On Monday, Major League Baseball commissioner Rob Manfred said Rose had formally applied to have his lifetime ban lifted. Manfred said he would "deal with" Rose's request. Rose, who has been banned from the game since 1989, was ruled ineligible for the Hall in 1991, when the organization voted to ban players on baseball's permanently ineligible list. If reinstated, Rose would have to be elected to the Hall by Expansion Era Committee, according to Hall of Fame spokesman Brad Horn. "Rose would be an eligible candidate for Hall of Fame consideration based on if he were to be reinstated by Major League Baseball," Horn wrote to the Enquirer in an email on Monday. "Should Rose be moved off Baseball's Ineligible list, his candidacy would fall to the Expansion Era Committee (which next votes next winter – 2016 for Induction in 2017), based on the rules for election. Only candidates who last appeared in a major league game within a 15-year window can be considered by the BBWAA."' Rose's induction into the Hall of Fame would rest on a 16-member committee that meets at baseball's annual Winter Meetings, needing the same 75 percent standard that is required by the constituency of the members of the BBWAA who have earned voting privileges by being active members of the organization for 10 years.

The game begins in the spring, when everything else begins again, and it blossoms in the summer, filling the afternoons and evenings, and then as soon as the chill rains come, it stops and leaves you to face the fall alone. 1 [E]xamining the business of baseball is like looking at the sun, you can‘t do it for very long before you have to turn away. 2 INTRODUCTION Baseball is a beautiful game. Despite the recent surge in the popularity of professional football and basketball, baseball is— and will always be—the greatest game ever played. "Mr. Rose has not presented credible evidence of a reconfigured life either by an honest acceptance by him of his wrongdoing, so clearly established by the Dowd Report, or by a rigorous, self-aware and sustained program of avoidance by him of the circumstances that led to his permanent eligibility in 1989. Absent such credible evidence, allowing him to work in the game presents an unacceptable risk of a future violation by him of Rule 21, and thus to the integrity of our sport," Manfred wrote. "I, therefore, must reject Mr. Rose's application for reinstatement." The all-time hits leader, 74, was placed on the permanently ineligible list for violating Major League Baseball's strict rule against betting on baseball on Aug. 23, 1989. Subsequently, the Board of Directors of the National Baseball Hall of Fame and Museum declared that all players on that list would also be ineligible for election. Manfred's decision, which was communicated to Rose both verbally and in writing, does not directly address that issue.

Recognize Daniel Lucius “Doc” Adams as a pioneer of our National Pastime. In seeking the origins of our National Pastime, it is important to search out and recognize the pioneers who were instrumental in its formation rather than perpetuate myths and half-truths and include Doc Adams on the Pre-Integration Era ballot submitted to the Pre-Integration Era Committee for consideration for inclusion in the National Baseball Hall of Fame in Cooperstown. Daniel Lucius “Doc” Adams was an early pioneer of our National Pastime, the great game of baseball, and should be recognized as such with enshrinement in the National Baseball Hall of Fame. Doc Adams was an American baseball player and executive who is regarded by historians as an important figure in the sport's early years. He played an important role during the seminal years of the game and his contributions are as significant as those of other early pioneers, Alexander Cartwright and Henry Chadwick, who already enshrined in the Hall. The first step to enshrinement is to have him included on the 2012 National Baseball Hall of Fame Pre-Integration Era ballot. We therefore petition the BBWAA Historical Overview Committee to look back beyond 1876, evaluate the accomplishments and contributions of Doc Adams and include him on this year’s ballot so that he may be considered, voted on and ultimately selected by the Pre- Integration Era Committee for induction into the Hall of Fame.

As Andy McCue said in reviewing the Committee for the SABR Board: My only complaint is that the committee is too much a creature of the chair. His work is excellent, but touches on only a portion of the issues which this committee could be working on. In addition, if job or other considerations should cause him to cut back on his activities, or have to resign the chairmanship, this committee would flounder. I would like to see him find a way to introduce other projects under the committee umbrella. There are possibilities for cooperation with the 19th Century Committee (salaries and expenses then), Ballparks (the financing of stadiums past and present) and other committees. A project such as tracing the history (and expansion) of front-office functions from the National Association to the present would be very worthwhile. Unfortunately, as all SABR committee chairs learn, the number and quality of projects is in direct relationship to the number, quality and commitment of the volunteers who come forward.
