LAKE COUNTY BOARD PROCEEDINGS Tuesday, December 9, 1997 The Lake County Board met in the Regular September, A.D., 1997 Session of the County Board held on Tuesday, December 9, 1997, in the Courthouse in Waukegan, Illinois. Chairman Robert Grever called the meeting to order at 9:06 a.m. and asked for a moment of silent prayer. The Chair led the Pledge to the Flag. County Clerk Willard Helander called the roll. Members present were: Beattie, Buhai, Calabresa, Carter, Cole, Halas, Kyle, LaBelle, Leafblad, Martini, Mountsier, Neal, Newton, Nixon, O’Kelly, Schmidt, Schulien, Spielman, Stanczak, Stolman and Westerman. Members Kyle and Spielman were late. APPROVAL OF MINUTES 1. Member Buhai moved, seconded by Member Stanczak , to approve the Minutes of the Special Call Meeting of the County Board held on November 3, 1997; the Adjourned Regular September, A.D., 1997 Session of the County Board held on Tuesday, November 11, 1997; the Executive Session Minutes of the County Board held on Tuesday, November 11, 1997; and the Adjourned Regular September, A.D., 1997 Session of the County Board held on Tuesday, November 18, 1997. New Business CONSENT AGENDA PUBLIC WORKS AND TRANSPORTATION 8.1 17-0616 Joint resolution authorizing a contract with Water Well Solutions, Elburn, Illinois, for well pump maintenance and repair services for Lake County Public Works in the estimated annual amount of $59,675, with renewal options. · Lake County owns and operates five public water systems that utilize well water as their source water supply. These five well systems contain 43 total wells. · The well pumps and associated equipment require preventative maintenance and repair that necessitate the services of a contractor specialized in well repair. · The Contractor shall be responsible for mobilization/demobilization, well sounding, pump extraction, installation, and testing. The bid price includes all labor, parts, equipment costs, portal-to-portal transportation charges, and all other charges of every kind and nature. · An invitation to bid was issued and extended to 12 vendors and sealed bids were received from two vendors ranging from $59,675 to $92,580. · Water Well Solutions, Elburn, Illinois, was determined to be the lowest responsive and responsible bidder who best meets the needs of the County in the estimated annual amount of $59,675 based on a per unit price. -

Water Plant Superintendent City of Waukegan, Illinois Waukegan, IL (Pop. 88,826) - Historically a commercial port city and more recently an industrial center, the City of Waukegan is the seat of Lake County government and is home to flourishing business, educational and cultural organizations. Located 45 miles north of Chicago and 60 miles south of Milwaukee, Waukegan has an ethnically diverse population. The City’s key location makes it easily accessible from north or south. I-94, U.S. Route 41 and Illinois Route 131 (Green Bay Road) are located on the western edge of the City providing north/south access to Chicago, Milwaukee and nearby communities. East/west arterials include Illinois Route 120/Belvidere Road, Illinois Route 132/Grand Avenue and Washington Street. The City features Lake Michigan recreational and commercial attractions highlighted by Waukegan Harbor and Marina, the only deep-water harbor between Milwaukee and Lake Calumet. The City of Waukegan services over 21,000 metered water customers and provides wholesale water services to the municipalities of Park City, Beach Park and Green Oaks. The system receives its water from Lake Michigan and treatment is conducted at a City-owned Water Plant. The City maintains over 330 miles of water mains. The treatment plant has a capacity to filter 18 million gallons daily and has average flows of approximately 9.9 million gallons per day. The Water Treatment Plant was originally constructed in 1928 and was expanded in 1967. The Water Plant Superintendent reports directly to the Mayor, but works independently, having responsibility for the City’s water treatment and distribution. -

The project will include electrical modifications to critical pumps in the influent and filter buildings improving staff’s capability to manage excess flows during storm events. · An invitation to bid was issued and extended to 19 qualified vendors and sealed bids were received from two non-local vendors in the amount of $30,325 to $37,094.92. · LAI, Ltd. was determined to be the lowest responsive and responsible bidder who best meets the needs of the County in the amount of $30,325. · The bid evaluation, vendor selection and final price were determined in full compliance with all applicable state and local laws and County policies.
