Bidding procedure: Bids are available in the website: h ttps://tender.telangana.gov.in 1) The following documents are to be uploaded into online: a. NECC Registration Certificate issued by the NECC Authorities b. Income Tax Returns for 2016-17, 2017-18 & 2018-19 c. Solvency Certificate is issued by the Bank Authorities for an amount not less than as shown in the table of Section-A for last 1 year i.e Dec 2018 to Nov 2019 d. EMD of 2,00,000 ( Rupees Two lakhs only) in the form of Demand Draft in favor of “District Welfare Officer, WCD&SC, Siddipet” payable at Siddipet e. The Processing fee for Rs.3,000/- (Rupees Three thousand only) in the form of Demand Draft in favor of “District Welfare Officer, WCD&SC, Siddpet” payable at Siddipet f. Poultry Farm location certificate issued by the Veterinary Authorities of concerned area (The above Tender documents duly signed by the Bidder on all the pages. Financial bid: The financial bid will provide cost calculations corresponding to transportation cost on NECC monthly average rate per egg. However, tender will be finalized for the lowest price quoted. 3. Opening of bids: The Technical Bid shall be opened first by DPC and the financial bid for those who qualify in technical bid shall only be opened for comparison. 4. General Terms and conditions: 1. The e-tenders will be opened in presence of the Joint Collector/ Chairman, DPC, Siddipet 2. Tenderer should be furnish original documents as shown in Section-D (1)(a-f) at the time of opening of e-tenders to the DPC, Siddipet otherwise the tenderer summarily rejected. 3. Joint Collector/ Chairman, DPC Siddipet has a right to take any decision at any time in tenders. The decision of the Joint Collector/ Chairman, DPC, Siddipet shall be final and biding. 4. All the parties or their authorized representatives should be present (30) minutes before the time stipulated for opening of tenders so that they can witness tenders proceedings when the e-tenders are opened. 5. Authorized representatives should bring the authorization letters from the respective firms. 6. The chairman has also possessed the right to postpone or cancel the e-tenders or withdraw/ reduce/ enhance the quantities before the commencement of the e-tender proceedings. 7. The date, time and venue of the e-tender opening may be changed, if required, due to unavoidable Administrative reasons. 8. It is open for the Chairman to take up negotiations with qualified bidders after opening of the financial bids. 9. Project & AWCs mentioned in Section-A of the tender schedule may be increased/ decreased basing on bifurcation of projects/ state or any other reasons. 10. Quantity of eggs mentioned in Section-A of the tender schedule may be increased/ decreased basing on received beneficiaries and bifurcation of projects/ state or any other reasons. 11. Tenderer should enclose all documents to each and every technical bid of the Project they have applied for. Tender schedules submitted without required documents will be summarily rejected. 12. If any corrections in the rates offered in the financial bid shall be attested. 13. Tenders will be finalized basing on monthly average NECC rate + transportation charges. 14. Only one Project will be allotted to one tenederer as per the lowest rates quoted. And the farmer shall be located close to one of the project. 5 15. EMD is 1% of the annual value of eggs of that particular Project obtained through DD obtained in favour of the District Welfare Officer, WCD&SC Siddipet payable at Siddipet Head Quarters should be enclosed to the technical bid of tender schedule and write the Project name on the back side of the EMD. No exemption will be entertained to any Poultry Farmer. 16. Tenders without EMD will summarily rejected. 17. The SD will be 10% of the monthly value of eggs or 1% of yearly value of eggs. 18. The security deposit will be returned to the supplier after the expiry of the tender period and after obtaining certificate from concerned CDPOs that, eggs have been supplied to all Anganwadi Centers without any interruption during the agreement period. 19. The supplier should immediately resume the supply of eggs soon after receipt of the work order and enter into agreement and as per the intimation/indent from the DWO/Child Development Project Officer, ICDS Project, without any deviation in supply of eggs from the given allocation schedule/indent. 20. The supplier should supply 1st quality eggs i.e., with 50 gms weight per egg at door step of each and every Main and Mini Anganwadi Center. And eggs shall be supplied three times in a month i.e., on 5th, 15th and 25th of the month and under no circumstances substandard eggs (less than 50 gms) should be accepted. 21. Eggs will be supplied for (3) times in a month with marking colour on each egg. A specific color shall be used for every ten days of the month ie., 1st phase- Green color, 2nd phase-Yellow color and 3rd phase-Red color on each egg. 22. The supplier shall be bound to supply eggs with the approved rate of DPC and no escalation will be entertained during the agreement period. 23. The supplier must be responsible for the damages, rotten and spoils, if any occurred during the transportation of eggs and payments will not be made to those damages, rotten and spoils. 24. No payment shall be made to the egg supplier except on production of stock receipt signed by the concerned AWW. 25. In case the eggs received by anyone other than the AWW, payment shall not be made for those eggs. 26. The supplier should wait at AWC, until AWW randomly weigh a few trays of eggs before receiving them. 27. The WD&CW Dept. has developed a mobile app on Eggs. According to which the Anganwadi Workers receives One Time Password (OTP) and informs it to the supplier on delivery of eggs. The suppliers have to feed the OTP in mobile App. The payment to the supplier will be made subject to the feeding of OTP in the eggs portal. 28. In case of receiving complaints at first instance itself, the DWO, WCD&SC Siddipet shall with the approval of the Joint Collector of the District, terminate the contract and call for fresh tenders without giving any notice. 29. Joint Collector/ Chairman, DPC, Siddipet has a right to cancel the contract of the supplier duly forfeiting the Security Deposit (SD) amount at first instance itself besides the actions like blacklisting and legal proceedings in case of 6 Interruption in supply of eggs Deviation noticed in quantity of eggs Supplying substandard eggs (less than 50 grams) Not supplying eggs within stipulated time Supplying damaged, rotten and spoiled eggs Dumping eggs at one Anganwadi center 30. If the supplier finalized by the DPC, Siddipet fails to supply eggs at the agreed rate and tender norms, the Committee has a right to take appropriate decision as per the agreement against the supplier and engage another supplier without giving any notice so that there is no gap in supply of eggs to the target population and the S.D. of the defaulters will be forfeited. 31. Committee has a right to reject the tender of default eggs suppliers of previous years before opening of the technical bids without assigning any reasons thereof. 32. Committee has a right to terminate the contract at any time as per rules in force without giving any notice to the suppliers. And all powers are vested with the Joint Collector/ Chairman, DPC, Siddipet The tender shall be valid for the period of (1) year from the date of opening of tender.
