Orange County Waste/Recycling 2016 Annual Report & 10 Year Financial Projections City Manager’s Office News Agenda Summary: The Successor Agency Agenda Consent Calendar has one routine item, the Minutes and the Successor Agency 3rd Quarter Cash and Investment Report, Fiscal Year 2016-17, as of March 31, 2017, which provides the status of the Successor Agency and City’s investment portfolio. The City Council Consent Calendar also has routine items, including Minutes, the Register of Demands and the City of La Palma 3rd Quarter Cash and Investment Report, Fiscal Year 2016-17, as of March 31, 2017, which provides the status of the Successor Agency and City’s investment portfolio. It also has: Administrative Report May 11, 2017 Page 2 Fourth Amendment to the Cooperation Agreement with the County of Orange for Urban County Program for Fiscal Years (FY) 2018-2019 through 2020-2021: The Urban County Program provides federal funds to the County and cities with populations under 50,000 for programs that are targeted towards community development and housing assistance activities. The City has benefitted from County administration of funds for the CDBG or HOME programs, and it is anticipated that continued implementation of CDBG and/or HOME funds will be integral to implementing the affordable housing goals established in the Housing Element of the City’s General Plan. 2017 Annual Water Quality Report: The California Domestic Water Quality and Monitoring Regulations (Title 22 of the California Code of Regulations), include a requirement that each community’s water system distribute, to each customer, an Annual Water Quality Report on the water purveyed. The Consumer Confidence Rule requires public water suppliers that serve the same customers throughout the year (community water systems) to provide consumer confidence reports (CCR) to their customers. These reports are also known as annual water quality reports or drinking water quality reports. This year’s report covers calendar year 2016 drinking water quality testing and reporting. The City of La Palma Community Services Water Division vigilantly safeguards its water supply and, as in years past, the water delivered to the homes met the quality standards required by Federal and State regulatory agencies. Third Quarter Operations Report – Fiscal Year 2016-17: A third quarter report is being presented to the City Council and the public on the state of the City’s finances. This report provides the following information: 1) A snapshot of the City’s spendable fund balances at March 31, 2017, as well as the year-to-date change in spendable fund balances; and 2) A review of the General Fund’s revenue and expenditures through the third quarter of the fiscal year (75% of the year as of March 31, 2017). There are also 3 Regular Items on the Agenda as follows: Rejection of All Bids and Authorization to Readvertise Notice Inviting Bids for STATE ROUTE 91 FREEWAY TREE REPLACEMENT – (City Project SR 91 Tree Replacement 2017-01): On March 1, 2016, City Council entered into a Development Agreement with Foster Interstate Media, LLC (hereinafter “FIMI”) for the development of Digital Display Billboards. The Development Agreement requires joint cooperation to remove view obstructions to ensure the billboards marketability and on-going success. Specifically, 40 trees within the Caltrans 91 Freeway right-of-way have been identified for removal and replacement with lower canopy species. On April 11, 2017, the Notice Inviting Bids for said Project was posted; sealed bids were opened on May 9, 2017. Only one bid was received. The submitted bid was $130,000 over the Landscape Architects estimate for the Project. At this time, it is recommended that the City Council reject the bid without prejudice within its discretion pursuant to Public Contract Code Section 20166 and City Code Section 2-198(4) and authorize staff to readvertise the notice inviting bids. “In God We Trust” and “E Pluribus Unum” Resolution: At the City Council’s goal setting session, Mayor Steggell brought forward the concept of adding “In God We Trust” Administrative Report May 11, 2017 Page 3 and “E Pluribus Unum”, translated from Latin “Out of many, one”, around the City Seal in the City Council Chambers. The City Council concurred and directed staff to return with a cost estimate to proceed. It is recommended that the words be placed above and below the current brass City Seal on rounded brass plaques, of similar style to the Seal, The lettering will be two inches high. “In God We Trust” will be placed above and “E Pluribus Unum” below the seal. If adopted, the City of La Palma