Ousman Kobo, Advisor Antoinette Errante Ahmad Sikianga i Copyright by Henryatta Louise Ballah 2012 ii Abstract This dissertation explores the historical causes of the Liberian civil war (1989- 2003), with a keen attention to the history of Liberian youth, since the beginning of the Republic in 1847. I carefully analyzed youth engagements in social and political change throughout the country’s history, including the ways by which the civil war impacted the youth and inspired them to create new social and economic spaces for themselves. As will be demonstrated in various chapters, despite their marginalization by the state, the youth have played a crucial role in the quest for democratization in the country, especially since the 1960s. I place my analysis of the youth in deep societal structures related to Liberia’s colonial past and neo-colonial status, as well as the impact of external factors, such as the financial and military support the regime of Samuel Doe received from the United States during the cold war and the influence of other African nations. I emphasize that the socio-economic and political policies implemented by the Americo- Liberians (freed slaves from the U.S.) who settled in the country beginning in 1822, helped lay the foundation for the civil war. -

“The United States - Africa Partnership: The Last Four Years and Beyond” Assistant Secretary Carson The Wilson Center, Washington DC As Prepared Version Thank you. I want to thank Michael for his opening remarks, and Michael and Steve for hosting me here today. I also want to thank all of the distinguished guests in the audience, including members of the diplomatic corps and colleagues from the think tank community. It is an honor to speak to such a distinguished group of leaders who, like me, are so committed to Africa. Let me also thank my wife, Anne. She and I have spent most of our lives working on Africa, and nothing that I have accomplished would have been possible without her advice, partnership, and support. My interest in Africa started in the mid-1960s when I served as a Peace Corps volunteer in Tanzania. The 1960s was a time of great promise for Africa. As newly independent nations struggled to face what many regarded as the insurmountable challenges of democracy, development, and economic growth, newly independent people looked forward to embracing an era of opportunity and optimism. This promise also inspired me to enter the Foreign Service. After more than forty years of experience in Africa, three Ambassadorships, and now four years as Assistant Secretary for African Affairs, I have experienced first- hand Africa’s triumphs, tragedies, and progress. And despite Africa's -2- uneven progress, I remain deeply optimistic about Africa’s future. This optimism is grounded in expanding democracy, improved security, rapid economic growth, and greater opportunities for Africa’s people. -

Feelings of disempowerment are prevalent, and policy-making is perceived as being dominated by an older generation of elites who are out of touch with the aspirations and needs of today’s youth. • External assumptions made about the risks of youth radicalization – above all, affiliation to groups such as Islamic State of Iraq and Syria (ISIS) – often fail to reflect the more commonly expressed desire of many young people to seek ownership and agency in shaping the future of their communities and societies as active and constructive citizens. • The centralization of political power is a key driver in youth marginalization, blocking their engagement in social and political issues of interest and concern to them. ‘Top-down’ approaches to national youth policies not only fail to engage young people but also risk increasing their disillusionment. -

LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour. And because education is linked to progress in virtually every area of human development – from child survival to maternal health, gender equality, job creation and inclusive economic growth – the education emergency will undermine the prospects for achieving all our 2030 Sustainable Development Goals and potentially set back progress on gender equity by years. -
