PREAMBLE A. The City of Roanoke, the City of Salem, the Town of Vinton, and the County of Roanoke ("Original Participating Localities") entered into an Intergovernmental Agreement Establishing the Roanoke Valley Greenway Commission in 1997 ("Intergovernmental Agreement") and revised the Intergovernmental Agreement in 2008.