will join 20 cities in Orange County, more than 100 cities in California, and 480 cities nationwide to display the national motto in their council chambers. The cost is estimated at $1,500. Discussion of Proposed FY 2017-18 Budget; Fiscal Policy Updates; and FY 2016- 17 Budget Amendment: The Proposed FY 2017-18 Budget was presented at the May 2 City Council meeting. As customary, the City agendizes the proposed budget at the meeting following the first presentation to allow for further discussion. Staff is also bringing forward a FY 2016-17 budget adjustment to make the first of two lump sum payments toward its unfunded pension obligation and updates to the Fund Balance Reserve Policy. Community Services News Memorial Day Ceremony: On Monday, May 29, 2017, the annual Memorial Day Ceremony will be held in front of Civic Center. The Ceremony will start at 9:15 a.m. with a musical prelude from the Walker Jr. High and JFK High School combined bands. The ceremony itself will begin at 9:30 a.m. Prior to the ceremony, the Communities & Activities and Beautification Committee will be hosting coffee for our invited dignitaries in the City Hall lobby beginning at 8:30 a.m. Walker Street from La Palma Avenue to Thelma Drive will be closed for the ceremony beginning at 8:45 a.m. Please arrive at City Hall before this time. The Committee hopes the City Council and the Management Team will be able to attend this year’s ceremony. Please let Kimberly Kenney know if you will be attending by Monday, May 22, 2017. Police Department News Officers Assist Mentally Ill Subject: On the afternoon of May 2, the Police Department received several calls regarding a male subject acting strangely near the intersection of Houston and Moody. Officers contacted the subject who appeared to be suffering from mental health issues and medical issues. The subject was uncooperative but the officers managed to get the subject to sit on the curb in order for paramedics to respond to assess his condition. Paramedics arrived and began treating the subject. While the subject was being treated, he suddenly pushed the paramedics away and began running towards traffic. Officers were able to quickly grab the subject, who had to be physically restrained in order to prevent him from injuring himself or anyone else at the scene. The subject was restrained and transported to a hospital to be held for a mental health evaluation. Two of the officers involved in the struggle suffered minor injuries as a result of the altercation. Administrative Report May 11, 2017 Page 4 Officers Respond to Roll-Over Traffic Collision: On the afternoon of May 4, the Police Department received several 911 calls regarding a roll over traffic collision in the area of Moody and Shirley. Officers arrived and located two vehicles involved in the collision. One of the vehicles had rolled over and was completely blocking the northbound lanes of Moody. Paramedics arrived on scene and assessed the occupants of both vehicles, who suffered only minor injuries. Officers conducted an investigation and determined a vehicle traveling west on Shirley turned into the path of a vehicle traveling north on Moody. The impact caused the northbound vehicle to roll over. Fortunately, both drivers escaped serious injury. As a result of the collision, northbound traffic was diverted at Sharon Drive for approximately 30 minutes. La Palma Police Detectives Investigating Suspicious Death at La Palma Hospital: On May 7, the Police Department received a call from La Palma Hospital regarding a deceased patient in their emergency room. According to hospital staff, an unknown male and female subject arrived at the hospital emergency room and told them that their friend was in the backseat of their vehicle located in the parking lot and was not breathing. Hospital staff went outside to check on the subject and found the subject unresponsive. The male subject was taken to the emergency room where it was determined he had been deceased for an undetermined amount of time. The hospital staff contacted the Police Department based on the suspicious circumstances. While waiting for the police to arrive, hospital staff tried to locate the male and female subjects who had driven the victim to the hospital but soon realized they had left without providing any information. Officers arrived and immediately began an investigation. The Coroner’s office was contacted and was able to identify the subject as a 27 year-old resident of Westminster. La Palma Police Detectives and the Orange County Coroner’s office are continuing the investigation to determine the cause and location of the death.
