Is the methodology for selecting these sites robust and transparent? Has appropriate consideration been given to alternative locations? Have exceptional circumstances been demonstrated to justify the removal of land from the Green Belt? 1. The Councils’ consider that the Foxlydiate and Brockhill East urban extensions represent the most appropriate locations for meeting Redditch’s housing needs within Bromsgrove District. The analysis that informs this view can be found in the Housing Growth Development Study (HGDS) [CDX1.1], and further explanation is found in the more recent Narrative on the Site Selection Process for the Growth Areas at Redditch January 2016 [“The Narrative”] which were completed jointly by BDC and RBC officers.

It states that local planning authorities should identify and update annually a supply of specific deliverable sites sufficient to provide 5 years worth of housing against their housing requirements with an additional buffer of 5% to ensure choice and competition in the market for land. Where an authority has a record of persistent under delivery the buffer should be increased to 20%. Local planning authorities must also identify a supply of specific, developable sites or broad locations for growth for 6-10 years and, where possible, for years 11-15. Paragraph 159 of the NPPF highlights that to achieve this local planning authorities will need to prepare a SHLAA to establish realistic assumptions about the availability, suitability and likely economic viability of land to meet the identified need for housing over the plan period.
