Report 6 Government submissions This chapter provides responses to issues raised by government agencies and local councils. 6.1 UrbanGrowth NSW and Land & Housing Corporation UrbanGrowth NSW and the Department of Family and Community Services (Land and Housing Corporation Directorate) provided a joint submission. The submission is supportive of the project on the basis that the proposed metro station at Waterloo would provide a unique opportunity to transform the Waterloo area and make it a better place to live for future and existing residents. The submission focuses on the renewal of the Waterloo social housing estate as part of the NSW Government’s Communities Plus Program – a key initiative to grow the social housing portfolio. This program is expected to deliver up to 23,000 new and replacement social housing dwellings, 500 affordable housing dwellings and up to 40,000 private dwellings over the next 15 to 20 years. The submission also raises a number of planning, design, construction and operational issues. 6.1.1 Planning and design Issue raised Continued collaboration with Land and Housing Corporation and UrbanGrowth NSW throughout the whole renewal process for the area will be essential to achieve world class outcomes that exemplify best practice in the integration of design and land use with public transport transformation in Sydney. Response Consultation would continue with Land and Housing Corporation and UrbanGrowth NSW regarding the integration of Waterloo Station with surrounding land uses. -

SYDNEY WATER ANNUAL REPORT 2002 ‘Water is life, and it sustains our lives. It is precious, because it is finite.’* The finite supply of water is central to the long-term development of Sydney and its surrounding areas of the Blue Mountains and the Illawarra. It is an issue for us all to think about. Over the next 20 years it is likely that Sydney’s population will increase by around 700,000. Where these people live and the water services they require are critical issues for Sydney’s sustainable water supply. Sydney Water customers have been supportive of the need to conserve water. As our population grows, careful water use will become even more important. How far will customers go to willingly conserve their water? How much water should be retained for supplementing river flows? Our understanding of this issue is growing and it is likely we will need to provide more water for our rivers in the future. * Chairman, Sydney Water in a speech to the Committee for Economic Development of Australia (CEDA), July 2002. The impact of global warming is beginning to become evident, with indications that there is the potential for climate changes to further limit the amount of available water. Wastewater is the water we return to the environment after treatment at a sewage treatment plant. The quality of treated wastewater affects the quality of our rivers, harbours and beaches. Pollution of the environment is unacceptable. Treated adequately, wastewater or even stormwater could be seen as an alternative supply for industry, our rivers and even some non-drinking household uses like watering the garden. -

Sydney Metro City & Southwest – Chatswood to Sydenham Non-Aboriginal Heritage – Heritage Impact Assessment 6.8 Martin Place station Martin Place is a major urban public open space within the heart of the Sydney Central Business District, and it provides an important pedestrian connection between George Street and Macquarie Street (see Figure 114). Martin Place has an existing station that serves the primary business district of the city. Figure 114: Location of southern and northern entry locations. Page 143 Sydney Metro City & Southwest – Chatswood to Sydenham Non-Aboriginal Heritage – Heritage Impact Assessment 6.8.1 Construction The cut and cover construction of the proposed southern entrance/service building shaft link across the top of the existing ESR tunnels would necessitate temporary closure of the existing open plaza and diversion of pedestrian traffic to the south (Figure 115). The proposed construction of the southern shaft / cavern / adits entails the following: • Demolition of Prudential Building to Ground Floor. • Establish a re-routed pedestrian traffic route from Martin Place Plaza over the demolished Prudential Building. • Close Martin Place Plaza. • Demolish Existing Plaza and subway structures. • Construct metro concourse structure and new pedestrian subway structure. • Install new pedestrian subway building services and systems. • Reopen Plaza and pedestrian subway to traffic, decommission alternative route. • Demolish remaining basement structure in Prudential Building (if necessary). • Form working platforms for piling rigs (backfilling pits if necessary) over Prudential Building footprint. • Piling works – short and long piles. • Initial excavations to allow for the construction of working platform. • Construction of working platform. • Construction of acoustic shed where necessary and site infrastructure i.e. -
