Rotation Rule and the Length of the Current Session HOUSE OF LORDS Committee of Selection 1st Report of Session 2017-19 Rotation rule and the length of the current session Ordered to be printed 20 June 2019 Published by the Authority of the House of Lords HL Paper 388 Committee of Selection The Committee of Selection is appointed by the House of Lords in each session to select and propose to the House the names of the members to form each select committee of the House (except the Committee of Selection itself and any committee otherwise provided for by statute or by order of the House) or any other body not being a select committee referred to it by the Senior Deputy Speaker, and the panel of Deputy Chairmen of Committees. Membership The Members of the Committee of Selection are: Lord Craig of Radley Lord Plant of Highfield Baroness Evans of Bowes Park Baroness Smith of Basildon Lord Hope of Craighead Lord Stoneham of Droxford Lord McAvoy Lord Taylor of Holbeach Lord McFall of Alcluith (Chairman) Viscount Ullswater Lord Newby Declaration of interests A full list of Members’ interests can be found in the Register of Lords’ Interests: http://www.parliament.uk/mps-lords-and-offices/standards-and-interests/register-of-lords- interests Publications All publications of the Committee are available at: http://www.parliament.uk/committeeofselection Further information Further information about the House of Lords and its Committees, including guidance to witnesses, details of current inquiries and forthcoming meetings is available at: http://www.parliament.uk/business/lords Contact details All correspondence should be addressed to the Committee of Selection, Committee Office, House of Lords, London SW1A 0PW. Rotation rule and the length of the current session 1. A rotation rule operates in the case of most select committees of the House in order to secure a regular turnover of membership. Operation of the rule is such that members who have served for three successive sessions (or parts of sessions) may not be reappointed in the following two sessions.1 2. The Companion to the Standing Orders (para 11.14) states that “The rule is based on the duration of a session being approximately 12 months. In the event of a significant variation from this term the Committee of Selection may consider making ad hoc adjustments”. The current session began on 21 June 2017 and has therefore lasted for 24 months so far. As a result, a number of current committee members will have served for terms of almost four years, which is significantly in excess of the usual term length. 3. Accordingly, the Committee of Selection has agreed that the rotation rule should be applied on 1 July 2019, so as to ensure a degree of turnover in committee membership. A number of motions will be moved in the House on 1 July, in order to rotate off committees those members whose terms have expired, and to replace them with new members. 4. The end date of the current session is not yet known. The service of any newly appointed select committee member between now and the end of this session would usually count as ‘a session’ for the purposes of the rotation rule. Should the session end in the near future there is, therefore, the potential for particularly short periods of service to be taken as counting towards the rotation rule for a number of members. 5. In view of this, the Committee has agreed that, for newly appointed members of committees, service in the remainder of this session will not be counted towards the rotation rule, unless the session extends beyond 1 January 2020. Adopting this date as a cut-off point ensures that new members will be entitled to a minimum term of six calendar months before their service becomes reckonable for the purposes of rotation. 6. The remaining sections of this report, which is presented for the information of the House, provide details of anticipated changes in committee membership (including, where indicated, those resulting from member resignations) and composite lists of the membership of each committee affected by these changes. 1 The rule applies to the European Union Committee as a whole, so that no member may serve for more than three sessions across all of its sub-committees. The European Union Committee applies the rule directly to its sub-committees. 2 Rotation rule and the lenGth of the current session APPENDIX 1: PROPOSED CHANGES IN MEMBERSHIP OF COMMITTEES The following nominations were agreed by the Committee of Selection on 17 June 2019: Communications Committee Baroness Bull in place of Baroness Kidron. Holders of Ministerial Office in the Conservative Governments 1979-1997 Parliamentary Information List Standard Note: SN/PC/04657 Last updated: 11 March 2008 Author: Department of Information Services All efforts have been made to ensure the accuracy of this data. Nevertheless the complexity of Ministerial appointments, changes in the machinery of government and the very large number of Ministerial changes between 1979 and 1997 mean that there may be some omissions from this list. Where an individual was a Minister at the time of the May 1997 general election the end of his/her term of office has been given as 2 May. Finally, where possible the exact dates of service have been given although when this information was unavailable only the month is given. The Parliamentary Information List series covers various topics relating to Parliament; they include Bills, Committees, Constitution, Debates, Divisions, The House of Commons, Parliament and procedure. Also available: Research papers – impartial briefings on major bills and other topics of public and parliamentary concern, available as printed documents and on the Intranet and Internet. Standard notes – a selection of less formal briefings, often produced in response to frequently asked questions, are accessible via the Internet. Guides to Parliament – The House of Commons Information Office answers enquiries on the work, history and membership of the House of Commons. It also produces a range of publications about the House which are available for free in hard copy on request Education web site – a web site for children and schools with information and activities about Parliament. Any comments or corrections to the lists would be gratefully received and should be sent to: Parliamentary Information Lists Editor, Parliament & Constitution Centre, House of Commons, London SW1A OAA.
